The Okrug Governor’s
press-service informs:
The company "Surgutneftegas"
and representatives of the Northern indigenous peoples discussed key
problems of the interaction on the areas of traditional nature
management.
Deputies Chairman of the Ugra
Government Vladimir Karasev, Gadji Amirov, Alexei Ovsyannikov,
representatives of the oil company administration, regional executive
authorities and local authorities and also delegates of the public
organizations "Ugra Salvation", "Union of the Reindeer Herders in the
Khanty-Mansiysk Okrug".
The parties developed general
principles of the work, aimed at implementing economic agreements
between indigenous peoples and company "Surgutneftegas".
There were considered issues
concerning taxation of compensational payments to indigenous peoples
for the damage of their ethnic residence by oil companies. Besides, it
was discussed the draft document which recommends enterprises of the
fuel and energy sector to make these payments according to norms and
standards per each members of an indigenous family. It is aimed at
creating equal conditions for all recipients of payments. At present
each oil company establishes the amount of compensations always
without taking into account real needs of aboriginals. This initiative
will be finalized and submitted to the Ugra Government for the
consideration.

The Okrug Governor’s
press-service informs:
In Ugra it is created the
Foundation for Support of Investments Development into Small and
Middle Business – such a decree of the Government was signed by
Governor Alexander Filipenko.
He will head the Board of
Trustees of the new non-governmental organization. The members of this
Board are Deputy Chairman of the Government Gadji Amirov, Director of
the Department for Economic Policy Lyubov Semeshko and Director of the
Finances Department Nadezhda Boiko.
The Observatory Board is headed
by Deputy Chairman of the Government for Investments and Innovations
Kirill Morozov.
The Ugra Government is a founder
the Foundation and contributes the property in the amount of 100
million rubles as a fee.
The Order of granting subsidies
for the implementation of municipal programs of small and middle
business development was adopted as well as order of compensation of
expenses for organizations which form the infrastructure of the
support. To get support the municipalities should submit necessary
applications and program of the development including the calendar
plan of its implementation. Subsidies are granted after submission of
necessary documents. In case of inappropriate use of budgetary
subsidies or untimely submission of report documents, the subsidies
should be paid back to the budget of the Autonomous Okrug.
