In 2010, 400 housing and communal services enterprises of different property types render housing and communal services in the Khanty-Mansiysk Autonomous Okrug - Ugra. Rate of housing and communal services, paid by citizens over the Okrug, is kept on the previous year level and comprises 98.6%.

In the first half of 2010 a positive tendency of citizens' payments collectability growth for housing and communal services is kept, the level of collectability  increased by 2.6% and comprised 95.4% as compared to the level of 2009. It is an important factor in stabilization of enterprises' financial economic activity in post-crisis period. Adopted federal standers of max monthly cost for 1 m3 in 2010 over the Autonomous Okrug accounts for 90.2 rubles, increasing by 11.8% the same index in 2008 (80.7 rubles). It is connected with communal services cost increasing that is caused by increase in energy resources and materials prices.

Since January 1, 2010,  cross-subsidization was stopped in the municipal entities of the Autonomous Okrug. In 2009 the number of families (receivers) of grants for housing and communal services payment on the territory of the Autonomous Okrug reduced by 7.8% (39.6 ths. families) and comprised 36.5 ths. families, for whom 430.8 mln. rubles from the Autonomous Okrug budget were spent for granting.

On January 01, 2010, total square of housing premises over the Khanty-Mansiysk Autonomous Okrug - Ugra comprised 28.5 mln. m2. Housing facilities growth for January-June comprised 805.3 ths. m2 (2.8% of the total square of housing facilities).

Structure of the housing facilities regarding by property forms is as follows:

  • 243.4 m2 of public housing facilities (0.9%);

  • 5296.6 m2 of municipal housing facilities (18.6%);

  • 22454.0 m2 of private housing facilities (78.7%);

  • 523.4 m2 of mixed and public housing facilities (1.8%).

On January 01, 2010, housing provision per on resident of the Autonomous Okrug comprised by estimation 18.6 m2 of total square of housing (On January, 01, 2009 - 18.2 m2). Share of rundown buildings housing facilities in the Autonomous Okrug comprises 6.7% or approximately 1924.9 ths. m2. The share of housing facilities with 30-% deterioration increases annually owing to new housing facilities construction and putting into operation.

Annually housing facilities are developed. On the preliminary data, the share of developed housing facilities comprises 90.0% in the Autonomous Okrug. On the preliminary data, on June, 01, 2010, 533 homeowners associations, possessing 1465 apartment buildings with the total square of 2.7 mln. m2, were founded in Ugra.

In connection with execution of Federal Law #185-fz dated July, 01, 2010. the share of total square of apartment buildings managing by homeowners associations increased by 1.4 time (from 7.8% to 10.6%) as compared to the same period in 2009.

On the preliminary data, on June, 01, 2010, there are 115 water treatment facilities with capacity of 600.3ths. m3/day in the Autonomous Okrug. Total length of water supply network comprises 4009.8 km in the  Okrug. Total length of magisterial and district sewerage networks comprises 2622.4 km.

At present there are 354 sewerage networks and 73 sewage water treatment facilities with 507.7 ths. m3 capacity in a day in total in the towns and settlements of the Autonomous Okrug. On July, 01, 2010, 497  boiler-plants including 420  boiler-plants in municipal property, are sources of heating supply in the Autonomous Okrug. 158  boiler-plants have reserve heating supply sources. Total length of two-pipe heating network comprises 3611.26 km. On July,01, 2010, the number of central heating stations comprised 3611.26 km. On July, 01, 2010, the number of central heating stations accounted for 359 units.

In 2010 events of the program execution "Development and modernization of housing and communal services in the Khanty-Mansiysk Autonomous Okrug - Ugra" for 2005-2012" was continued. For the first half of 2010, 501.0 mln. rubles were spent to execute events of the program in total, including 123.5 mln. rubles by means of the Autonomous Okrug budget. Housing facilities and communal objects reconstruction and modernization were financed. To make efficient conditions for housing buildings  exploitation, information work with population aimed to found homeowners associations, was carried out.

At present all conditions for Autonomous Okrug population involving into housing facilities management, including financial support of capital repairing and modernizing of apartment buildings, owners of which have chosen homeowners associations as a form of management, are created.

Management system of communal sphere property complex is developed in the framework of the program "Development and modernization of housing and communal complex of the Khanty-Mansiysk Autonomous Okrug - Ugra" for 2005-2012. Main objective of institutional reforms in communal sphere of the Autonomous Okrug is to attract private business to management: management experience usage for more efficient management of communal systems, its involving into investment projects financing. Municipal and Okrug authority bodies' activity concerning communal sphere management is directed to reduce administrative barriers and to make conditions for investment attraction including private capital.

Basic economic conditions to attract private capital to the Okrug are formed. One of the public and private partnership forms, most attractive for investors and state,  is a public-private partnership (PPP), the subject of which are socially significant object, fro example engineering networks. LLC "Gorvodokanal" and "Gorodskie teplovye seti", concluded public-private partnership agreements with the municipal Administration concerning property complex, are founded in Kogalym. Agreements are valid till December 31, 2023.

To attract private investors, municipal entities worked within the framework of public-private partnership. Thus, within the framework of public-private partnership between the Khanty-Mansiysk Autonomous Okrug - Ugra and Paris municipal heating company, GDF – SUEZ department, an Agreement on cooperation is signed. To execute the Agreement, a working group consisting of authorized representative of the Government of the Autonomous Okrug and Paris municipal heating company, GDF – SUEZ department is formed. An issue of  waste collection and utilization aimed to improve ecological situation owing to wasteless high-tech solutions, is observed.

Process of  denationalization, that caused a growth of private communal enterprises and a transferring of communal infrastructure objects into private management on the basis of hiring contract, trust management and other agreements, was continued in communal sphere of the Autonomous Okrug.

To improve efficiency of communal systems' activity in the Autonomous Okrug, a parent company - JSC "UKEK", started to form two groups of enterprises - communal system enterprises and supply enterprises, is founded. Communal system enterprises - JSC - are founded in the municipal entities of Ugra on the basis of acting municipal enterprises.

If there are 2 heat and water supply municipal enterprises and more, it is more efficient to found one enterprise on the territory of the municipal entity.

Control stock belongs to the JSC "UKEK" (less than 51%), other shares belong to the related municipal entity. Participation of the third part is acceptable.

Measures executed by Autonomous Okrug Government aimed to support communal sphere enterprises, to reform housing and communal complex, give housing and communal enterprises an opportunity to improve services quality, to execute all industrial and investment programs.
