Svetlana Sleptsovafrom
Khanty-Mansiysk became an Olympic Champion in relay!
“I am so proud that I could
bring a gold medal to Khanty-Mansiysk as everyone had been waiting for
it and believed in me”, - she said just after the relay.
Governor of Ugra Alexander
Filipenko was one of the first who congratulated Svetlana upon the
victory: “I will not be mistaken to say that most of people of the
Khanty-Mansiysk Autonomous Okrug did not sleep that night and
believed in you and combined team of Russia. We were waiting for a
gold medal! Now Svetlana, you are a member of the UgraOlympic
champions family! We look forward to meeting you at home”.
Svetlana Sleptsova is 23 years
old, her native town is Khanty-Mansiysk, she is the World Champion in
relay (2009), bronze medal winner of the World Championships in mixed
relay (2008), winner of stages of the World Cup, repeated champion of
Russis. She participates in the Olympic Games for the first time.

Closing the meeting of the
Khanty-Mansiysk Autonomous Okrug Government, Governor of Ugra
Alexander Filipenko thanked everyone for fruitful activities, for
support he had felt for years of joint work: “We achieved good results
of the region’s development. President of the country highly assessed
it while our last meeting. We managed to do much and it made it
possible to survive in two great world economic crises, political
changes, other difficult periods of our country’s history and history
of Ugra. It is not just my merit but also of the regional government,
all people of Ugra. We set priorities correctly and achieved goals. I
am confident that Ugra has been, is and will be the key economic basis
of Russia”, - said Alexander Filipenko.

The economic development of Ugra
in 2009 was not gradual and was influenced by the world financial
crisis. Sharp worsening of foreign economic conditions, cessation of
the bank credit resulted in great reduction of investment activities,
stagnation of industry, unemployment growth. But the dynamics of basic
macroeconomic indicators proves the preservation of achieved results
and allows to assess the situation in the region as stable.
Director of the Economic Policy
Department LyubovSemeshko said about that at the meeting of the Okrug
Government today.
Based on the information of
Rosstat, the economic decline of the region in 2009 was less than it
had been expected and made 1,4 %, this indicator in the Russian
Federation is equal to 10,8 %. In 2009 the number of permanent
population grew by 1,1 %, natural increase of the population grew by
6,1 %, wood-working production output grew by 2,3 % in comparable
prices, production output and electric energy, gas and water
distribution by 5,7 %. Monthly nominal salary per employee has
increased and amounts to 38,2ths. rubles what is higher by 4,5 times
than the living standard. The average income per pensioner has
increased and amounts to 9864,9 rubles what exceeds the level of
living standard by 1,5 times.
Governor of Ugra Alexander
Filipenko emphasized that the government coped with the main task –
provision of stability in the region.
Governor said that about the
real salary decline in 2009 by 7-8 %.
In his opinion the territory is
ready for post-crisis period: “The year of 2010 and especially 2011
will be complicated in spite of the present relatively favorable
conjuncture of prices for our main product – oil. But we could
forecast the situation and formed the regional budget correctly what
allows us to look into the future optimistically”.
In Governor’s opinion we should
not forget about measures to be undertaken for more dynamic
modernization of real sector of economy, small and middle business:
“We should improve cooperation with transnational companies which work
in the region, should determine how to increase their contribution
into the development of the Autonomous Okrug. Maybe at the account of
taxes. The strategic program has been adopted already, it should be
implemented step by step what will make it possible not to reduce the
investment interest towards the northern territory”, - resumed
Alexander Filipenko.

Today, on February 24, Governor
of Ugra Alexander Filipenko chaired the Mayors meeting. The agenda
included the issues, connected with the implementation of the
municipal budgets in 2009 and co-financing of the construction of
municipal property facilities.Opening the meeting, Alexander Filipenko
assessed the situation with the Okrug budget and municipal budgets
implementation. Abnormal frosts in Ugra since last November influenced
the social and economic development of the region. “The beginning of
the year was difficult due to some objective reasons in our territory.
Severe frosts influenced the sustainable development of many
industries and first of all influenced oil-producing industry,
construction and wood logging industry. Oilmen are achieving the level
of hydrocarbons production and I hope the situation will become better
in logging as well in the near future”.
Governor informed Mayors about
the regional budget implementation. As for the beginning of February
the the budget grew by 6 billion rubles and over 9 billion rubles
were spent. The difference was compensated at the account of money,
remained in the budget last year (the balance amounted to 14 billion
rubles). “There are all pre-conditions to increase financial
resources”.
The topic of actual interest in
the near future is the election of mayors and deputies in some
municipalities. The head of the region said that the most important
task – the ability of local authorities “to convince people regardless
of the political situation as the local governments are aimed at
solving problems of concrete people”.
