The Okrug Governor’s press-service informs:

Yesterday in Kurgan Governor of Ugra Alexander Filipenko participated in the meeting, chaired by President of the Russian Federation Dmitri Medvedev.

The key issue to be discussed was the topic of social and economic development of the Russian Federation constituent entities within the Urals Federal District.

RF Minister of Regional Development Viktor Basargin, Minister of Economy Elvira Nabiullina, representatives of the Finances Ministry and President’s Administration, Plenipotentiary representative of Russia’s President in the Urals Federal District Nikolai Vinnichenko, governors of the Kurgan, Sverdlovsk, Chelyabinsk, Tyumen Regions and Yamalo-Nenets Autonomous Okrug, directors of the biggest business-structures of the Sverdlovsk Region also participated in the meeting.

President in his speech made an accent on the main problems to be discussed at the meeting. First of all, in his opinion, it should be started the large-scale implementation of regional anti-crisis programs. Their goal should be maximal preservation of jobs for people and implementation of social obligations of the public authorities for citizens.

"Our today’s task is to preserve all the positive what has been recently created", - emphasized the head of the State. "Financial crisis today influences the world economic system but should serve as a reason for cancellation of our programs, our projects".

He paid attention of the meeting participants to several facts, First of all, "the key task is to preserve highly-qualified and skilled staff". Secondly, "it is necessary to optimize the processes on the labor market". Thirdly,  - "the measures for social support of those who are left without job. The goal of the regional authorities is to organize their re-training, getting the second education…".

Dmitri Medvedev emphasized that "all the strategic projects of social and economic development of the Urals Federal District should be preserved including those which are connected with the development of Polar and Pre-Polar Urals". In his opinion, the implementation of the mega-project "Ural Industrial - Ural Polar" "is aimed at the future. It should simplify links between basic components of industrial production in the Urals, to provide metallurgical and machine-building enterprises of the Middle and Southern Urals with raw materials, and to increase economic and social stability of the whole region".

President also determined several socially-important tasks for governors - in the sphere of housing construction, social support for the population.

In his opinion in the Urals and West Siberia there are all possibilities to solve the most serious programs. "We can even under present complicated conditions implement these programs to achieve the main goal - increase of our citizens’ life level".

Then the meeting participants made speeches. Governors informed the head of the State about social and economic development of the RF constituent entities, put several problems they face while implementation of socially-important regional programs. In their opinion, the meeting result will be coordination of positions and agreed activities of all levels of the authorities under conditions of the world financial crisis.

"We should finish the process of the formation of conditions for more sustainable work of oil industry. It is important for Ugra as oil is the basis of our well-being today. Besides, we develop many other spheres but oil production is still the main one. If course, it is important for Russia", - emphasized Governor of Ugra Alexander Filipenko while commenting on the results of the meeting of governors of the constituent entities within the Urals Federal District which took place in Kurgan on December 11, 2008 and was chaired by Russia’s President Dmitri Medvedev.

The second topic, raised at the meeting by the head of the region, is connected with "dependent process". "Revenues of our budget depend on the process, which depends on external circumstances - conjuncture on the world markets - and on internal circumstances - investment and tax conditions, formed by the RF Government. I submitted the proposal to compensate these possibilities by various mechanisms. It is necessary for further active development of Ugra. I mean direct inter-budgetary relations and opportunity to give a budget credit for 1 year and support of the RF Government in issue of loans and credits by commercial banks under available conditions as we take them not for any commercial projects but to solve budgetary issues".

The third topic, raised by Governor of Ugra, is connected with further housing construction. He said that it was needed the support from construction organizations and support of mortgage mechanisms and other schemes to have a balance on the market, balance of the offer and supply.

"I am pleased that President supported the investment project "Ural Industrial - Ural Polar". This project is of great importance for Ugra and some other regions. It is extremely important that President confirmed his position that in spite of crisis the strategic global goals should be achieved. Moreover, in connection with the crisis some actions should be speed up. It is important for Ugra as it is connected with the necessity of diversification of the production to weaken the dependence on such circumstances".
