The Okrug Governor’s press-service informs:

Governor Alexander Filipenko said that the demographic policy in Ugra for the near 10 years will be determined in accordance with the plans of the great economic growth of the Autonomous Okrug, based mainly on the more intensive development of services sector and industrial development of wealth of the Polar Urals.

In September of 2003 theKhanty-Mansiysk Autonomous Okrug was one of the first regionsin Russia which adopted the Concept of the demographic policy till 2015. Experts said that unlike the analogous documents in most other regions, it is build on triad system: the Concept, documents which provide its realization (laws and other acts), specific economic, organizational, and promotion events. It reflects the economic and climatic peculiarities of the region, and the circumstance that the area of the Okrug refers to the area, inhabited by the Northern indigenous peoples.

Due to the realization of governmental acts and laws, including those, aimed at supporting the family and childhood, the Khanty-Mansiysk Okrug is ranked the third in the country about the childbirth, the number of indigenous peoples is growing. Therefore the amendments should be incorporated into the Concept which reflect the optimistic situation in the Okrug.

The forecast of Russian Statistics Committee for the development of the situation in Russia in general, is not very sad: the country’s population by the beginning of 2026 can be decreased by 9,7 million people in comparison with the beginning of 2005. Ugra is a happy exclusion: the population will be growing there. Over 14 ths. certificates with childbirth were issued for 8 months of 2006 in the framework of the "Health" national priority project realization. But the Okrug needs still the labor resources. Governor said the implementation of the project "Ural Industrial - Ural Polar" will create about 90 ths. working places. Therefore he proposed the authors of the new version of the Concept of the demographic policy in the Khanty-Mansiysk Autonomous Okrug to take into account all the factors which influence the development of the demographic situation in the region for this document to promote to the implementation of goals, aimed at economic growth of Ugra and benefit of its inhabitants.

Governor of Ugra Alexander Filipenko held the meeting where the realization of the national priority project "Available and comfortable housing - for citizens of Russia" was analyzed in detail.

The First deputy director of the Okrug Construction Department Valeri Stener said that the reports had been sent to the Ministry of Regional Development of the RF and Urals Federal District about the implementation of the national project by the data on September 1. All the events are being executed in time. To realize the federal obligations the lists of privileged categories of citizens had been submitted to the Rosstroi (people who suffered in Chernobyl, military men, citizens from the districts of Far North and equal areas), to the Agency of healthcare and social development of RF - lists of veterans and disable people. The Okrug Government signed agreements with all the municipalities about joint interaction under the realization of the national priority project.

Under the Okrug program "Improvement of the population’s housing conditions" over 2 billion 492 million rubles are expected to be spent from the regional budget to the municipal budgets to provide citizens in old shabby houses with new housing. 1 billion 127 million rubles (45,2 % of the annual norm) have been spent already. At present there are no contractual relations among the Construction department and Khanty-Mansiysk, Kogalym, Oktyabrski, Yugorsk, Khanty-Mansiysk District, Nizhnevartovsk and Nefteyugansk Districts. Valeri Stener said that the main reason is the unpreparedness of the municipalities to determine the lists of citizens who need some kind of financial support while the liquidation of housing in accordance with the legislation. Alexander Filipenko tasked the leaders of the construction department jointly with the mayors of the municipalities while a month to make the schedule of demolishing old and shabby housing for each municipality with the terms of the works determined.

In the framework of the sub-program "Mortgage housing loaning"2116 loan agreements were concluded on condition of the partial compensation of the bank interest rate, 6 173 persons are qualified as the participants of the sub-program, over 40 ths. got the consultations of experts. The obligations under the compensation of the bank interest rate for the whole period of loan payments amount to over 2,5 billion rubles. To realize the sub-program the branch network of the mortgage agency was formed. At present there are 18 separate subdivisions in al the biggest municipalities.

Alexander Filipenko recommended the leaders of the construction department to hold the coordinated work with the municipalities, subdivisions of the Ugra Government under the realization of the national priority project, for example, granting the land parcels for houses construction, effective spending the budgetary resources and creation of necessary conditions to attract investors.

The Okrug Governor’s press-service informs:

On October 3 teachers, awarded with grants of Russia’s President and Ugra Governor in the framework of the realization of the national priority project "Quality education" will gather in Khanty-Mansiysk.

31 schools and 105 teachers - winners of the final federal competitions will get diplomas of the Education and Science Ministry of Russia. According to the results of the analogous Okrug contests 66 institutions of this sphere and 29 teachers are recognized successful. Besides prizes, they will be awarded with diplomas of the Ugra Governor.

The regional program of the national priority project realization expects to award 30 schools and 10 best leaders of educational institutions of the Autonomous Okrug additionally. The winners of the Okrug contest in the nomination "Organizing and encouraging the innovation activities of educational institutions and their leaders" will be awarded with Governor’s diplomas and money.

Most grants of RF President or Ugra Governor in Ugra found their winners. The awarded are entitled to send money to purchase the literature, visual aids, laboratory equipment, software, to modernize classrooms.

The diploma and certificate of honor are the documents which confirm the participation and leadership in the contests.
