The Okrug Governor’s press-service informs:

Today  Governor of Ugra Alexander Filipenko and President – Director General of the Paris company of urban heating, branch of the GDF-SUEZ Group signed the agreement on cooperation in the sphere of the Autonomous Okrug housing and communal sector development.

Taking into account the experience of French partners, the head of the region said about special interest in the projects, connected with recycling and utilization of wastes: "As far as I know, you have experienced such kind of activities. We should calculate its economic efficiency and to add such item into the plan of joint activities". Besides, it was emphasized by representatives of the Okrug that it was necessary to improve communal sector not only in cities but in smaller municipalities of Ugra.

"We are ready to cooperate in various aspects concerning sustainable development of the region. Joint projects can be linked with various resources – water, wastes, heat – these are closely connected. The most attractive sphere for us is energy efficiency, the processes which make it possible to save energy. More gas you manage to preserve due to the use of other fuel resources, more efficiency you get from its export. In our opinion, we have huge potential for long-term and fruitful cooperation  between the Autonomous Okrug and Paris company in this regard", - said the President of the Paris company at the meeting with journalists.

The next step after signing the bilateral document will be joint development of the business-plan to include specific projects to be implemented in the Khanty-Mansiysk Autonomous Okrug.

The Okrug Governor’s press-service informs:

On September 24 the International IT-Forum, devoted to the 15-th anniversary of the Constitution adoption and 60-th anniversary of the Human Rights Declaration, will be opened in Khanty-Mansiysk.

The Forum events will be held under the auspices of the international organizations – Commission of the Russian Federation for UNESCO, Northern Forum International Association, International Fund ECDL (European Computer Rights) and Optinski Forum. The partner is the Regional Public Center of Internet-Technologies.

The Forum is hosted by the Administration of the Governor and Government of the Khanty-Mansiysk Autonomous Okrug-Ugra, Committee for Information Resources, Khanty-Mansiysk Regional branch of the Russia’s Lawyers Association, Center of Monitoring and Strategic Expertises.

For four days of the Forum over 20 various events are expected to be held. The large scale events are the 7-th conference "IT and solutions for "E-Russia", 8-th exhibition "IT of the XXI century", Urals stage of the All-Russia Internet-marathon RIF-Ugra, meeting of the working group for the development of information community of the Russian Federation Public Chamber, I Congress of IT Directors of Ugra and the awarding ceremony of the contest winners among the municipalities in the sphere of ICT.

Three tele-bridges will be organized in the Forum frames: with the USA, St.Petersburg, Primorski Krai.

This year in Ugra for the first time on the initiative of the Committee for Information Resources jointly with Committee for Youth Policy and Department for Science and Education it was held the regional youth contest of IT-projects. The finale of this contest will be held in the Forum frames.

Everyone can attend the training course under the program "E-Citizen", participate in chess Internet-tournaments, quizzes and other events. In the Forum frames there will be organized 12 workshops to consider important issues of information community formation, creation of e-State, access to official information resources and etc. The Forum participants can exchange experience in the sphere of IT, application of IT-solutions, develop recommendations to improve the level of informatization of regions and Russia in general.

Natalia Maslova said that the opening ceremony of the Forum, plenary sessions of the conference, tele-bridges will be broadcast in the corporate network of the public authorities of the Khanty-Mansiysk Okrug for 1800 users.

Governor of Ugra Alexander Filipenko called today’s ceremony of signing the trilateral agreement between the European Bank of Reconstruction and Development, Government of Ugra and municipality "Pyt-Yakh" as a regular working meeting.

Director o the EBRD Business-Group Thomas Mayer said that in the implementation of the Memorandum o cooperation, signed in Khanty-Mansiysk last year, it was made a new step and that it was very important under the conditions of the world financial crisis. The EBRD  behaved as a reliable partner and "does not panic" what proves  Europeans’  confidence in its creditability and stability of the Autonomous Okrug development.

Pyt-Yakh became the fourth municipality of the Okrug to be cooperated by the EBRD to improve the level of communal services and quality of people’s life. From the total  sum to be spent for the modernization of housing and communal sector in the amount of 550 million rubles, the EBRD  gives 350 million rubles and 143 million rubles  are subsidies to be spent from the Okrug budget.

Commenting on this event, Alexander Filipenko said that enterprises of housing and communal sector of several more municipalities are ready for the conclusion of such agreements about reforming the most problem sphere of national economy . In his opinion, the processes of the implementation of the Ugra Government strategy in communal sector will be more dynamic. "Over 5 and quarter billion rubles should be spent by the EBRD for these purposes and 1,3 billion rubles of this amount have been spent in the Okrug", - announced the total amount f transactions while the first year of cooperation Alexander Filipenko. The Bank does not just render credit services for enterprises of housing and communal sector, but encourages their profitability turning the branch into effective participant of the civilized market. In this regard projects with the participation of EBRD are pilot ones.

Mr.Mayer thanked the regional authorities and Governor of the Autonomous Okrug for the support and expressed hope for the implementation of new projects. By the way, soon signing the agreements between EBRD and Nefteyugansk and UTEK company is expected. He said that successful experience of cooperation resulted in discussions of Europeans’ participation in crediting other branches of Ugra economy.
