The Okrug Governor’s press-service informs:

Today the deputies of the Okrug Duma adopted the forecast of the social and economic development of the Khanty-Mansiysk Autonomous Okrug-Ugra for 2007 and till 2009 which was made by the Government of the Okrug to strengthen the diversified and socially-oriented economy and to increase the quality of Ugra people’s life.

The forecast and its parameters which take into account various variants of changes of the world and domestic economy components is the document of optimism, based on today’s achievements of the Autonomous Okrug. The stable tendency of the population’s growth will be preserved mainly due to the increase of the childbirth and decrease of the death rate what will allow to develop the production base, to expand the services sector. The quota of the services rendered will grow from 15,6 % to 17,9 % in the regional gross product in 2009. All the variants include the stable production of oil, The sustainable growth of oil refinery will be kept on – 3 million tons of light oil products are expected to be produced in 2007. The implementation of governmental programs and concluded investment agreements will provide the further development of power engineering and timber processing.

One of the key spheres in the activity is the improvement of the housing and communal services system in Ugra – to increase the quality of living conditions and services provided to the Okrug population, to attract private business and off-budget investments for the modernization of the housing and communal services system, to increase the quota of comfortable housing, to supply towns and settlements with gas. The level of the housing will grow from 89,7 % to 93 % in 2009.

The growth of Ugra people’s revenues will continue: real monthly average salary will grow by 22,5 %, pensions - by 27,8 %. The quota of obligatory payments, free fees and other expenses will reduce. The reduced gap between revenues and expenses of citizens will be provided by the further development of social and cultural facilities, activation of small business, expanded range and increased quality of commodities and services. The increased quality of life will be provided by reduced tempos of the inflation from 109,9 % in 2005 up to 106,3 % in 2009.

The forecast of the social and economic development of the Khanty-Mansiysk Autonomous Okrug-Ugra, adopted by the Okrug Duma, will be submitted to the Ministry of Economic Development of the Russian Federation to be included into the basic All-Russia document.

The mortgage agency of Ugra summed up the results of its activity for September.

The beginning of autumn was marked with the increased interest of the population for mortgage crediting. The reason is that people returned from holidays. Most citizens – participants of a sub-program who concluded trilateral agreements are registered in Surgut, Khanty-Mansiysk, Nizhnevartovsk, Surgutski District, Khanty-Mansiysk District and Nizhnevartovsk District. The highest indicators are fixed in the agency branches located in Nyagan, Raduzhny, Urai, Nerfteyugansk. In experts’ opinion it can be explained by not only the great number of the population living in these towns but also by the active housing construction.

While the activity of the Agency 20 315 people have been consulted, 7410 people are participants of sub-programs, 1237 of them – while September. The main clients of the Agency are still young families – 1866 agreements have been signed with them (434 – in September), and also employees of budgetary municipal and regional bodies – 712 agreements have been concluded (127 – in September). In accordance with the Okrug housing program the bank interest rate of the mortgage loan (at present it is 13-16 % per year) is repaid from the Okrug budget with up to 5 % per year.
