The Okrug press-service informs:
In the finale of the XIII International Festival of TV
programs and TV films “Golden Drum” Ugra will be represented by two
films “A postcard from Russia. Berezovo and Berezov District” by Vitor
Jouravlev (Khanty-Mansiysk) and “Sfortsando” by Irina Golovanova (Urai)
who participate in the nominations “Ethnography and Travels” and “TV
portrait”.
“A postcard from Russia” is a TV tour to the region
which has been closely connected with the history of the Russian State
for over 400 years but due to its remoteness it is not known by most
of the Russians. Historic zigzags is the proof of the reversals of
fortune Berezovo had experienced for more than 4 centuries. It was a
fortress and prison, a provincial town and village. It is an island of
traditional culture of Khanty and Mansi peoples and Komi and Zyryan
people, the region of great projects and prospects.
“Sfortsando” is a sudden accent on separate sounds or
accords. So life points out talent, love, wisdom and voice of human
soul. Sfortsando of theatrical mastery, professor of Yekaterinburg
State Theatre Institute Vyacheslav Anisimov becomes a tuning fork of
each deed of all his students.
Today at 6.30 at the Center of Arts there will be held
a closing ceremony of the XIII International Festival of TV programs
and TV films “Golden Drum”. While a day there will be held contest
demonstrations of programs, presentation of projects, creative meeting
with Professor of Sorbonna Elen Mela (France).

Russian sportsmen got the first place at the XXI Summer
Deaf Olympic Games in Taiwan.
On September 15 in Taibei (Taiwan) there was held the
official closing ceremony of the Deaf Olympic Games. The combined
team of Russia won 97 medals (29 gold medals, 40 silver and 28 bronze
medals). The Ukraine won 66 medals and Chinese Peoples’ Republic (38
medals).
This kind of the Games is the oldest sports competition
among deaf sportsmen and has been held since 1924. Representatives of
85 countries of the world participated in the XXI Summer Deaf Olympic
Games. Ugra athletes participated for the first time.
Aming the winners are sportsmen from the Okrug Disable
Peoples’ Sport Center – Maxim Bgan (Surgut) who won a silver medal in
the hammer throw, Vladimir Shmygin who together with the volleyball
combined team won a gold medal.
The other two sportsmen of Ugra could not be among the
top three leaders at this Olympic Games. Yulia Lyubchik was the fourth
in the hammer throw, Ali Ametov while the finale of pole vault got a
thigh injury and could not continue his participation in the
competitions.
“The Deaf Olympic Games have the same high status as
the Olympic Games and Paralympic Games”, - emphasized Eduard Isakov,
Director of the Okrug Disable Peoples’ Sport Center. “Therefore medals
of Ugra athletes are the highest achievement of sportsmen and their
coaches and a great contribution into the sports of Ugra”.

On September 17-19 the Commission of the Russian
Federation for UNESCO will hold the International Congress of UNESCO
Chairs on Education for Sustainable Development in Khanty-Mansiysk.
The key goal of the Congress is to determine necessary
pre-conditions and conditions of multilateral education in the world
for sustainable development. One of the topics of the discussion will
be reasons of social crisis. The attention will also be paid to key
issues as policy and social partnership in education, role of mass
media, libraries in the population’s education, assessment of the
management efficiency, coordination of education development in the
world, determination of expediency in creation of interregional
networks in various aspects of education for sustainable development.

Commission for UNESCO Grigori Ordzhonikidze, Director of UNESCO Office
in Moscow Dendev Badarch, Governor of Ugra Alexander Filipenko, Dean
of the Geographic Faculty, Moscow State University Nikolai Kasimov,
Rector of the Russian Academy of the Public Administration at the
Russian Federation President Vladimir Egorov. The participation of
about 80 people are expected – representatives of Russia, Spain,
Brazil, Kuwait, Pakistan and other states.

Today in Khanty-Mansiysk Governor of Ugra Alexander
Filipenko held a working meeting with representatives of the
investment bank “Troyka Dialogue”.
There was discussed an opportunity of attracting extra
ruble funded loans to the budget of the Autonomous Okrug to pay off
the deficit.
The Managing Director of the company Pavel Sokolov told
about various options of their optimization, made taking into account
the economic aspect and financial needs of the Autonomous Okrug
including conclusion of agreements of currency and oil swaps to
observe the balance between the currency component of the Okrug budget
revenues and the debt and also to minimize interest payments with the
negative situation in oil market.
Alexander Filipenko said that these proposals were of
current interest in the present situation: “We have difficulties but
they temporal and local. I am confident that we shall finish this year
better by economic indicators than we expected”.
The head of the region said it was necessary to
continue the work on the creation of the venture capital fund in the
region for the implementation of large-scale projects.
“Troyka Dialogue” is one of the biggest independent
investment companies in Russia. The basic spheres of its activities –
transactions for consolidation and merger for Russian and
international companies, private and public offering of securities,
management of assets, attraction of investments for Russian companies,
organizing and underwriting of debt securities issues.
