The Okrug Governor’s press-service informs:

The International rating agency Moody’s Investors Service on December 15 for the first time assigned to the Khanty-Mansiysk Autonomous Okrug credit ratings in local and foreign currency BaaÇ by global scale, forecast "stable". The rating agency Moody’s Interfax assigned the rating Aaa.ru in national scale.

The agency highly assessed the credit quality of Ugra and acknowledged the region as one of the leaders among constituent entities of the Russian Federation (as Moscow and St.Petersburg (their ratings - Baa1 and Baa2).

Commenting on this message from Moscow, Deputy Chairman of the Ugra Government for investments and innovations Kirill Morozov said that the world leaders of assigning the ratings are three top international agencies: Standard&Poor’s (USA), Moody’s Investors Service and Fitch Ratings (Great Britain).

From the Standard&Poor’s agency the Okrug has high international credit rating BBB- and national credit rating ruAAA.

"The ratings, assigned to the region by Agency Moody’s say about sustainability of budget revenues of the region which is one of the most important oil-producing regions of the country and possession of huge reserves of hydrocarbons creates a good basis for long-term sustainable development of the Okrug", - said Vice President and Senior Analyst of Moody’s in East Europe Alexander Proklov. "The Autonomous Okrug is among wealthiest regions of the country by budget revenues per capita". The region proved its ability to cope with difficulties, connected with the dependence of the basic oil industry upon prices for oil after reducing current expenses and capital expenses and balancing other budget items.

Deputy Chairman of the Government for education, science and external relations Alexei Mayorov had a meeting with the Alberta delegation.

The participants of the meeting discussed avenues of cooperation between Ugra and  Mackenzie District. The territories have much similarity in climatic conditions, nature resources, residence in remote localities of indigenous peoples.

While three days of their stay in Khanty-Mansiysk the guests got acquainted with the activities of  Shpilman’s  Analytical Research Center of Rational Subsurface Management, Ugra Research Institute of Information Technologies, had meetings with directors of the regional departments.

Chair of the Mackenzie Municipal Council Greg Newman said that the visit was interesting and productive: "The key goal of our visit was to study work of the Ugra Research Institute of Information Technologies and consider an opportunity of creation of such a Center  in Canada to promote to stable economic development of the territory".

Close acquaintance with staff potential and large scale of projects proved that in the Alberta province there is no opportunity to create a copy of the Institute in Alberta. "But some ideas and projects will be borrowed and will be implemented in Mackenzie District". - emphasized Greg Newman.

In the Canadian delegation’s opinion, in Ugra there are wonderful opportunities for agriculture development. "We have great experience  and own technologies to have good harvests of crops in wetlands and process wheat, rye, canola. If in your region potatoes grow, plant cultivation can bring profit to the region. Moreover, it is a  renewable source of revenues unlike hydrocarbons", - emphasized Greg Newman.

"Development of international relations in Ugra was based on borrowing ideas of other regions, adaptation of their projects to our territory. Today in education and science we have made progress. People come to us to study innovations of Ugra researchers. We have achieved a new level of international relations. The visit of our colleagues from Alberta proves that", - said Alexei Mayorov.
