The Okrug Governor’s
press-service informs:
"Today
Ugra embodies a new Russian North, new quality of life. It is our
main achievement", - emphasized in his speech Governor of Ugra
Alexander Filipenko at the meeting, devoted to the 78-th anniversary
of the Autonomous Okrug.
The head of the region said: “This year is another step
in our development. Ugra is still the leader in the country in many
spheres of social and economic development. Even in the present
difficult financial and economic situation we forecast the growth of
regional economy. I think that next year we shall achieve the record
indictors for Russia: gross regional product will exceed 2 trillion
rubles that is over 1 million 300 ths. rubles per person!
We
can say with pride that Ugra has powerful economy, we have enough
potential not to admit serious economic and social crises. For that we
have been oriented for many years to the increase of technological
processes, innovational development of economic sector,
diversification of all the industrial and economic system.
Of course, crisis makes us save in everything, but I am
confident that we shall be able to overcome the crisis without loosing
our positions. We should find positive in this situation to deprive of
what prevents us, to renew our development.
We
can do a lot, our goals are the same – worthy life of people with
respect, financial stability, good job, friendly family”.
Alexander Filipenko awarded the most respected people
of the Okrug with medals “For merits before the Okrug” - Vladimir
Gubachev, veteran of the energy industry, Evgeni Makarenko, winner of
the Word Cup, twice repeated World Champion and European Champion in
Boxing, Vladimir Usenko, Chair of the Duma of Yugorsk, veteran of oil
and gas industry.
For the great contribution into development of the fuel
and energy sector of the region and in connection with the 78-th
anniversary of the Okrug Semen Urusov and Avzalitdin Isyangulov,
veterans of the oil- and gas-producing industry of the Autonomous
Okrug, Heroes of Socialist Labor were awarded with the title “Honorary
Citizen of the Khanty-Mansiysk Autonomous Okrug-Ugra” posthumously.

Today
Governor, Chair of the Government of the Khanty-Mansiysk Autonomous
Okrug-Ugra Alexander Filipenko, Chair of the Duma Vasili
Sondykov, leader of the regional office of the Russian Union of
Industrialists and Entrepreneurs Leonid Skvorkovski and Chair
of the Okrug Association of Trade-Unions of Organizations Fedor
Sivash signed the Trilateral Agreement of the public authorities,
employers unions an trade-unions about social partnerships.
The document determines positions of the Parties about
basic principles of the regulation of social and labor relations and
economic links for 2009-2011.
Governor emphasized that any financial crisis was not
just the trial for business but also an opportunity to renew
production, to increase its efficiency.
The trilateral agreement which was concluded today
about social partnerships, is one of the most important documents of
civil consent in the Khanty-Mansiysk Autonomous Okrug-Ugra. It
includes most citizens - about 600 ths. people. Relations of
employers and employees will be carried out in accordance with
provisions of the present Agreement and will become an integral part
of the Social Code which is being written in the Autonomous Okrug.

Today
Governor of Ugra Alexander Filipenko had a meeting with Consul General
of Germany in Yekaterinburg Renate Astrid Schimkorait.
The interlocutors discussed ways of bilateral
cooperation. The head of the region said that in the region a great
number of German companies or their offices worked. Mostly the
existing relations do not permanent and concern supplies of equipment,
mechanisms to the region. “It does not mean that in the Okrug there
are no German goods and commodities. The matter is that they make a
complicated way via intermediaries to get to our consumer. We are
interested in direct supplies of German commodities to the regional
market to avoid outrageous high price”, - emphasized Governor.
Alexander Filipenko said that this year the output of
gross regional product would amount to 2,2 trillion rubles. It proves
the scopes of the great market of Ugra which should be increased by a
great range of various commodities and services what can be done only
involving new partners and applying successful technologies.
He
also said about investment projects of Ugra and preferences for
companies which are ready to invest capital to the economy of the
Autonomous Okrug.
Renate Schimkorait said that for the development of
German – Ugra relations it is necessary to hold more meetings as
businessmen from Germany were not always well informed about social
and economic success of Russian regions: “Role of the Consulate is to
inform the German side about existing potential in Russia to promote
to establishing strong bilateral relations”.
In the first half of the day Consul General
participated in the round table with leaders of the branch departments
of the Khanty-Mansiysk Okrug. They discussed possible ways of
cooperation and admitted that there were plenty spheres of
interaction between Germany and Ugra.

The new UNESCO Chair “Environmental Dynamics and Global
Climate Change” was opened at the Ugra State University.
The Deputy Chairman of the Ugra Government for
Education, Science and External Relations Alexei Mayorov said that the
Autonomous Okrug Government supported and implemented principles of
educational and research programs development in the sphere of ecology
and environment protection in Russia, declared by the United Nations
Organizations. “I hope the Chair in the nearest time will start
large-scale activities, aimed at implementing research projects and
providing mobility of our staff. Students and post-graduates should be
involved into this activity to have the system of uninterrupted
education”, - said Alexei Mayorov.
Deputy Secretary of the RF Commission for UNESCO Amir
Bilyalitdinov said that in the name of the Chair there were four
components which fully determined its activity: researches of climate
change, ecology, water resources and sustainable development: “I think
that this 47-th UNESCO Chair in Russia and first chair in the Okrug
will dictate the political fashion in the whole world. The best
experts not only of the Khanty-Mansiysk Autonomous Okrug but teachers
in this sphere from Bulgaria, Germany, Holland, USA will work for the
Chair. The most important thing is to unite international experience”.
At the new research site of Khanty-Mansiysk it is
planned to study natural and anthropogenic dynamics of natural
eco-systems on the background of global climate change, balance of
carbon and other bio-geochemical cycles, to discover biodiversity, to
make ecological monitoring, to find out sustainable and
environmentally safe development of oil and gas sector under
conditions of high degree of bogginess in the North of West Siberia,
to search for ways to make the ecological situation in the Autonomous
Okrug better.
