The Okrug Governor’s press-service informs:
Today
in the Okrug center Governor of Ugra Alexander Filipenko had a meeting
with Frode Mauring, UN Resident Coordinator/UNDP Resident
Representative.
Mr. Mauring visited Khanty-Mansiysk to learn about the
region, to establish cooperation with constituent entities of the
Russian Federation for the preparation of the national report about
human development.
Traditionally the head of the region told about Ugra,
about cooperation with international organizations in the sphere of
environment preservation, biological resources, Northern indigenous
people’s interest protection under the conditions of the North
industrial exploration.
Besides,
the interlocutors discussed problems, connected with environment and
climate change, education and science. “In the region one of the
issues of current interest is still environment as economy of Ugra is
mainly based on nature resources management. Our key goal is to change
Man’s attitude towards nature but not to change nature. In this regard
environmental education is important, understanding of importance of
careful attitude to environment. It is quite obvious that the wide
understanding of this problem will make it possible to solve all the
rest issues”, - emphasized Alexander Filipenko.
Frode Mauring made an accent on understanding of the
meeting participants on risks which threaten to Arctic regions in case
of global climate warming as he said that Northern regions are more
sensitive for climate warming.
Besides he said about the reasonable distribution of
the region’s revenues, got from minerals extraction, and spent for
human development. In his opinion Ugra is one of the best Russian
regions where such practice is applied. Telling about the preparation
of the National report for human development Mr. Mauring emphasized:
“In this concept the human development is not just economy of regions
but the environment, level of education, healthcare, sustainable
development are taken into account. In the future we expect to
cooperate with regional research and scientific institutes, all their
proposals will be included into the National report where the
information from over 20 constituent entities of the Russian
Federation will be represented”.

The Khanty-Mansiysk Autonomous Okrug will participate
in the contest for the right to host the All-Russia competitions
“Leader of the XXI century”.
The federal stage of the contest of youth organizations
leaders and directors of children’s and youth’s organizations will be
held approximately in November of 2010. The Association of children’s
and youth’s organizations is ready to be a federal operator on
organizing and holding “Leader of the XXI century” in Khanty-Mansiysk.
On September 14-17, 2009 in Pyt-Yakh it was held the
regional stage of the contest. The organizers are Committee for Youth
Policy of the Khanty-Mansiysk Autonomous Okrug and Association of
children’s and youth’s organizations. This event took place in the
frames of the Year of the Youth within the 15-th anniversary of the
Regional Association of children’s and youth’s organizations.
Participants took part in the route and diagnostic game
“Leaders’ marathon”, educational modules of the youth activists’
school “Impulse of Ugra”, in the fair of social projects, briefing
“Youth initiatives in the epoch of progressive ideas”, other events.
While summing up the results opinion of the Expert
council and results of on-line voting on the youth portal were taken
into account.
As a result the jury managed to determine the winner in
the nomination “Leader of children’s and youth organizations” – Yulia
Tarasova – leader of the young families club “Harmony” from the
settlement of Poikovski, Nefetyugsnk District. Besides the expert
council founded the extra nomination “For loyalty to traditions” and
the winner was Yulia Moiseeva – leader of the school children’s
association “Hand of friendship” (Langepas).

Yesterday in Yekaterinburg Governor of Ugra
Alexander Filipenko participated in the meeting of the “Bolshoi
Ural” Interregional association Council. While the meeting with the
participation of Plenipotentiary representative of the RF President in
the Urals Federal District Nikolai Vinnichenko, governors and
representatives of the Sverdlovsk, Chelyabinsk, Tyumen, Kurgan
Regions, Perm Krai, Udmurtia, Bashkortostan, there was a discussion
about the situation in economy, implementation of anti-crisis
measures, coordinated actions to overcome negative consequences of the
crisis.
In his speech Governor of Ugra emphasized that the
financial crisis had made serious corrections into the social and
economic development of the region. “But in spite of the reduction of
investments by 17 %, revenues reduction by half of the expected
scopes, expenses by 40 % this year all preferences were preserved in
the Autonomous Okrug and even new ones were introduced as state
guarantees, subsidies for production and etc.”
“This year 6 billion rubles were given as state
guarantees for loans and about 4 billion of this amount was received.
They have been spent to support construction sector and mortgage
programs. The financial support of the real sector of economy will
amount to over 28 billion rubles”, - emphasized Alexander Filipenko.
Based on the official data, the Khanty-Mansiysk Okrug is still one of
the most stable and competitive – basic regions of the Russian
Federation.
At the same time Governor expressed doubt – why do the
statistics bodies include the data of the social and economic
development of the Khanty-Mansiysk Okrug into the indicators of the
Tyumen Region? In his opinion it is incorrect in term of the
constituent entity of the Russian Federation. By the way, so the
Tyumen Region uses indicators of the Yamalo-Nenets Autonomous Okrug.
At the Council meeting it was made a decision about
Ugra and Yamal’s joining the Interregional association “Bolshoi Ural”
as equal-in-rights members. Before that both regions had an observer
status.

The Okrug Governor’s press-service informs:
Further prospects of the mega-project “Ural Industrial
– Ural Polar” were discussed today by Governor of Ugra Alexander
Filipenko and Director General of the Corporation
Oleg Demchenko.
The head of the Corporation informed Governor about the
work done and that the draft agreement with the JSC “Russian railways”
was almost ready. The possibility of the railway construction along
the eastern slope of the Urals is rather high.
Alexander Filipenko emphasized the importance of the
mega-project for economy of Ugra and for the whole industrial Middle
and South Ural. The corporation should speed up the practical
implementation of the project and for that to activate the work with
potential investors – industrial enterprises and relevant partners.
While the meeting it was discussed the necessity of
holding in Khanty-Mansiysk the special meeting , devoted to the
mega-project “Ural Industrial – Ural Polar” with the participation of
all relevant structures.
