The Okrug Governor’s press-service informs:
The meeting of the Ugra Government was chaired by
Alexander Filipenko where new proposals of departments, aimed at
developing the legislation concerning the support to family, motherhood,
fatherhood and childhood, social support to citizens in the
Khanty-Mansiysk Autonomous Okrug were considered.
The amendments to the legislation will be submitted
to deputies of the Okrug Duma to be approved – the benefit in the amount
of 15 ths. rubles will be granted since January 1, 2007 to families
where the third and subsequent children are born. According to the
statistical data, there are 830 families of this kind in the Okrug per
year, therefore the relevant item of the budget will increase by 12,5
million rubles. Parents whose children are registered at the registry
offices of the Autonomous Okrug will get the benefit.
40 million rubles per year will be spent for the
realization of new provisions of the law "On measures of social support
to specific categories of citizens" since January 1, 2007. Because of
lack of money from the federal budget, many disable people are not
provided with prosthetic appliances, hearing appliances, orthopedic
footwear, and even usual crutches. The budget of the Autonomous Okrug
will support them. It is not only the issue of social support, but of
strengthening the economy of disable people’s families. 360-400 disable
people at least will be returned to active labor life via providing them
with technical vehicles of rehabilitation, prosthetic services, repair
of special cars "Oka". 400-450 people are expected to be rehabilitated.
The amendments to the law about the program of
development and modernization of housing and communal complex in
2005-2012, adopted by the Government of Ygra, are aimed at attracting
private business and investments into this branch.
Governor criticized the draft Concept of demographic
policy of the Khanty-Mansiysk Autonomous Okrug till 2015, based on the
Russia average indicators, that is why – pessimistic. "Let’s us make an
agreement. We should not just repeat the demographic situation in the
country but otherwise, for the sustainable development of Ugra we should
motivate the growth of labor resources. We are speaking about the coming
development of Pre-Polar Urals, it will require 900 ths. workers. 120
ths. people are expected to be employed in the services sector. Multiple
there figures by the coefficient of the families. We should not go by
Gaidar’s way, we should develop but not degrade! It should the core
point in our Concept", -said Governor to the representatives of the
Department of Labor and Population’s Social Support.
The Deputy Chairman of the Government Sergei Kuchin
reported about the implementation of priority national projects. In
general, he said the activities are intensive, according to the
confirmed schedules. Governor paid the attention of heads of departments
at the necessity of quicker preparation of out own legislative documents
to attract federal finances. He also demanded to fill in the gap in the
implementation of the project "Available and comfortable housing".

"Eleven billion rubles are needed to implement the
big project "Ural Industrial – Ural Olar" for the near 3 years. About
half of this money is expected to come from private investments", - said
today at the video-press-conference the plenipotentiary representative
of Russia’s President in the Urals Federal District Petr Latyshev.
He said there is a list of potential investors to
invest into the state project including big Russian companies, banks and
foreign economic partners.
The works are being done to explore minerals. It is
obvious that the iron ore will be enough for the near 300 years for the
successful work of all the metallurgical branch of the country. The cost
of Ural iron ores is lower by four times than on the world market. So,
the key branches of the domestic industry can be provided with available
and high-quality raw materials. Petr Latyshev said that "today the
potential of subsoils of the eastern slope of the Urals has been studied
by 15 %. The great work should be done to explore the whole reserve of
the minerals in our region".
"The goals, out by Russia’s President for the
implementation of the project "Ural Industrial – Ural Polar" are being
solved. The merit of Governor Alexander Filipenko is great in it – one
of the most active participants of this mega-project implementation", -
said plenipotentiary representative of Russia’s President in the Urals
Federal District Petr Latyshev. The implementation of programs on the
development of Pre-Polar Urals expects the participation of all the
regions within the Urals Federal District. Petr Latyshev said that this
project will allow to diversify the economy in the Khanty-Mansiysk and
Yamalo-Nents Autonomous Okrugs. While its implementation 150 ths.
working places will be created and the work is being done to develop the
transport schemes.

"I am admired and surprised with your region!", -said
the world-famous conductor Yuri Temirkanov at the meeting with Governor
of the Khanty-Mansiysk Autonomous Okrug Alexander Filipenko. Several
days ago I could not imagine that there is such a region – Ugra. I am
admired with the pureness and quantity of flowers at streets of the town,
and it is an indicator of the cultural level. I am surprised with the
collection of paintings at the Picture Gallery, the Grand Hall of the
Concert and Theatre Center – I have not seen such ones!"
Yesterday we informed you that the Academic Symphony
Orchestra of St.Petersburg Philharmonic Society, conducted by the
People’s Artist of the USSR Yuri Temirkanov performed a concert in
Khanty-Mansiysk. It is the first tour of the famous orchestra over
Russia, before the musicians had performed only in St.Petersburg and
abroad.
"It is also the indicator", - said Alexander
Filipenko. "It means that the time of stability has come to Russia when
people start thinking about high art, soul besides bread". He told the
guest about the history of ancient Ugra, its present, that the dynamic
development of economy of the Autonomous Okrug allowed to build in
practice the model of increasing the population’s life quality. It is
the priority in the policy of the Ugra public authorities. He thanked
Yuri Temirkanov for the educative activities and expressed hope for the
future meetings. The next concert will be performed by the Academic
Symphony Orchestra of St.Petersburg Philharmonic Society in Surgut.
