The Okrug Governor’s press-service informs:
The discussion of the "Healthcare" priority
national project implementation in Ugra became the main topic of the
meeting, held in Khanty-Mansiysk and chaired by Governor Alexander
Filipenko.
It was noted that intensive work was done under each
direction of the project with the participation of representatives of
all relevant institutions of the regional and municipal levels.
To develop the primary medical and sanitary help 14
sanitary vehicles, anti-viral hepatitis, roseola and poliomyelitis
vaccines were sent to the towns and districts of the Okrug. In
accordance with the schedule, diagnosticums for AIDS-infected patients,
test-systems for the inspection of babies, diagnostic, lab and
endoscopic equipment, the annual plan of supplies has been implemented
by 89,7 %.
In 2006 14172 certificates for the new-born. 83
million 103 ths. rubles were transferred to medical establishments from
the regional branch of the Foundation of Social insurance for the
support, rendered to pregnant women. Over half of this money (45 million
230 ths. rubles) were spent to pay salary, and the rest (28 million 869
ths. rubles) to purchase materials and equipment.
The analysis of the activity proves the positive
social effect of the certificates program. In comparison with the
analogous period of 2005 the number of pregnant women increased by 3 %
and the number pf abortions decreased by 18,5 %, the quota of caesarian
operation decreased y 1,5 %. The number of women who addressed to
doctors while the early stage of pregnancy (up to 12 weeks) increased by
3,9 %.
In the sphere of development of the availability of
highly-technological medical services positive results are also observed.
In 2006 9540 people of the Okrug got the specialized help and 7271
patients of them had treatment in the Okrug – in clinics and centers of
Khanty-Mansiysk, Surgut and Nyagan. 1559 patients were treated at
hospitals of the Tyumen Oblast in the framework of the interregional
program "Cooperation". 235 people were treated at leading medical
centers of the country due to the federal quotas for rendering
highly-technological medical services. 529 patients got help under
contracts with the top clinics of Yekaterinburg, Ufa, Kurgan and
Novosibirsk.

Alexander Filipenko said that in the Okrug serious progress was made in
the implementation of the priority national project "Health" especially
concerning the issues of improvement of services quality and increased
availability of medical services. "Today it is too early to sum up the
results. The work is coming to the end and by the end of the year
concrete results will be noticed". – said Alexander Filipenko. "But it
is clear that is today we make a great progress, we shall get good and
stable results in several years. Our main goal is to improve health of
the population, to make their life longer".

The membership of the public chamber is being
formed in Ugra.
The names of 22 members of the new body are famous.
All of them are honored people. Their names were adopted under the
initiative of the Okrug Governor Alexander Filipenko.
In accordance with the relevant law half of the
candidates from the total number of the members of the public chamber
should be proposed by the head of the region. The rest are elected in
the municipalities.
Till October 5 the meetings, assemblies will be held
in the Okrug towns and districts to elect the rest members of the Ugra
public chamber including representatives of regional, interregional,
local public associations and All-Russia organizations, registered in
the Autonomous Okrug except political parties.
The activities of the Okrug public chamber is aimed
at expressing interests of Ugra people, public associations while making
various decisions by the public authorities. In particular, - important
issues for the population in the sphere of economic and social
development of Ugra.
The period of authorities of the public chamber
members will expire two years later from the first meeting of this body.

Conditions for the self-realization for young
people are being created in the Khanty-Mansiysk Autonomous Okrug.
According to the results contest of talented youth in
the Autonomous Okrug 18 candidates were determined for the grants of
Russia’s President. The prize varies from 30 ths. to 60 ths. rubles.
Besides, students of higher educational institutions
of Ugra will be selected for the best research paper in Natural sciences,
technical sciences, and humanitarian sciences. It will be held at the
beginning of October. At the same time the postgraduates of the
Autonomous Okrug will participate in the analogous contest. Every winner
from postgraduates will get 100 ths. rubles from the regional budget.
Students will get 50 ths. rubles each.
Measures to encourage talented youth will be made in
accordance with the program of the "Education" national project
implementation.
