The Supervisory Board pf the State Corporation
ROSNANO made a decision to participate in the implementation of the
Ugra Government project, launched in 2003, for exploration of quartz
resources of the Pre-Polar Urals, their processing and deliveries of
high-purity production to enterprises of Russia and foreign countries.
Deputy Chairman of Ugra Government for investments
and innovations Kirill Morozov said that while half a year experts of
the ROSNANO made different technical and economic expertise s, held
jointly with regional government two coordination councils and Board
of the State Corporation. The decision was made - to participate in
the quartz project - 1 billion 290 million rubles.
"For us it is a proof that the direction, chosen
for the diversification of Ugra economy - development of the Pre-Polar
Urals based on the project, aimed at producing high-purity quartz
concentrate, got support of the State Corporation "Rosnanotecnologies",
- said Kirill Morozov. "There has been signed and agreement about
basic conditions of joint activities between Ugra Government, JSC "Polar
Quatrz", State Corporation "Rosnanotecnologies" and JSC "Ural
Industrial - Ural Polar". In accordance with that in 2010 we shall
make a payment of equity issue of the "Polar Quartz". The construction
of a plant in Nyagan will be continued. In accordance with the
business-plan in 2016 we shall achieve the scope of production - over
10 ths. tons and will get revenues in the amount of about 2 billion
rubles. As the project is a part of the mining cluster according to
the regional Strategy of Development - 2020, the enterprise for
preliminary preparation and processing of natural quartz was created
in Ust-Puiv, Pre-Polar Urals. Our production is export-oriented by
80-90 %".
The total cost of the works to accomplish the
construction of the first turn of the complex on high-purity quartz
concentrate production with the designed capacity 7,5 ths. tons in
2013 will amount to 3 billion 965, 4 million rubles. To launch the
second turn with the designed capacity of 10 ths. tons is expected to
take place by the beginning of 2015.
The technology of high-purity quartz upgrading was
developed in the USA at laboratories Quartz Technology Inc. (New-Jersey)
and MRL of the North Carolina State University and then in Germany by
the firm Dorfner Anzaplan. These researches resulted in the
technological scheme of getting the concentrate from the Pre-Polar
Urals quartz in accordance with standards IOTA Standard and IOTA-4.
Russian enterprises JSC "Priroda" and "Aplied Chemistry", Laboratory
K-2 and others participated in the development of the technology.
At present the JSC "Polar Quartz" attracting
services of other organizations delivers production to JSC "Yuzhnouralski
zavod "Crystal", 200 tons of high-upgraded concentrate to produce
elements for solar batteries were purchased by Italian consumers.
There have been concluded contracts with the companies Hereus (Germany)
and Tatsumori (Japan) and some Russian enterprises.

Yesterday, on December 23, Governor of Ugra
Alexander Filipenko participated in the joint meeting of the RF State
Council and Council at the RF President for development of information
society. The meeting was chaired by President of the Russian
Federation Dmitri Medvedev.
There were considered issues, connected with the
implementation of the project "E-Government" and priorities of
information society development in our country in 2010-2011.
The head of the country put an ambitious goal: by
2015 it is necessary to transfer all services into e-services. In his
opinion "it is a strategic direction of the society’s development".
To achieve this goal it is necessary to concentrate
efforts on development of united approached and standards in rendering
e-services, improvement of the legislation, overcoming inequality of
regions in the sphere of information technologies and deficit of
qualified users in the system of governance.
President emphasized that much depended on the will
of regional governments: "Where the regional government is interested
in doing something, there are changes. Wher the regional government
thinks that life is difficult and no time for e-government - there no
progress".
"I fully agree with President of the country. The
governments are obliged to create all conditions to provide people
with the opportunity to fulfill their civil rights. Shorter terms for
providing services is very important for each person and it is
possible using new solutions, automating processes and providing
effective interdepartmental interaction. We are obliged to change
ourselves, to modernize technologies in the shortest possible time,
and first of all - in spheres which directly concern the population".
IT have been used in the sphere of governance for
over 15 years. This work was honored many times on different levels.
Ugra today is among the most advanced Russian regions in this sphere.
