Law
of the Khanty-Mansiysk Autonomous Okrug - Ugra # 30-oz "On public authorities
bodies' activity of the Khanty-Mansiysk Autonomous Okrug - Ugra in the sphere of mass media distribution" adopted on May, 6, 2005,
regulates relations in the process of public authorities bodies'
activity in the sphere of mass media distribution, defines mechanisms
and forms of interaction of bodies of public authorities of the
Autonomous Okrug and organizations, producing and publishing mass media
to operative support of the population of the Khanty-Mansiysk Autonomous
Okrug - Ugra with public political, economic, social and other kinds of
information.
Information Policy Department of the
Khanty-Mansiysk Autonomous Okrug - Ugra was founded in accordance
with Decree of the Governor of the Khanty-Mansiysk Autonomous Okrug -
Ugra #89 dated July 5, 2006 by reorganization of Mass Media and
Polygraphy Committee of the Khanty-Mansiysk Autonomous Okrug -
Ugra into Department.
Department is an executive body of public
authority of the Khanty-Mansiysk Autonomous Okrug - Ugra, providing
functions realization of state regulations in the sphere of printing,
mass media, information exchange, issuing, polygraphic activity on the
territory of the Autonomous Okrug.
Aim of the Department's activity is
to carry out single information policy of the Government of the
Khanty-Mansiysk Autonomous Okrug - Ugra, to provide transparency of
activity of Khanty-Mansiysk Autonomous Okrug - Ugra Government and
executive bodies of public authorities of the Autonomous Okrug, to
promote realization of journalists and citizens' rights to get and
distribute information, to support mass media activity and publishing
and polygraphic complexes with state contribution on the territory of
the Autonomous Okrug.
At
present
206 mass media, including 130 printed mass media, 71 electronic and
5 information agencies operate on the territory of the
Khanty-Mansiysk Autonomous Okrug. The total one-time circulation of
public political newspapers amounts to 679.9 ths. newspapers.
The oldest newspapers of the Okrug are as
follows: "Novosti Yugry" (1931), "Surgutskaya tribuna", Surgut, and "Zhizn
Ugry" of the Beryezovsky District (1934), "Vestnik Priobia", Nyagan
(1939), "Mestnoe vremya" (1941), Nizhnevartovsk.
Several information agencies operate in
the Okrug. The largest are Okrug information agency "Ugra-Inform", IA "Interfax-Ugra"
(Khanty-Mansiysk), "SIA-PRESS" (Surgut).
Effective September 2000, Okrug TV and radio company
"Ugra" broadcasting on satellite channel over all Russian territory (19
hour per day). One of the main objectives of channel broadcasting is to
cover main public and political, social and economic, cultural events
which are interested for for residents of the Okrug. Total broadcasting
volume of TV company "Ugra" accounts for 6 935 hours per years. Programs
volume of in-home production and made by Okrug TV companies
amounts to 1770 hours. Art and documental films, cartoons and children's
programs comprise the rest volume of broadcasting on which 5165 hours
per year.
Annually journalists of the TV
channel "Ugra" are the candidates of the Governor's grants. Thus, in
2002 the Governor's grant was granted to the TV company "Ugra"
for the production of programs about the leading young people of the
Okrug - "Tvoi den". Over 10 programs were made by means of the grant,
but foremost new format, in which new TV portraits were made, was
developed. The project "Tvoi den" on which journalists on the territory
of Ugra are working at present, will continue its broadcast life on the
channel "Ugra" in 2005.
The regional state TV & Radio
company "Yugoria" (branch establishment of the All-Russia state TV &
Radio company), possessing a developed system of reporters' stations,
has been operating for 15 years at the information environment of Ugra.
Its branches are placed in large towns and districts of the
Khanty-Mansiysk Autonomous Okrug. Therefore "Yugoria" has an opportunity
to cover operatively the most important events in the region in time.
The company stakes on operability. New technologies, Internet allows
journalists of "Yugoria" to broadcast from any place of the Okrug daily.
Information issues of the program "Vesti Yugorii" which are broadcasted
in 3 languages: Russian, Khanty and Mansi, are the basis of TV and radio
company.
Programs "Natsionalnaya idea", "Sibiri
lik", "Po sushchestvu", "Yugorskoe nasledie", others are well-known.
Effective June 2006 "Yugria" has
started to broadcast by satellite, it improved the picture quality and
enlarged viewers audience.
Among the regional electronic mass
media the TV company "SurgutInformTV", "Surgutinternovosti"
(Surgut), "Samotlor" and "Sfera" (Nizhnevartovsk), "Nord" (Yugorsk), "Infoservice"
(Kogalym) are the most famous. Approximately 70 TV, radio and TV&radio companies, covering all region, operate in
the Okrug.
The
most noticeable and important forum among the journalists of the
Autonomous Okrug is an annual festival of TV programs and films "Golden
tambourine" which has become international. It is a real open contest of
professional skills for many people, therefore TV journalists from
Russia, Byelorussia, Hungary, Baltic countries take part in the
festival.
Working
practice of Information Policy Department of the Autonomous Okrug is
based on the principles of partnership and cooperation. In 2007 the
events as follows were represented in mass media of the Autonomous
Okrug: Day of Slavonic written language and culture, International
ecologic action "To save and to keep", theatrical festival "Chaika",
international cinema festival "Spirit of fire", Biathlon Cup Final, etc.
