The Okrug Governor’s
press-service informs:
Today the First Deputy
Chairman of the Government Natalia Zapadnova held the meeting of the
Commission for Teenagers’ Affairs and Protection of their Rights at
the Government of the Government of the Khanty-Mansiysk Autonomous
Okrug.
The meeting agenda included five
issues. The main accent was made on the determination of reasons and
prevention of a teenager’s leaving home or specialized social
institution without permission.
Natalia Zapadnova paid special
attention of the Commission members to the fact that in the world
social institutions worked as social families. But tragedies happen in
a teenager’s life of both nature - medical
and pedagogical. The pedagogical tragedy can be corrected therefore in
each specialized social institution of Ugra there should be a clear
system of the work not just with a teenager but also with his/her
parents. It will allow to help children and adults to find mutual
understanding, to learn communicate each other, to find self
confidence. A social teacher should be able to analyze complicated
situations, to make a correct choice and prevent conflicts which can
provoke a teenager’s escape.
While 8 months of 2008 over 2000
appeals have been submitted to children’s admission offices in Ugra
and 20% of them concern problem families, 10% are connected with
violation of teenagers’ rights and legal interests. Less than 10% of
appeals concern organizing summer rest, education and employment of
teenagers.
At the Commission there was
mentioned the necessity of interaction of all the bodies and
authorities in the process of children’s social rehabilita
