On September 20 in Sochi Governor of Ugra Alexander Filipenko made a report at the conference "Investment projects – locomotives for the development of regional economies", held in the frames of the VII Investment Forum "Sochi-2008".

It was chaired by the Minister of the RF Regional Development Dmitri Kozak. One of the key topics of the conference was the public and private partnerships as a tool of the effective implementation of investment projects in Russia. Governor said that in Ugra the institute of public and private was formed with good tempos. But many issues remain unsolved on the federal level what slows down the development of such institutes.

Speaking about the implementation of the mega-project "Urals Industrial – Urals Polar" Alexander Filipenko emphasized that it was necessary to apply the formula of making decisions about such large-scale projects on the federal level.

Ugra plays an important role in social and economic development of the country. According to the results of 2007 the Gross Regional Product amounted to 1,8 trillion rubles and the investments into the fixed capital exceeded 380 billion rubles what made it possible for Ugra to rank the second  regarding the  investment attraction  of Russian regions   and share the second place with Saint Petersburg. Governor said that this year the investment would be attracted in the amount of 400  billion rubles (10 % plus). According to the experts’ opinion the investment capacity of the regional market is covered by 60-65 %. That’s why there is a list of priority investment projects and some of them are being implemented in the region.

Alexander Filipenko invited the participants of the discussion to attend the V International Investment Forum "Ugra-2008" to be held in Khanty-Mansiysk on October 15-17 and will be devoted to regional aspects of investment policy. Dmitri Kozak said that the Khanty-Mansiysk Forum had become famous and occupied its own place among international economic events and attracted representatives of Russian and foreign capital.

After the conference Alexander Filipenko and Deputy Chairman of Ugra Government for Investments and Innovations Kirill Morozov participated in the meeting of the Investment Commission where the issues were discussed about allocating finances for the implementation of  some projects and the technical passport of the mega-project "Ural Industrial – Ural Polar" was approved. "Today we passed a necessary stage to be prepared for solving the main problem – making a decision about allocating finances from the investment fund for construction works in the project frames. I am convinced that it will happen and such projects are important and necessary for Russia and regions and finances for these goals are foreseen in the investment fund", - said Alexander Filipenko.

On September 20 Governor of Ugra Alexander Filipenko had a meeting with the Director of the Corporation "Ural Industrial – Ural Polar" Oleg Demchenko.

Deputy Chairman of Ugra Government for Investments and Innovations Kirill Morozov participated in the meeting.

"We have discussed not just issues connected with the implementation of this project but about specific work, connected with companies of the  mining sector we create in our region and which can become joint projects of Ugra  Government and Corporation "Ural Industrial – Ural Polar", - said the head of the region after the meeting.

Alexander Filipenko emphasized that the preparations had been finished and the implementation of the mega-project would give over 60 ths. jobs to the economy of Russia and extra revenues in the amount  of 300 billion USD.

The number of places the participants of the XII International Festival of TV Programs and TV Films "Golden Drum" has been expanded this year. TV studios from Kaliningrad to the Japanese Islands submitted their works to the Festival. It was said by Governor of Ugra Alexander Filipenko at the opening ceremony of the Festival. In fact at the same time four other TV forums were started in Russia which coincide in topics, nominations and participants.

The had of the region made an accent on the assessments of the submitted works by the Expert Council members. They speak about quality of programs and documentaries in serious contest nominations. The festival is rather difficult in organizing and summing up the results. It covers all  kinds and genres of TV journalism", - said Alexander Filipenko. "It provides everyone with an opportunity to find a nomination for his/her talent, work and assessment, trying to persuade everyone that his/her  film or program  should be discussed".

On September 21 the opening ceremony of the XII International Festival of TV Programs and TV Films "Golden Drum" was held.

The show was started with the vocal and dancing composition "Awakening of the Soul".

"This year over 300 participants from 11 countries take part in the Festival", - said Governor of Ugra Alexander Filipenko. "It is important that interest towards the Festival is growing. It means that participants and organizers managed to interest TV community in spite of remoteness of Khanty-Mansiysk and high cost of the air tickets. Any Festival is new acquaintances, experience exchange and competition where new ideas and proposals are made". The head of the region noted the  improved  quality of films and programs submitted in many nominations of the "Golden Drum" Festival.

This year the films and programs submitted to the Festival will be assessed by the Jury which consists of men only, chaired by Director General of the "Igor Shadkhan’s workshop", film director, master of documentaries, professor of the chair for multimedia of the ST.Petersburg Humanitarian University of Trade-Unions, Laureate of the State Prizes of the USSR and RF, Academician of the International Academy of Television and Radio, Laureate of TEFI prize Igor Shakhan and Students’ Jury which consists of girls and chaired by Yuia Serookaya.

Igor Shadkhan assured participants and guests of the Festival that the Jury will be honest, just and kind and strict to a definite degree. "The main thing is the Olympic motto", - said the Chair of the Festival Jury. "Money, prizes can be subjunctive a bit, but he participants in the Festival is already a victory as everyone made a film or program due to his/her skills, soul and heart. Therefore the Jury members should be very sympathetic".

The Festival President, Academician of the International Academy of Television and Radio Lyubov Korneeva said that every year the Festival gathered participants from all over the country, foreign and CIS countries. Films and programs which were submitted to the Festival, are wonderful and different. They unite journalism, documentaries. A spectator together with heroes  solve problems and admire beautiful sights of countries and culture of different peoples of the world.

303 works of the Festival were submitted in 17 nominations (128 TV companies and studios from 65 towns and cities) of Russia, Armenia, Byelorussia, Germany, Poland, Ukraine, Finland, France, Czech Republic, Bulgaria, Kirgiz Republic. 110 programs and films were recommended for the jury to be assessed (70 companies  from 18 countries and republics). The total time keeping was 3042 minutes or 51 hours.

80 nominees, selected by the Festival Expert Council, will compete for the "Golden Drum" Grand Prix and 17 statuettes of the "Golden Goddess".

The members of the Jury are famous masters of documentaries, journalism of Russia, prominent film directors from Sweden, Finland, Georgia.

 Daily on September 21-25 everyone will be able to watch the best documentaries and feature films free of charge at the cinema hall of the Picture Gallery, Cinema-PROFI, "Ugra-Classic".

The event of the non-competitive program will be the documentary  "Prague. August 21, 1968" and meeting with the Finnish film director R.Nikkila (Helsinki, Finland) on September 22 at 14.00 at the cinema hall of the Picture Gallery.

The Center of Extreme Journalism of Russia and "Frontline" project present films by Pavel Kostomarov "Mother" – the winner of the prize "Lavr-2007" and Norwegian journalists "Monument" about the events in Tallinn (September 23-24, Cinema-PROFI).

Meetings with film directors and journalists of Russia, master-classes and discussions will be organized for students of the Ugra State University.

In the Festival frames there will be held round tables devoted to problems of professional ethics and media space, presentations of TV channels, projects, press-conference with film directors and authors of films.

The Festival will be finished on September 25 with the awarding ceremony of winners and concert of Vladimir Markin.
