The XIV Regional conference of young researchers of social and research programs for the youth and schoolchildren “Step into the Future” starts today in Surgut.

Based on the information of the organizers – department of education and science of the Autonomous Okrug, the event is traditionally held to organize researches, to create conditions for the development of students’ creative and professional abilities and skills, interest for research activities, and also to support gifted children and professional orientation of the youth.

120 senior schoolchildren, winners of the municipal stage of the contest participate in the conference, and 10 workshops. Linguistics, culture history, painting, architecture, design, mathematics, physics and knowledge of the world are the most popular.

The winners and prize-winners of the regional stage will represent Ugra at the All-Russia conference “Step into the Future”.

Today in Khanty-Mansiysk it was opened the III congress of Ugra entrepreneurs to sum up  the results of this year and  to form the program of small and middle business development till 2015.

Governor Alexander Filipenko made a detail analysis of the general economic situation in Ugra. He said that the regional gross product in 2009 would be less than it had been planned but  nevertheless would  exceed 1 trillion 700 billion rubles. The industrial output of the Autonomous Okrug where the population is 1 % of the country’s population, will make 10 % of   Russia wide. The generation of electric energy is growing. Investments to the fixed capital  will exceed 450 billion rubles by the end of the year – Ugra still is the third after Moscow and St.Petersburg. Anti-crisis measures of the federal and regional governments, agreed actions of the public authorities of all levels made it possible to fulfill all the undertaken social obligations and to preserve the level of the population’s revenues and average salary, to increase the turnover of retail commerce. Various forms of the state support amounted to 28 billion rubles including 20 billion rubles – tax preferences.

Financing of small and middle entrepreneurship by 25,5 % resulted in creation of new working places at the account of the regional program of small and middle business development (in 2009 by twice in comparison with 2008). Today 110 ths. people are employed there. 46 ths. – individual entrepreneurs. Small and middle business  help to diversify the economy of the Okrug and to provide its social stability.

Government of Ugra and Duma fulfilled main decisions of the II Entrepreneurs’ Congress. It was adopted the Law on development of small and middle business in the Okrug. Amendments were incorporated into the relevant Program. It was created the Expert-Consultative Council. The Autonomous Okrug actively participates in federal contests to attract money  of the federal budget to implement  the Program. Total resources of this sector of economy increased in comparison with the pre-crisis period and amounted to about 1 billion 600 million rubles.

Alexander Filipenko said that the Program of small and middle entrepreneurship development did not include priorities of support for concrete economic branches. In the total turnover of small and micro-companies the quota of agriculture and timber industry, communications and healthcare is over 1 % and commercial enterprises – almost 47,5 %.

Governor devoted time to the report about the implementation  of legislative initiatives – development of independent oil companies,  some defects in new federal acts which infringe upon interests of small and middle business.

He emphasized the necessity of detail analysis whether preferences, provided to entrepreneurs, are necessary and effective and  useful for  people and community.

Deputy Chairman of the Government for investments and innovations Kirill Morozov devoted his report to the analysis and determination of perspective trends of the state support and development of small and middle entrepreneurship.  85 applications from representatives of small and middle business were submitted to the Expert-Consultative Council. Positive decisions were made by these applications. Most of applications came from Khanty-Mansiysk, Pyt-Yakh, Pokachi, Nizhnevartovsk and Berezov Districts.
