The Okrug Governor’s press-service informs:

On September 27 the First Vice-Prime Minister of the Russian Federation Government Dmitri Medvedev held the working meeting with Governor, Chairman of the Government of the Khanty-Mansiysk Autonomous Okrug Alexander Filipenko.

Governor of Ugra in detail informed Dmitri Medvedev about the social and economic development of the region, implementation of the priority national projects and events in this regard being implemented by the Government of the Autonomous Okrug.

Besides, Alexander Filipenko told to the First Vice-Prime Minister of the Russian Federation Government about the implementation of the digital television development in Ugra, which will provoke, in his opinion, a great progress in the application of digital technologies in many spheres of the activity - telemedicine, IT - technologies, computerization of educational institutions.

Dmitri Medvedev expressed his interest in this topic as he heads the Commission on transfer to digital television and tasked relevant services to start the preparation for holding one of the Commission meetings in the capital of Ugra.

Khanty-Mansiysk has turned into the Internet-capital of the country for two days - today here it was started the conference "Strategy of the information society development in Russia" and All-Russia Internet-marathon "RIF-Ugra".

The final stage of the All-Russia discussion by top researchers and experts of information and communications technologies of Siberia and Urals jointly with representatives of the regional authorities was aimed at discussing the most important governmental document - draft law of the development of the infrastructure of the information sector of Russia’s economy. President Vladimir Putin said that this sphere can become the biggest national project as in the whole world the IT market is dynamic and most attractive. It is not occasional that the conference and marathon were initiated by the Security Council of the Russian Federation, Representative Office of Russian Federation President’s plenipotentiary representative in the Urals Federal District, Ministry of Information Technologies and Communications of the Russian Federation, Regional public center of Internet-technologies, International Academy of Television and Radio, Government of the Khanty-Mansiysk Autonomous Okrug, Committee of Information Resources of the Governor’s Administration.

The telegrams for the hosts and guests from the regions of Russia with the wish of fruitful work were signed by the plenipotentiary representative in the Urals Federal District Petr Latyshev, and leader of the Federal Agency of Printing and Mass Communications Mikhail Seslavinski. The role and leading position of Ugra in the formation of the new and transparent info-society was made an accent in these telegrams.

Addressing the participants of the conference Governor Alexander Filipenko said: "I am sincerely grad to see all the participants who gathered in Khanty-Mansiysk due to such an important reason - discussion of the strategy of the info-society development in the countryand how we shall live much depends on it. Ro love all the economic and social problems of the society and Man successfully, it is important to master advanced information technologies in response to the challenge of the time. Here the principle "who is not in time he is late" means "he is late for ever". In my opinion, the importance of the issues under discussion is determined by it as well how quickly they are solved - the idea should be supported by the mass and only after that we can make progress. In our Autonomous Okrug there has been formed the understanding of the IT necessity - in the household activity, sphere of material production and intellectual labor. We are pleased to see experts who can prompt something new for our further progress".

The Deputy Chair of the Board of the Regional public center of Internet-technologies Alexander Aygistov gave Alexander Filipenko the Cup of the Internet-Marathon and special Diploma of the Organizing Committee for the prominent contribution into the development of Internet and ICT in the Khanty-Mansiysk Autonomous Okrug-Ugra.

The Deputy Governor - leader of the Governor’s Administration Viktor Krivykh, and Deputy Chairman of the Government on issues of the information policy Oleg Goncharov participated in the first day of the conference.

On October 4-5, 2006 the presentation of the Khanty-Mansiysk Autonomous Okrug will be made in St.Petersburg at the Ambassador Hotel in the framework of the acting Agreement between the governments of St.Petersburg and Ugra about commercial and economic, scientific and technical and cultural cooperation.

"The development of tourism in the Khanty-Mansiysk Autonomous Okrug-Ugra" is the topic of one of the round tables where the issues of the cooperation in the sphere of marketing, advertising, PR-events, organizing tours and exchange of tourists’ groups, participation in specialized tourist exhibition will be discussed.

The presentations of Ugra tourist routes, event tourism in the region, International Northern Tourism Congress in the town of Khanty-Mansiysk will be made.

Leaders of the executive authorities in the sphere of tourism, top tour operators, leaders of the tourist companies, educational institutions will participate in its work.

The research and practical conference "Family and society. Prevention of problem families" is held in Khanty-Mansiysk. Representatives of the RF Healthcare and Social Development Ministry, Institute of social and political researches of the Russian Academy of Sciences, public authorities and bodies of social protection of the Urals Federal District and Ugra, researchers and public figures discuss issues of strengthening the family as the institute, increasing its prestige and social status.

Experts say that for the last decades serious changes have been observed in the modern families. Interpersonal relations become more complicated, the number of divorces is growing as well as the number of one parent families and natural children. Problem families are one of the most important issues of our country. Problem families provoke vulnerable people with low self-esteem, what makes them commit crimes, become alcoholics, drug-addicts, be in poverty.

The First Deputy Chairman of the Okrug Government Natalia Zapadnova made a report about the development of demographic processes and family policy in Ugra. She said that for several years in the region one of the highest indicators about the childbirth in Russia had been preserved. Over 20 ths. babies are born annually in Ugra. Only in the first half of 2006 10117 babies were born. While the sustainable growth of the number of marriages, the number of divorces is decreasing as well the number of natural children. The number of the Okrug permanent people is growing and by 2008 it will have exceeded 1,5 million people. It is important to mention that the population of the Autonomous Okrug is in the "demographic youth": the quota of children is 26,5%, people older that the employable age - 8%. There is no migration increase, which played a great role in the demographic indicators before.

Due to the measures undertaken by the Government of the Autonomous Okrug the positive tendencies are observed: the number of lonely mothers decreased by 12%, the crimes, committed by teenagers decreased by 12,9%, the number of large families increased by 3%. "Of course it doesn’t mean that everything is alright in the sphere of demographic and family policy", - said Natalia Zapadnova. "There are many other important problems and we should concentrate our attention on solving them. I am speaking about problems of premature deaths, epidemiologic situation concerning AIDS-infected, decrease of adopted children".
