Strategic aims and objectives of the Okrug education system activity are defined by current federal and Okrug legislation, priorities of state educational policy, strategic aims of development of Russian Federation and Khanty-Mansiysk Autonomous Okrug.

Transformation of the Autonomous Okrug from the territory of temporary staying into the territory of permanent residence owing to quality and population’s life standards improvement is the main constituent of Ugra Government policy. In these conditions, education system is regarded as a resource of territory development, and Department’s mission covers arrangement of continuing education system which can form human resources of the Okrug, corresponding the aims of its social and economic development.

Defining educational policy, special attention is paid to arrangement of territorial system of education as a whole object of management starting from pre-school education to higher and postgraduate professional education.

Results in the sphere of Ugra education:

  • Conditions for school preparation and education are provided for 94% of children at the age of 5-6, over 8 thousand children are covered with subsidiary  variative pre-school education and treatment;

  • 100% schools and institutions of professional education have broadband Internet access, half of the Okrug schools have 512 Kbt/s Internet connection;

  • 70% of pupils study at modern schools with up-to-date equipment;

  • 97% of children children with disabilities study at the educational institutions (over 50% study at secondary educational institutions);

  • Distant Education Center on the basis of which 5, 10-11 grade children living in distant territories and children with disabilities are educated using distant technologies, operates in Ugra;

  • 45% of children with disabilities, tutored at home, are educated via distant technologies in 9 municipal entities of the Autonomous Okrug.

  • Every 5th pupil of secondary education school participate in different Olympiads, competitions, contests, regional and All-Russian conferences;

  • contests for teachers and pupils of the Autonomous Okrug are arranged: every 5th teacher and every 10th pupil at the age of 15-18 are provided with state support of different type;

  • different institutes with  public governance (governing and guardian councils) are opened in 91% of schools;

  • information transparency of education system: 85.4% of educational institutions have sited (conferences of public managers placed at the sites, distribution of public reports in the region, municipal entity and schools);

  • participation of publicity and independent exports in licensing, certification of educational institutions; public observers' functions widening while obtaining, receiving and processing  Common National Examination results;

  • new system of payment in 72% of educational institutions;

  • average salary of Ugra teachers equal 83.6% of the average salary of employees engaged in economic sphere activity;

  • transferring of educational institutions into independent non-commercial institutions (professional, subsidiary, pre-school education);

  • standard financing vehicle is used in educational institutions (94% of the total amount);

  • arrangement of 2-level training for specialists in the Okrug higher education institutions:  Bachelor's programs and MBA;

  • continuous professional education system development, new resource and branch centers foundation in Surgut, Khanty-Mansiysk, Sovetsky, Nyagan, Nizhnevartovsk.

73% of them are placed in the towns of the Okrug and only 26% - in the rural areas.

Institutions as follows are within the structure of Okrug educational institutions in the sector "Education":

  • 398 municipal pre-school institutions for children;
  • 1 departmental pre-school institution for children;
  • 383 secondary education schools including:
    44 primary school comprising 21 institutions for pre-school and elementary-school for children;
    - 13 general schools;
    - 282 secondary schools;
    - 19  correctional schools;
    - 1 sanitary institution for children who need sustained medication;
    - 1 educational institution for children having  deviant behavior;
    - 19  evening schools;
    - 6 non-public educational institutions
  • 7 orphan asylum;
  • 84 institutions of subsidiary education for children;
  • 6 primary vocational education institutions;
  • 17 secondary vocational education institutions;
  • 4 higher vocational education institutions;
  • 2 institutions of subsidiary vocational education (independent educational institution Vocational Education & Market Research Institute and independent educational institution Institute for Education Development);

Higher vocational education system is represented by five public higher education institutions in the Autonomous Okrug:

  1. Surgut State University;

  2. Surgut State Teachers' Training Institute;

  3. Nizhnevartovsky State Humanities University;

  4. Khanty-Mansiysk State Medical Institute;

  5. Ugra State University;

and three non-public higher education institutions:

  1. Academic Institute for Applied Energy;

  2. Surgut Global Economics and Business Institute "Planeta";

  3. 3. Western-Siberian Finance and Law Institute.

41 departments of higher education institutions operate on the territory of Ugra as well.

Vocational education system founded in Ugra, gives different opportunities to young people to continue education and obtain a profession. Balanced location of institutions for primary, secondary and higher vocational education on the Autonomous Okrug territory provides availability of educational services. 15% of youth aged 15-17, are covered with primary vocational education programs. 124 students of secondary vocational education and 343 students of higher vocational education fall at 10 000 population of the Autonomous Okrug.

74.3% of students study in higher educational institutions, 20% - at secondary vocational institutions and 5.7% - at primary vocational education institutions.

Students are enrolled at all higher educational institutions of the Khanty-Mansiysk Autonomous Okrug on the basis of Common National Examination results.

In 2007 an exhibition - forum "Ugra Education" which has become a traditional, was firstly held.

110 companies and educational institutions from 8 subjects of the Russian Federation participated in the third exhibition - forum "Ugra Education-2009" "Education: youth, prospects, achievements". Over 50 educational institutions from Ugra and other regions of the country displayed their expositions. Pre-school education centers, schools and gymnasiums of primary, secondary and higher vocational education, subsidiary education institutions represented their professional projects and achievements.

Companies operating in ICT sphere were widely represented at the exhibition. Guests and participants had an opportunity to observe and test mobile classes, viewing equipment, new developments of software.

The newest enrichment books and issues for all people were represented at the exhibition stands of leading Russian publishing houses.

Representatives from Moscow, Kazan, Yekaterinburg, Omsk, Ufa, municipal entities of Ugra were represented at the exhibition.

Information & communication technologies development in the sphere of Ugra education

It is a informatization of education that gives a pass to the world educational system in the contemporary world, allows to use educational resources, independent on the teachers and students'  place of residence. It is very important, taking into account geography of the Autonomous Okrug.

Informatization of education is a basis for dynamically developing education of Ugra.

Technologies are developing, IT sphere development dictate terms of equipment updating. Regular execution of the Okrug and municipal programs allowed to equip educational institutions with up-to-date hardware. At present 13 students of secondary education institutions, 7 students of primary education institutions, 7 students of secondary vocational education institutions, 5 students of higher education institutions fall at one computer.

Within the framework of informatization all schools are provided with Internet access.

Main objective of the education at present is to use new form of education - computer education. Main objective at this stage is to develop new technical and financial opportunities, new technologies, methodic, which provide every student with his own educational program. Work arrangement aimed to assist in ICT developing, new software for teachers, is carried out. On the basis of 22 methodical centers (22 municipal, 4 regional centers on the basis of higher education institutions, regional methodical center on the basis of Institute for Education Development) new programs for teachers' education are developed and implemented. Methodical centers' resources allow to participate in telecommunication projects, Olympiads and other events, held using Internet. Internet access to educational digital resources, distant education courses, network educational projects, is provided to participants of educational process. Regular consulting technical support is rendered to the teachers of the region.

Concept of Education informatization of the Khanty-Mansiysk Autonomous Okrug - Ugra is developed.

Project on distant education implementation is developed in the Okrug, Center of distant education is in the process of foundation. Within the framework of the project equipment as follows was purchased: equipment for distant education of disabled children, 59 sets of equipment for disabled children's distant education, 12 equipment sets for working places arrangement for  teaching employees.

Priority directions of education informatization are as follows:

- distant education system development based on the following principle: municipal model of subsidiary education, model for educational institutions, where pupils study on individual plans;

- wide spreading of electronic educational resources, developed in federal and regional projects; large scale implementation of electronic educational resources methods implementation;

- Internet resources potential usage to improve availability of qualitative education, subsidiary education development; network communications development for teachers' groups.

Within the framework of the program "Upgrading of computer equipment and software in educational institution" the projects as follows are executed:

- project "Formation of education system for general education schools of humanitarian and scientific specialty": digital labs for teaching on humanitarian and scientific specialty are purchased for 4 general educational institutions of the Autonomous Okrug;

- project "Conditions arrangement for innovative approach execution in teaching of pre-school children with disabilities in the conditions of integration owing to pre-school educational institutions provision with equipment for diagnostics, correction and rehabilitation": 3 educational institutions are equipped with diagnostic equipment, monitoring and diagnostic materials, verbotonal equipment for communicative rehabilitation and correction, equipment for touchsensitive rehabilitation and correction; equipment for corrective developing lessons on social rehabilitation of a child and his integration to the society.
