The Okrug press-service informs:

Ugra scientists will have to create the mathematical theory, to develop algorithms and parallel programs for super-computers in the near 3 years.

The contest for the support of research schools of Russia is held by Federal Agency for Science and Innovations in the frames of the implementation of the federal target-oriented program “Research and scientific-pedagogical staff of innovational Russia” for 2009-2013. Scientists of the Ugra Research Institute of Information Technologies  got a 3 years’ grant for fundamental researches in the field of mathematical geophysics.

Director of the Ugra mathematicians – senior employee of the Ugra Research Institute of Information Technologies, Doctor of Physics and Mathematics Leonid Pestov – a famous expert in the sphere of inverse geophysical problems. In the future it  will be possible to make programs which will be able to make 3D imitation modeling of the seismic waves dissemination process. The mathematical modeling is necessary to solve the key goal of the project – creation of new mathematical methods of complex structure hydrocarbons fields search.

191 research schools of Russia in the sphere of natural sciences competed for the right to sigh the contract for research works. The winners are only 35 groups of Russian researchers.

The Okrug Governor’s press-service informs:

On Friday Governor of Ugra Alexander Filipenko chaired the first meeting of the Council for Information Community Development.

In Governor’s opinion the Council should become the key coordinating center in the process. All bodies including executive authorities, municipalities, business – should be involved into this work. Finally citizens should participate in the process as well. Information should be accessible and transparent.

In Governor’s opinion the obstacle on the way to building up the information community is the imperfect  legislation. Though this process in the Khanty-Mansiysk Autonomous Okrug this process is more active than in Russia in general. Various sites are created which contain information which is needed by the population.

Governor determined two strategically important goals and for their implementation efforts should be united. The global goal – social – payment card. The Autonomous Okrug was one of the first which applied this perspective idea in practice. The chief coordinator in Russia is Sberbank of the RF. It is necessary to coordinate in the shortest possible time all actions of all relevant structures with Sberbank for citizens not to face any problems while using the IT.

The second goal is to implement the project “E-Government”. In Governor’s opinion it is just time to start the practical implementation of the project. 

Governor raised another problem. “Today we teach schoolchildren at schools and students at higher educational institutions at computer classes and it is correct. But also we should teach 40-year-olds and people of the older generation how to use computers. They should be able to use IT to communicate with the authorities, communal sector, medical facilities, etc.”.

In Alexander Filipenko’s opinion the successful work on the development of the information community much depends on the coordination of the work of all authorities of the Government. The role of the Council is of priority.

The Council members while the meeting discussed the work plan, members of the expert-consultative and intergovernmental working groups, plan of the implementation of the Strategy of the information community development, draft target-oriented program “E-Ugra”.
