The Okrug Governor’s press-service informs:
In the frameworks of the IV International
investment forum "Ugra-2007" video bridge between the OTVRC "Ugra" in
Khanty-Mansiysk and Berlin studio AIA "Novosti" was held.
Issues of foreign investments attraction to Russia
and Khanty-Mansiysk Autonomous Okrug in particular, experience and
prospects of private and state partnership in Russian and Germany were
the themes of video bridge.
At present development of non-primary sectors of
economy, firstly innovative and highly technological is strategic
objective of the Government of the Autonomous Okrug. Council of the
Governor on scientific and innovative activity is engaged in all
issues concerning innovative policy in Ugra. At present Innovative
program, the aim of which is to create conditions for realization of
this objective, is developing under its supervision.
According to the development of social and economic
programs frameworks of the International investment forum in
Khanty-Mansiysk are expanding. At present Forum, firstly planned as an
instrument for asserts attraction to fuel and energy complex, has
become overall. In 2007 its organizers offered new directions as
follows to potential investors: housing construction, healthcare,
tourism. Last year investments in the sum of approximately 50 billion
rubles were concluded, and in the frameworks of the present year - in
the sum of 80 billion rubles.

On October 18, IV International investment forum
"Ugra-2007" finished its work in Khanty-Mansiysk.
"During two days of Forum's work 14 investment
agreements in the total sum of approximately 80 billion rubles were
signed. Projects which will
 be
realized in the frameworks of these agreements, concern different
directions of investment activity, in particular oil-gas chemistry,
electric power, housing and industrial construction, construction
industry, geology and bowels prospecting. It will be observed that
today I signed the 15th agreement with the Chairman of Board of the
JSC "Gazprom" Aleksei Miller. Continuing the previous agreements this
document defines size of cooperation for 5 years" -
said Ugra Governor Alexander Filipenko at the plenary meeting,
resulting the Forum.
Head of the region said that over 110 reports were
made at the section meetings. Journalists of 43 federal and regional
mass media covered Forum's work this year.
During the second day deputy Chairman of the
Government of the Autonomous Okrug on issues of investments and
innovations Kirill Morozov signed a few agreements. In particular,
bilateral agreements among the Ugra Government and JSC "GLAVSTROI",
Hungarian company "Tandako Kft" ,JSC "VIDStroi" were signed. According
the the first 2 documents plant "Gazobeton" (production of
construction materials for construction of 300 ths. square m of
housing) and flat glass plant will be erected in Ugra. Investment
scope of the both projects accounts for over 3 billion rubles.

 In
the press-center of Ugra Government on the eve of the Day of road
economy employee press conference, devoted to issues of condition and
development of motor road system of the Autonomous Okrug was held.
Deputy Chairman of the Government Aleksei Safiollin
and the head of Road department Sergei Galkin answered the questions
of journalists.
Employees of relatively young road serve of Ugra,
founded 12 years ago, have achieved a significant success for these
years. Modern system of motor roads with the total length of 20 ths.
km is made by their efforts in complex natural and climatic
conditions. Several unique bridge constructions which are world famous
are erected.
 Owing
to realization of Concept of motorways construction, adopted by Okrug
Government , region has entered the national roads system.
Purpose-oriented program of motor roads perfecting and development
till 2010 has become a continuation of the Concept. During the IV
International investment forum, finished on October 18, documentation
about construction of transport tunnel "Ural promyshlenny - Ural
Polyarny" was signed.
Poor federal roads makes a problem to Ugra
transport workers. In connection with it Ugra Government offers the
Government of the Russian Federation again to work jointly to improve
the situation.

The Okrug Governor’s press-service informs:
Governor, Chairman of Ugra Government Alexander
Filipenko has signed a decree on fixation of size limit of mercantile
addition to price of essential food products.
This measure is caused by necessity to stabilize
prices in connection with baseless appreciation of bakery, milk and
milk products, cheese, bread-stuffs, sugar, salt, meat, vegetable oil,
dairy butter, cooked sausage, groat and pasta, infant food products.
Limit of mercantile addition to price for producers
and dealers in the size of 10-40% to disbursing and procurement price
of the above-mentioned products are defined.
To control the stabilization process of prices
level departmental working group has been made, comprising
representatives of the Government of the Autonomous Okrug, supervisory
and controlling federal territorial structures.

newspaper "Novosti Ugry" of October 23, 2007.

 Ugra
Governor Alexander Filipenko's report about condition and prospects of
modern education at present in Khanty-Mansiysk started the
International conference "Actual issues of educational regional
systems development".
Event was the first in the program of All-Russian
educational forum "Novaya shkola" (New school). Scientists and
teachers, representing 17 subjects of Russia, famous foreign and
national experts in this sphere met in the administrative center of
Ugra.
I nternational
conference is a significant event for pedagogic society of the
Autonomous Okrug and Russia as well. Forum, which is held
simultaneously at three educational districts of Ugra -
Khanty-Mansiysk, Nizhnevartovsk and Surgut, is aimed to represent
achievements of educational sphere of the region on Russian level.
 Besides,
organizers of the Forum are Government of the Khanty-Mansiysk
Autonomous Okrug, World bank for reconstruction and development,
Publishing house "Uchitelskaya gazeta" have done all necessary to give
teachers an opportunity to generalize results of priority national
project "Education" realization, to discuss mechanisms of the most
interesting innovative projects and pedagogic technologies
distribution.
Conference lasts 2 days and will be finished on
October 20, but Forum's work will be continued in Nizhnevartovsk and
Surgut. Master classes of the winners of All-Russian contest "Teacher
of the year", meetings with teachers - receivers of RF President's
grants will be held there.

Today in Khanty-Mansiysk during the
International conference "Actual issues of educational regional
systems development" head of social programs unit of Moscow
representative office of World bank for reconstruction and development
Isak Frumin and director of services for children of town council
Braiton David Hokker answered the questions of Okrug mass media
journalists.
Representatives of mass media were interested at
first in system estimation of education quality in Ugra. As David
Hokker mentioned in his report, efficient system of quality estimation
has been made in the Autonomous Okrug. Isak Frumin said that in the
frameworks of cooperation between the Khanty-Mansiysk Autonomous Okrug
and World bank for reconstruction and development a group of
international and Russian experts had visited 16 towns and settlements
of Ugra, over 40 educational institutions. Experts estimated the
prospects and further strategy of quality improving of educational
services of the region.

 Governor
Alexander Filipenko took part in the opening of Ugra Show Jumping
Championship of Cup of the SIC "Yugoria".
This is the second equestrian sport competition
which will be held on October 19-21 in equestrian sport club of
Khanty-Mansiysk.
 The
strongest sportsmen of Ugra, Novosibirsk, Omsk, Yekaterinburg, Moscow,
Moscow region, Tyumen region and Sverdlovsk region take part in it.
Ugra Government, Okrug Committee of physical culture and sport,
Federation of equestrian sport of the Autonomous Okrug are the
organizers of the competition.
After the opening ceremony Ugra Governor and
general secretary of Equestrian Sport Federation of Russia Dmitry
Titov signed an agreement on interaction and cooperation in
development of new sport direction on the territory of Ugra.
It is significant that total prize fund of the Championship is 1
million rubles. Show Jumping is the most interesting and thrilling
sport. It is planned to draw 7 sets of awards in seven categories. The
prize of the competition - a Cup of state insurance company "Yugoria"
will be drawn in the most complex category with barrier of 140 cm and
lower.
