The Okrug Governor’s press-service informs:

The 40-th meeting of the Ugra Duma was opened by Plenipotentiary representative of Russia’s President in the Urals Federal District Nikolai Vinnichenko: “On February 9, 2010 President of the Russian Federation Dmitri Medvedev submitted the candidacy of  Komarova Natalia Vladimirovna to be considered by deputies of the Ugra Duma and to   invest her   with  authorities of the Khanty-Mansiysk Autonomous Okrug-Ugra Governor in compliance with the law of the Russian Federation”.

He highly assessed the region’s development: “I suppose that I do not need to  talk  much what  the Khanty-Mansiysk Autonomous Okrug means for our country and the whole world economy. Contemporary Ugra is a nationwide leader by oil production, volume of industrial output, ranks second  in Russia as for gas extraction, investments,  revenues to the budget. What is more important is that the public stability, sustainable and dynamic social  and economic development have been preserved in this unique and strategically important region. On course, its Governor – Alexander Vasilievich Filipenko has led the region to this high level. He provided stability in difficult time, paid much attention to ordinary people’s life quality. His work has been highly assessed  by the leaders of the country, he will be awarded with the national award in the near future”.

Nikolai Vinnichenko highly assessed professionalism of Natalia Komarova: “Her life, great experience at high posts stand for her competence, will, ability to make decisions and to be not afraid of responsibility. All that is combined with sincerity, ability to listen to and hear people, to help them. It is important that she is possessed of great experience of working in the North, knows and understands needs and cares of people who create a greater part of Russia’s national wealth under complicated conditions. Therefore I do not doubt that great social and cultural achievements of Ugra, well-developed system of social guarantees will be preserved and strengthened. The mega-project “Ural Industrial – Ural Polar” will get an additional impulse and its implementation will make it possible to diversify the economy of Ugra, to use new sources of the region’s development, to strengthen economic security of the Autonomous Okrug”.

He also said about expediency of merging Ugra with other constituent entities of the RF: “I declare that the issue about the status of Ugra at present and in the future will not be  considered.  The Okrug will remain an independent constituent entity of the Russian Federation, its status is stable taking into account achievements to the social-economic development and its role in economy of Russia and suits the leaders of the country and people of the region. I am convinced that the new governor is the very person who will preserve all what has been achieved and will attach new dynamics to the Ugra development. I request you to support the position of President and to confirm Natalia Komarova in the post of Ugra Governor”.

All the deputies of the Okrug Duma voted for  investing Natalia Komarova  with authorities of the Khanty-Mansiysk Autonomous Okrug Governor.

At the special 40-th meeting of the Khanty-Mansiysk Autonomous Okrug-Ugra Duma Governor, Chairman of the Government Alexander Filipenko made a speech.

He expressed hope that he would have an opportunity to thank Ugra people for joint work. Speaking about the President’s decision to submit to the Duma the candidacy of Natalia Komarova as new governor of the  Autonomous Okrug, he said that it was a correct, systematic decision, connected with  staff renewal and rotation. He said again that he had known Natalia Komarova for a long time. In his opinion, she was a correct person as she was a Northerner, and devoted herself to the main branch of the region – fuel and energy sector including oil complex.

“I am convinced that we will behave correctly if support the President’s proposal and continue constructive work together with Natalia Vladimirovna. We have much to do as always, enough problems. Much  has been done and  much should be done.  Let all dreams come true” .

In Governor’s opinion, the main thing was to continue the work, linked with the increase of people’s life quality, dynamics. He  asked the deputies to vote friendly about the candidacy, proposed by President. It would be the demonstration of common intentions to develop the region in a constructive and dynamic way.

Today at the the  special 40-th meeting of the Khanty-Mansiysk Autonomous Okrug-Ugra Duma it was adopted the candidacy for the post of the Khanty-Mansiysk Autonomous Okrug Governor Natalia Komarova, proposed by Russia’s President Dmitri Medvedev on February 08.

In her speech Natalia Komarova said that she had been asked many questions abut changes in priorities of Ugra development, about the projects, launched and being implemented in the region; “I suppose that all undertaken social obligations, all programs and all the best what has been done by the Governor of the Autonomous Okrug Alexander Filipenko and his team, should be preserved and further improved. The vector of the movement for the near 10 years is determined in the Concept of the region’s social and economic development till 2020. Many programs have been launched, Taking into account today’s needs in each municipality today, not tomorrow when children are grown up, they should be provided with opportunities  to attend kindergartens and go to schools. It is necessary to move people from old housing, to provide young families with housing. To solve problems, connected with the quality of drinking water, reliability of energy supply, development of infrastructure. To bring small and middle business to life, to provide NGO with tools for effective activities, to provide guarantees for indigenous peoples and to preserve unique nature. It is not a full range of issues people have”, - she emphasized.

After voting the future Governor thanked the Plenipotentiary representative of Russia’s President in the Urals Federal District Nikolai Vinnichenko and present Governor of the region Alexander Filipenko for kind word and high assessment, thanked deputies for trust: “Thank you for supporting the President of the Russian Federation. It is very important for me that you voted unanimously and in this case your belonging to different parties was not a determinant factor for you. I am confident that you as myself  want  to provide the development and well-being of the region. Our joint agenda – people’s agenda. We shall work for people’s benefit together”, - she  resumed.
