The Okrug Governor’s press-service informs:

The Khanty-Mansiysk Autonomous Okrug is among Russian regions - leaders by financial and economic indicators for 2008.

In accordance with the research data regarding the solvency of the RF constituent entities, made by the Rating Agency AK&M with the support of Russia’s Council of Federation, Ugra ranks the second  after Moscow by integrated level in terms of solvency, based on financial and economic indicators  total. The third is the Tyumen Region and the 4-th - Yamal, the 50-th - Saint Petersburg. Based on the results of 2007, Ugra was the third in this rating.

While making the research, the authors used official data of the RF Ministry of Finances and Rosstat.

Based on the information of the Regional Center of Investments, among financial criteria to assess regions, the most significant which determines the debt load on the budget and solvency of the region, is the ration of the national debt amount to the amount of the budget revenues without gratuitous payments. This indicator in Ugra is 2,77 % what is by ten times less than in Russia on average.

In 2008 the amount of the Autonomous Okrug budget revenues without gratuitous payments amounted to 133,9 billion rubles (the third in Russia) and exceeded the average indicator over Russia (49 billion rubles) by twice. Taking into account the limits, established by the Budget Code, decrees of the Okrug Government Ugra can afford the debt in the amount of 40 billion rubles maximum (30 % of its won revenues).

Another important indicator is ratio of the budget deficit to its revenues. The amount of the Okrug budget deficit in 2008 made 2,12 % of its revenues.

The industrial output characterizes the economic development of constituent entities. In 2008 it amounted 1,4 million rubles in Ugra (the second result after Yamal, Tymen Region - the third), 221 ths. rubles in Russia on average.

The indebtedness in tax payments is 0,93 % what is the best result among constituent entities of the RF, based on the data of the AK & M Agency.

Income per capita in the Okrug amounted to 33,7 ths. rubles. The average indicator in Russia - 13,3 ths. rubles.  Only people of Moscow and Yamal have higher income.

The scope of investments into fixed capital per capita in Ugra exceeded 315 ths. rubles what is by almost 5 times more than in Russia on average (66,39 ths. rubles). Investments amounted to 477,7 billion rubles in 2008 (the second after Moscow).

The research says that it proves the favorable investment climate of the Khanty-Mansiysk Autonomous Okrug, investment activity of organizations and people, and also about stable high economic development of the region.

Co-Chair of the Northern Forum, Premier of Yukon Territory Dennis Fentie thanked Governor of Ugra Alexander Filipenko for excellent implementation of duties as Northern Forum Chair (2005-2009).

"I am confident that all the regions highly assessed your leadership and loyalty to the organization", - emphasized in the letter Dennis Fentie.

He expressed gratitude  to the head of the region for the contribution into the development of the association and said about the great activities of the regional government while organizing the Youth EcoForum in 2006 and also attention, paid to issues of social policy and healthcare.
