The Okrug Governor’s press-service informs:
Yesterday in Moscow Governor of Ugra Alexander
Filipenko held a working meeting with President, Chair of the JSC
Fortum Directors’ Board Tapio Kuula and Director General of the JSC
Alexander Chuvaev who has been recently appointed in this position.
The First Deputy Chairman of the Autonomous Okrug Government
Vyacheslav Novitski participated in the meeting.
Directors of the JSC informed the head of the region
about the process of construction of the GRES (electric power station)
in Nyagan. The delivery of technological equipment for stations is
contracted by 80 %. Agreements are concluded for construction and
installation works with general contractor – firm “E-4”. They
confirmed the timeliness of outing into operation 1,2 and 3 blocks of
the electric power station in 2011, 2012 an 2015.
The Nyagan GRES is included into the mega-project “Ural
Industrial – Ural Polar” and should be a supporting station while
exploration of natural resources on the eastern slopes of the
Pre-polar Urals.

The
UN delegation continues its acquaintance with the lifestyle of the
Northerners in Beloyarski.
UN
Special Rapporteur on the
Situation of Human Rights and Fundamental Freedoms of Indigenous
Peoples James Anaya
started his acquaintance with indigenous peoples of the
Khanty-Mansiysk Autonomous Okrug from his visit to the facilities in
Beloyarski – center of national culture, children’s art palace, center
of child’s development, sports center and Cathedral of Serafim
Sarovski.
Mr. Anaya is interested in the efficiency of the
support for unique historic heritage from the government, practical
application and observance of laws, devoted to various issues of
aboriginals’ life – about the territory, language, sacred places,
traditional crafts, mass media and also agreements with oil-producing
companies (there are over 60 of them in Ugra).
“My mission is to help in solving problems, faced by
small peoples”, - said in his interview Mr.Anaya. “With gratitude I
took an opportunity to get acquainted with life and culture of the
Northern indigenous peoples”.
Mr.
Anaya visited Siberia 15 years ago. In his opinion, great changes took
place and he would like to analyze them in detail. He was sincerely
surprised that it is warm in Far North directly and indirectly.

Today the guests will visit the tribal lands of Sergei
Randymov’s family to get acquainted with life of a Khanty family, will
visit the national village Kazym and one of oil fields.
The UN independent expert has come to Russia for the
first time to monitor the observance of indigenous peoples’ rights.
Mr.Anaya plans to make a report to solve problems, found out while his
trip, and for positive experience exchange. Today in the Russian
Federation there are about 40 officially-recognized indigenous peoples
totally ¼ million people (approximately 2 % of the total population).
They live mainly in Far North, Siberia and Far East.

On Wednesday on October 7 Governor of Ugra Alexander
Filipenko had a meeting with Vice Prime Minister of the RF Government
Alexander Zhukov. They spoke about the implementation of the plan of
events for the preparation and holding the World Chess Olympiad in
Khanty-Mansiysk in 2010. Alexander Zhukov heads the Russian Organizing
Committee of this event.
The head of the region informed that all the planned
events were fully implemented acco0rding to the schedule. The
Government refused from many ideas because of the world financial and
economic crisis but Governor of Ugra is confident that all the best
would be done jointly by the federal center and Autonomous Okrug to
hold the most remarkable and prestigious event of chess-players of
different countries – World Chess Olympiad – on a high level.
Alexander Filipenko said that the general rehearsal for
Khanty-Mansiysk would be the World Chess Cup Final in
November-December in Khanty-Mansiysk. Organizers are ready for that.
By the way, the FIDE special commission confirmed that who has
recently visited the town and inspected the process of the preparation
for these competitions.

Yesterday Governor had a meeting with director of the
State Corporation “Rosnanotech” Anatoli Chubais in the frames of the
II International Nano-Technologies Forum.
They discussed issues of further cooperation between
the State Corporation and enterprises, research centers, higher
educational institutions of the Autonomous Okrug. They continued the
discussion of the issue about the participation of the Corporation in
the project, connected with polar quartz processing. It has been
carried out in Ugra on eastern slopes of the Pre-Polar Urals for
several years the industrial development of fields of this mineral –
which is necessary for the development of nano-technologies in
microelectronics. JSC “Polar quartz” built a processing enterprise in
Nyagan and launched the production output.
At the end of the meeting Alexander Filipenko and
Anatoli Chubais gave tasks to their deputies to activate the work on
the preparation of the agreement on cooperation between the Autonomous
Okrug Government and State Corporation “Rosnanotekh”.
