Governor’s press-service informs:
Revenues of
the regional budget for 9 months amounted to over 80 billion rubles
(103,3% to the accurate plan of 9 months), expenses amounted to 67
billion rubles what makes 91,4%. The net surplus amounted to 13,8
billion rubles. Such parameters of the key financial were reported and
approved today at the Government meeting.
Director of
the Department Nadezhda Boiko said that the base of the budget
revenues’ part formation is still taxes - 90 %. The profit tax, income
tax and property tax still influence greatly the implementation of tax
revenues. Non-tax payments amounted to 1,4 billion rubles.
Budget money
was spent for the implementation of the regional target-oriented
programs (almost 10 billion rubles), priority national projects (about
5 billion rubles), solving national issues, law enforcement
activities, housing and communal sector, environment protection,
education, healthcare and sport, social policy. Director of the
Department in detail told about peculiarities of the budget expenses
implementation for 9 months.
Governor of
Ugra Alexander Filipenko said that instability on the world financial
market and rapidly changing conjuncture of prices for hydrocarbons did
not allow to fulfill plans about revenues to the budget in November.
He also said about the main goal for the future - to return to the
level of program-oriented planning, achieved in pre-crisis period.

Several
problems concerning the sphere of healthcare were considered to day
at the meeting of the Ugra Government.
It was made a
decision to expand the list of institutions which provide the
population with making and repair of teeth prosthesis. In accordance
with the regional legislation prior these services could be rendered
only by municipal dentists’ polyclinics and they did embrace all the
population. Now free orthopedic treatment can be provided as a social
benefit at medical institutions of other forms of property.
Members of the
Ugra Government approved the territorial program of state guarantees
of providing citizens with free medical aid in 2010. The document is
aimed at decreasing diseases rate, early mortality, preservation of
reproductive health of the population, expanded preventive and
health-vigorous events, united economic policy in the sphere of
healthcare. The program determines a list of diseases, kinds,
conditions of medical services providing and financing. The program is
financed from the budget of the Autonomous Okrug and system of the
compulsory medical insurance in the amount of 31 billion 475 million
rubles. Expenses for healthcare per each inhabitant of Ugra will
amount to 20399 rubles what is higher that the federal norm (15266
rubles) by 1,3 times.
