Mission of social service of the Autonomous Okrug is to provide social safety for Ugra residents.

State authorities and guarantees on labor system and population's social protection development are executed on the territory of the Khanty-Mansiysk Autonomous Okrug - Ugra according to the legislation of the Russian Federation and Autonomous Okrug.

Unique social laws and programs "On life quality of the population", "On support of family, motherhood, fatherhood and childhood", "On social support of certain categories of citizens", "On state social support", "On social payment card", programs of demographic development, formation of unobstructed access to social infrastructure objects for the disabled people, "Ugra children", etc. are executed in the Khanty-Mansiysk Autonomous Okrug - Ugra.

90 kinds of social guaranteed are provided for the residents of the Autonomous Okrug.

Bodies of social protection of the population ender social support to 11% of the Autonomous Okrug population.

33% of families of the total number of families, living the Autonomous Okrug, receive child allowances.

In 2010 the size of monthly social support per 1 receiver comprises 2/5 ths. rubles (1.8 ths. rubles in 2008, 2.4 ths. rubles in 2009).

There are 322 692 pensioners in the Autonomous Okrug. Average size of pension provision taking in to account old-age pension and extra pension in the Autonomous Okrug comprises 12 399.19 rubles or 177% of the pensioner's minimum subsistence level (7004 rubles).

Not to reduce cash incomes of the population in 2010, the average payment size is indexed once per year on the basis of consumer prices index growth, adopted by the Government of the Autonomous Okrug.

New social standard - a size of pensioner's minimum subsistence level for calculation of pension regional social extra payment (7 149 rubles in 2010).

On September 01, 2010, regional social extra payment is granted to 21 321 people (average size - 1 619.10 rubles).

Demographic processes have positive tendencies: the number of children, whose parents were granted child allowances, increased:

  • by 39.6% - lump-sum allowance for the first child, born during two years since his parents' marriage registration in the Civil Registry Office;

  • by 7.6% - lump-sum allowance for the second newborn;

  • by 5.9% - lump-sum allowance fir the third and next children.

To provided social services availability institutions as follows operate:

  • divisional social service, operating in all municipal entities of the Autonomous Okrug (218 social divisions in 199 populated localities of the Autonomous Okrug);

  • rehabilitation of the disabled children from distant localities (in 4 municipal entities of the Autonomous Okrug^ Beryezovsky, Nefteyugansky, Sovetsky, Surgutsky District);

  • mobile social groups (group of  functional specialists: social worker, psychologist,  lawyer, medical worker, etc., moving to distant populated localities to render complete social service to residents in difficult reality situation) operate in all municipal entities of the Autonomous Okrug;

  • services "Social taxi" (transportation of elderly age residents, disabled and other privilege categories of people to and from the objects of social infrastructure) and "Social Patrol" (mobile social service aimed to search persons with no fixed abode, vagabonds and beggars, and to attract them to rehabilitation institutions for further social adaptation and rehabilitation) operates in in all municipal entities of the Autonomous Okrug.

Social payment card "Ugra" giving residents an opportunity to obtain state and municipal electronic services, is implemented.

State system of social services of the Autonomous Okrug comprises 65 budget institutions of social service, 3 institutions of the Autonomous Okrug, 7 educational budget institutions for orphaned children and children without parental care.

To make additional mechanisms for protection of Autonomous Okrug residents' rights, freedoms and legal interests, to provide law, transparency and publicity in the activity of population's social protection bodies, a public council comprising representatives of Public Chamber of the Khanty-Mansiysk Autonomous Okrug - Ugra and heads of Okrug public organizations, is founded;  guardianship boards operate at the social service institutions.
