The Okrug Governor’s press-service informs:
The project "Ural Industrial - Ural Polar" should
get an official status of the federal project. Governor of Ugra
Alexander Filipenko said about that at yesterday’s meeting in
Yekaterinburg with the participation of the Russian Federation
President’s plenipotentiary representative in the Urals Federal District
Petr Latyshev and Chairman of the State Duma, leader of the party "United
Russia" Boris Gryzlov.
"We invested more than 1 billion rubles to the
project from the budget of the Autonomous Okrug"m - said he in the
speech. "It is very important to add confidence to our work. It is not
the regional project. And not interregional. It is a national project.
The fact that today it is supported by the State Duma and party "United
Russia" is very important. The federal flag we are going to get will
seriously activate investors and it means that we shall get a big and
rapid economic effect".
Alexander Filipenko spoke about the idea of the
integrated development of Pre-Polar and Polar Urals. He is convinced
that while the realization of the mega-project it is necessary to
combine all the works: creating the transport corridor to form the
mining industry, to develop infrastructure and production facilities. It
will give an effect in decreasing the terms of involving the natural
resources of the Northern Urals to the industrial turnover for 203 years
minimum. "I am confident that my arguments are rather reasonable and we
should think them over", - said Governor of Ugra.
The ideas of Alexander Filipenko were supported by
Governor of Yamal Yuri Neelov, Governor of the Sverdlovsk Oblast Eduard
Rossel and of the Tyumen Oblast Vladimir Yakushev.
Eduard Rossel said the quickest implementation of
this mega-project will give a new impulse into the development of
industrial areas of Urals, will help to solve many problems in economic
and social spheres of the whole region.

On September 26 the meeting was held in
Yekaterinburg where there were considered issues of the mega- project "Ural
Industrial - Ural Polar" implementation.
The Russian Federation President’s plenipotentiary
representative in the Urals Federal District Petr Latyshev, Chairman of
the State Duma, leader of the party "United Russia" Boris Gryzlov,
Governor of Ugra Alexander Filipenko, governors of constituent entities
of the RF within the Urals Federal District, deputies of the State Duma
of the RF and representatives of science and business participated in
the meeting.
Pter Latyshev said that great job had been to
transfer from theory to practice after the last meeting in Chelyabinsk
when the key ideas of this project were reported to Russia’s President
for the first time. He said that had reported many times personally to
the country’s President about the project realization: "We were
requested to provide the information in detail and to support actively
the Government of Russia in the project promotion". Vladimir Putin
tasked the Government of the Russian Federation to develop and adopt the
federal program on Polar and Pre-Polar Urals subsoil exploration. Under
the task of the President it will be formed the special commission with
the participation of representatives of the profile ministries and
institutions and it will be headed by the First Vice-Prime Minister
Alexander Zhukov.
Governor of Ugra Alexander Filipenko said that "it is
necessary to have an integrated approach to the development of the
concept of this wealthiest region exploration while planning the
resource, energetic and infrastructure base, integrated development and
joining the industrial turnover of the area not to repeat the fate of
BAM".
Chairman of the State Duma, leader of the party "United
Russia" confirmed that the project "Ural Industrial - Ural Polar’ can
and should be financed from the investment fund and its creation was
initiated by his party. The parliamentary majority will guarantee its
support to the implementation of the mega-project which has a strategic
meaning for the country. Its key parameters will be considered at the
All-Russia congress of the party "United Russia", held in December in
Yekaterinburg.

"Ugra is a region of health" - was the name of the
presentation about the healthcare in the Autonomous Okrug, held at the
Agency ITAR-TASS yesterday in Moscow.
The public and professionals were told about the
achievements of the region in the healthcare, provided the information
about the system of medical institutions, medical staff, programs, aimed
at prevention and treatment of various diseases, stages of medicine
development in the Okrug. Special attention was paid to the
implementation of the priority project "Healthcare", held in the region
under the motto "Addressed to all - starts with everyone".
The Government of Ugra considers health as economic
category. The quota of expenses for healthcare in the Okrug budget is 16
% what is 13 ths. rubles per citizen.
At the regional medical institutions there are the
Center of rheumatology and osteoporosis, Center of endoprosthetics and
arthrosis, Center of neuro-rehabilitation and speech pathology, Center
of liver surgery and pancreas, Center of endocrinology, Center of
diabetes mellitus, three centers of hemodialysis, three oncological
centers. By 2008 - 2010 new highly-technological centers are expected to
be put into operation, - oncological, cardiologic, ophthalmologic, and
the regional anti-TB dispensary. The rural healthcare is also paid
attention: today there are hospitals in all the rural localities of the
Autonomous Okrug. Much attention is paid to the protection of health of
Northern indigenous peoples living in remote villages.
Lately 40 facilities of healthcare have been
constructed and 70 ones are under construction. In the framework of the
program realization 70 % medical institutions of Ugra are equipped with
extra necessary equipment. Besides, the salary of doctors increased by
93 % and salary of nurses by 70 %. Each fifth medical worker was trained
at training courses. The provision of institutions with staff grew by 10
%.
The First Deputy Chairman of the Okrug Government
Natalia Zapadnova said at the pres-conference while the framework of the
presentation, the leaders of Ugra are implementing the complex of
measures to create the sustainable regional system of the population’s
health protection. "Due to that Ugra today is a northern outpost of
healthcare", - she said.
This idea was supported by the deputy Minister of
healthcare and social development of the RF Ruslan Khalfin and said that
the example of the Khanty-Mansiysk Autonomous Okrug clearly shows how to
transfer the economic potential into the potential of development which
allows to provide a high quality of the population’s life. "The
integrated approach to problems of healthcare, adopted in Ugra, allowed
to achieve great success in providing the citizens with high-quality
medical aid’, - said the representative of the Minister of healthcare
and social development of the RF.
