The Okrug Governor’s press-service informs:

The list of receivers of awarding for a classroom control has been expanded in Ugra in the framework of the regional program of the "Education" national project implementation.

Over 9,5 ths. teachers of the Khanty-Mansiysk Autonomous Okrug get monthly extra payments from the state and local budgets for educational and individual work with schoolchildren.

The Okrug Government adopted a decision about rendering the support on the regional level to classroom masters of institutions of additional education in the sphere of sports and culture and also to curators of groups of institutions of primary professional training. In accordance with federal norms the payments for them are not expected. There are over 2,8 ths. teachers of these categories. Today their payment from the regional budget is equal to the federal one.

At present the extra monthly payment to classroom masters and curators of groups of various educational institutions of the Khanty-Mansiysk Autonomous Okrug amounts to 2,2 ths. rubles per person.

Besides, the system of Ugra Governor’s grants is supported in Ugra. The winners of the selection for this prize will be announced. The contest projects of participants are devoted to encouraging the institutions of professional education to the development of institutes of the civil society. One grant amounts to 250 ths. rubles.

About 150 kinds of highly-technological medical aid are being rendered today in the Autonomous Okrug. Unique technologies, based on contemporary achievements of science, daily relieve the life of patients who suffer from surgical, orthopedic, urologic, ophthalmologic, oncological and therapeutic diseases.

Ugra specialists can make the most complicated operations in the sphere of traumatology, neuro- and cardio-surgery, mainly operations on the opened heart and spine, endoprosthetics of joints.

The regional system of childbirth also provides great opportunities – treatment of serious diseases of the pregnant women, taking care of babies with the weight under 1,5 kg.

The highly-technological medicine of Ugra is based on the hospitals of Khanty-Mansiysk, Surgut and Nyagan including many-profile hospitals, consultative and diagnostic policlinics for 260-1402 patients per shift. The Okrug cardiologic dispensary and traumatology center (Surgut) provide the health of the Okrug people. Young inhabitants of Ugra get specialized services at the Okrug children’s hospital (Nizhnevartovsk).

In the structure of rendering highly-technological medical aid for the Okrug population the quota of the regional medical institutions is 75 %. For the expired period of 2006 in the framework of the "Healthcare" national project implementation in Ugra 7271 patients were treated.

Hospitals of the Tyumen Oblast and especially the oncological dispensary in Tyumen where Ugra people are treated under the program, "Cooperation" are ranked the second (15 %).

At present 1559 patients have been treated.

Patients with more complicated clinical cases are sent to the top scientific centers of the country due to the federal quotas and agreements with medical workers of Yekateriburg and Kurgan. Their quota in the structure of rendering highly-technological medical aid is 10 % (764 patients).

The analysis shows that the population is provided with highly-technological services in the Autonomous Okrug more than in the country on average. In Ugra per 1 million people there are 300 operations of aortic coronary shunting or 100 operations on endoprosthetics of joints, in Russia – 80 and 30 respectively. Some indicators of highly-technological services availability in the region can be compared with European standards.

On September 28-29, 2006 the conference "Strategy of the information society development in Russia" and All-Russia Internet-marathon "RIF-Ugra" will be held in the Khanty-Mansiysk Autonomous Okrug.

The hosts of the events are the Security Council of the Russian Federation, Representative Office of Russian Federation President’s plenipotentiary representative in the Urals Federal District, Ministry of Information Technologies and Communications of the Russian Federation, Regional public center of Internet-technologies, Government of the Khanty-Mansiysk Autonomous Okrug, Committee of Information Resources of the Governor’s Administration.

The event is supported by the Ministry of Industry and Power Engineering of the RF, Federal agency of information technologies, Federal agency of education.

The conference "Strategy of the information society development in Russia" will promote to strengthening the state guarantees of the human and citizen’s constitutional rights realization in the information society, creating equal opportunities for the access to information and communications technologies. The key goal of the strategy is to create conditions for speeding up the post-industrial development of Russia having the accumulated political and resource potential of the Russian state and community, and to attach a new quality to this process.

The All-Russia Internet-marathon is a unique project – a series of events (seminars, round tables, master-classes, presentations, press-conferences, reports, discussions), held in all the federal districts of the RF. Such events have been held in 6 federal districts of the RF. The Urals Federal District is represented in the marathon by Yekaterinburg and Khanty-Mansiysk.

The goals of the forum "RIF-Ugra": popularization of Internet-technologies, experience exchange with regional representatives of the Internet-branch, and also collecting the analytical information about the situation of Internet development in the Urals Federal District. This information will be published in the report "On Development of the Internet in the regions of the RF".

The program of the Internet-days in Ugra contains participants’ discussion of development of the information society, application of Internet-technologies, information security at plenary sessions and workshops, and while two thematic Internet videoconferences with Moscow and Surgut. Round tables, exhibitions, Internet-centers, thematic quizzes and contests, cyber-sports competitions, Internet-chess tournaments, presentations of achievements of the Internet-technologies in the chess education are expected to be held in the Okrug municipalities. The international master S.P. Abramov from Moscow will give a master-class for chess-players of Surgut and Khanty-Mansiysk simultaneously. Then chess-players of these towns will play the match. The videoconference "Role of info-communications technologies in education development" will finish the presentation (Surgut-Khanty-Mansiysk).

The presentation of information resources of the educational information portal and site of the Youth Policy Committee on the big screen of the center square will be organized for people and guests of Ugra in Khanty-Mansiysk while the conference.

Supported by the Foundation of Prince A.D. Menshikov it will be organized the presentation of e-discs of literary works by Daniil Granin and readers’ conference.
