The Okrug Governor’s press-service informs:

For several years already Ugra has been the leader by the government information transparency index among regions of Russia.

The region has success in the implementation of the projects "E-Russia", "E-Citizen". ICT make the life easier, change production, engineering, speed up all the processes.

Next year in the region there will be applied the automated info system of the region’s management to make the decisions transparent and quick, to increase responsibility and discipline.

One of the tools to provide rights of citizens for governmental services is the project "Social and payment card of Ugra". "It is a part of the complex system of rendering services, Having studied the experience of some regions, foreign experience, we made the Concept of the creation of the Regional system of centers to provide governmental and municipal services. In 2010 this project should be launched", - emphasized the head of the region.

The Okrug Governor’s press-service informs:

The tax passport will become a working document to assess the potential of the tax base of Ugra and improvement of the revenues forecast model.

Governor of Ugra Alexander Filipenko said about that in his Address to the Duma and people of the region. In his opinion all the mechanisms should optimized in the tax policy - from decision making about taxes or tax preferences to methods of their achievement and application.

The world practice of revenues and expenses decentralization, stability of tax revenues in local budgets is fully observed in the region. Almost 40 billion rubles from the regional budget in 2009 were  transferred to the municipalities  via created foundations.

In Governor’s opinion, it is time for a new approach for granting tax preferences. "We need the. First of all for the development and modernization of production, creation of jobs, attracting investors, application of innovational technologies, increase of entrepreneur activities. Preferences and tax vacations can be granted to organizations while their initial stage of business making. It will be effective to encourage the creation of new facilities", - emphasized Governor.

"In each populated locality of Ugra there should be a network of small tourist centers for the population  which will be then in great demand of tourists", - emphasized Governor of the Autonomous Okrug Alexander Filipenko in his Address to the Duma and people of the region.

Tourism today  experiences  difficult time but it is necessary to continue the formation of the legislature, work with staff and promotion of tourism potential. Tax preferences will promote to tourism development.

"Local authorities should participate more actively in the formation of this sphere as the legislature makes it possible", - said Governor.
