The Okrug Governor’s press-service informs:

Governor of Ugra Alexander Filipenko  made an Annual Address to the Duma and all people of the Autonomous Okrug.

It is said in the Address that Ugra successfully coped with the crisis and is still the leader by many economic indicators, has high integral investment rating. Under complicated conditions the Regional Government undertook the measures which made it possible to implement obligations and to support real sector of economy having created additionally 40 ths. permanent and temporal jobs.

The head of the region paid much attention to people. The best proof of the Okrug Government   correct policy was population natural increase - in 2009 it is about 14 ths. people what is higher by 7 % than in 2008.

The modern infrastructure, created in the region,  much helped to preserve stability. Healthcare, education, culture, sport, tourism, combined with the strong social policy, housing construction made the severe region attractive for life, business and leisure. The growth of the construction of individual housing construction - by ¼ more than in 2008.  Till the end of the year The Government will adopt the program of encouraging private companies and in three years 300 ths. sq. m of housing will be put into operation per year - by twice more than now.

Alexander Filipenko said that the national support of companies, citizens, level of the population’s revenues, housing construction scope and finally - providing the social comfort and confidence  amounted to almost 28 billion rubles.

To achieve these targets much attention will be paid to human potential development. As reaction to the initiatives of Russia’s President in the sphere of education the Ugra Government will implement the program "New school of Ugra" taking into account ethno-national peculiarities, geographic conditions, accumulated innovational experience.

Governor made several new initiatives and proposals, so turning higher educational institutions into a basic component of the innovational system of the Autonomous Okrug, creation of big educational and research centers. To form a double system of measures and mechanisms in the sphere of real economy to achieve basic indicators of oil production as minimum. In his Address Governor also said about diversification and saving, development of resources potential of the Pre-Polar Urals, attraction of new investments to the region.

He said that the Okrug needs socially effective economy - able to provide profound modernization and progress of the community: "It should be the economy - dynamic and able for self-development, able to involve all the society, able to provide effective use of all the resources, implementation of intellectual potential of each person via  demand  in science, education, productive forces".

At the end of the speech Alexander Filipenko addressed to people of the Autonomous Okrug: "We have all opportunities to become the leader of innovational processes in the country. We should use them maximally".
