press-service informs:
Peculiarities
of the non-state pension support and ways of its further development
in Russia were discussed today by participants of the II All-Russia
conference, opened today in Khanty-Mansiysk.
Governor of Ugra Alexander
Filipenko welcomed the participants of the Forum and made a
presentation about the experience of the Autonomous Okrug on the
development of the alternative system of citizens’ pension savings. It
is necessary to develop more dynamically possibilities of the
non-state pension support. The legislative initiative is needed for
that. Ugra a specific region with young population, modern
infrastructure.
At
present about 300 ths. pensioners live in the Okrug what is rather
great for the population of 1,5 million people. Pensioners need in
stable financial support. Today with the support of the Non-State
Pension Fund Ugra achieves the scope of the construction of 1,6
million sq.m of housing. "Having created the Non-State Pension Fund in
the Autonomous Okrug, we solved two problems: provided pensioners with
the guaranteed stable income and created a serious resource about
attracting direct investments into the region. Last year the total sum
of investments into the fixed capital of Ugra amounted to almost 400
billion rubles and the contribution of the Non-State Pension Fund –
7,5 billion rubles", - said Alexander Filipenko.
Assessing
the All-Russia tendencies of the non-state pension support system
development the Chair of the Council of the National Association of
Non-State Pension Funds Konstantin Ugryumov said that annually in our
country the number of the non-state pension funds clients and
participants increased including legal entities and individuals. The
non-state pension support system together with compulsory pension
insurance is the most important condition for achieving a worthy level
of pensioners’ life in our country.
In Konstantin Ugryumov’s
opinion, the State should create economic incentives and tax ones
first of all for the well-planned formation of Russia’s pension
system, for the development of pension financial institutes and also
real mechanisms of the non-state pension funds programs participants’
rights protection, contributing to attraction of investments into
improvement of the non-state pension support infrastructure.
