Unfortunately, high rate of social & economic development of the
Autonomous Okrug defines a hasty growth of social diseases
(addiction, alcoholism, AIDS) on its territory. It made different
departments to unite efforts for system creation of effective measures
on preventive measures of asocial facts.
In 1999 international scientific & practical conference on
children's rights protection, which was held in cooperation with the
law protection fund "Shans" (Yekaterinburg), was held in the Okrug for
the first time. The result of the conference was creation a juvenile
service in the town of Urai - free juridical consultation for
teenagers and youth. There is a public organization "Liga prava"
(Raduzhny). Holding of the youth section "State guarantees of underage
children and youth's rights in the Khanty-Mansiysk Autonomous
Okrug" in August 2000 in the frameworks of the international congress
"Human rights and education: global and regional problems and
prospects", organization of the interregional conference
"Juvenile technologies: regional practice and movement to the juvenile
justice in Russia" in November 2001, was the continuity of work on the
juvenile justice institution creation.
The system creation of social services for youth
For organization of social physiological assistance for teenagers
and youth:
- social & physiological services, centers,
- helplines,
- rehabilitation centers,
- local clubs,
- consulting services are organized.
Much attention is paid to the regional tutors, supervisors,
telephone consultants studying. In 2001 the regional public
organization "Ugra Department of Russian Association of Emergency
Psychological Helpline" was organized.
Center of social & physiological rehabilitation of children and
teenagers "Semitsvetie" (Kogalym), social & physiological service "Katarsis"
(Kogalym), municipal establishment :Rehabilitation center "Zazerkalie"
(Surgut) are engaged in work with children from the troubled families.
Local clubs are the alternative forms to distract children of
the street.
