At present Russia is at the important stage of its economic, political and social development. The transition period crisis is overcome, and the country starts to work in the regime of positive gains stabilization. Russian youth should become and is becoming the basic participant of this process. It is the most active part of civil society: young people adapt to the introduction of innovational projects and technologies in various spheres better, they are a concentration of essentially new knowledge and ideas, they are mobile and are full of forces for life construction. Russian youth is the main customer of the worthy future, the main strategic resource of our country.

All positive and negative phenomena accompanying converting processes in the youth surrounding on national basis, as a water drop, are reflected on the scale of the Khanty-Mansiysk Autonomous Okrug. Our region is distinguished by its "young" face in many aspects among the neighbors: actively developing industrial territory with rapid life, the average age of inhabitants is about 30 years.

The state youth policy is a component of the state policy in the sphere of social and economic, cultural and national development of the Khanty-Mansiysk Autonomous Okrug during 10 years, and represents a complete system of legal, organizational - administrative, financial and economic, scientific, information, personnel actions, directed on creation of necessary conditions for young citizens to choose their way of life.

Thus, on May 18, 1992, the Unit on Youth's Affairs of the Administration of the Khanty-Mansiysk Autonomous Okrug was organized. On February 22, 1993, by Decision of the Head of the Administration of the Khanty-Mansiysk Autonomous Okrug it was reorganized into the Youth’s Affairs Committee of the Khanty-Mansiysk Autonomous Okrug.

At the same time the bodies which work with youth are organizing on the territories of the Okrug.

In 1994 the first three-year program "Youth of the Khanty-Mansiysk Autonomous Okrug. 1994-1996" was developed. The main directions of the program are the youth's labor and employment, rendering of the social assistance and free time organization as well.

In this period the first public organizations were formed: the Okrug organization of the Okrug Organization of Afghanistan Veterans Alliance, Youth organization of Ob-Ugrian peoples, Union of Children and Youth' Associations, Amateur Tourism Federation. The Okrug Russian Defensive Sport Technical Organization is recreated as well.

The formation of strong policy and achievement of steady management needs efficient legal regulation, first of all, by means of legal acts. It was the Okrug law "On State Youth Policy in the Khanty-Mansiysk Autonomous Okrug", passed by the Okrug Duma on April 28, 1998.

On February 1, 2001 the Youth’s Affairs Committee was reorganized into the Youth Policy Committee by Decision of the Government of the Khanty-Mansiysk Autonomous Okrug, the structure of the Committee is deeply changing.

In accordance with the acting purpose-oriented program "Youth of Ugra" the priority directions of state youth support are regarded as follows: social and patriotic development of youth; business and labour activity of youth; healthy generation; youth policy management.

The system of measures and mechanisms on realization of the state youth's policy has been finally formed and described. At present the Youth's Policy Committee has clearly determined the strategic purposes for itself, for which solution the concrete activities will be directed, as well as the tactical measures for the achievement of the most important tasks.
