The Okrug Governor’s press-service informs:

The international training and practical conference "International standardization: way to increase the economic efficiency of enterprises of oil and gas industry of Russia".

Its hosts are the Russian national committee of the world oil council, Russian Union of Industrialists and Entrepreneurs with the support of the Ministry of Industry and Engineering of the RF, Government of the Khanty-Mansiysk Autonomous Okrug-Ugra. The famous specialists of the UN European Economic Commission, International and European oil and gas technical committees, International Association of oil and gas producers, representatives of the biggest Russian and foreign oil and gas companies, federal authorities of the country participate in the conference.

The goal of the conference is to discuss the current problems and ways of their solution in the sphere of standardization for the oil and gas industry of Russia. Experts consider issues, connected with the reform of technical regulation and system of standardization for the oil and gas branch of the country, with international approaches in the sphere of technical regulation and standardization, study the role of standards and their efficiency for the world oil and gas industry, experience of foreign companies on increase of enterprises’ activity efficiency due to standardization.

"The issue of application of norms and technical standards for exploitation of subsoil jointly with subsoil-users is an issue of rational attitude to national wealth of this and future generations", - said the Deputy Chairman of the Okrug Government on issues of nature management and fuel and energy industry Vladimir Karasev having read the welcoming speech of Ugra Governor Alexander Filipenko for the conference participants. Vladimir Karasev touched the topic of the imperfection of the legislation. "We still make legislative acts as in the past… Though the experience of big oil and gas-producing countries proves that the legislation in subsoil management should be adopted taking into account the existing technologies and stipulate the actions of the public authorities and companies, required while the fields development", - said Vladimir Karasev.

The international conference will work in Khanty-Mansiysk on September 12 and 13.

The priority national project in the sphere of healthcare is actively implemented in Ugra. To develop the primary medical and sanitarian aid, to improve the material and technical base of medical establishments, the delivery of diagnostic medical equipment, vaccines, medicines has been started. The stock of cars is being renewed.

In August 11 sanitary cars have been delivered to Ugra and were sent to hospitals of Nizhnevartovsk, Surgut, Pyt-Yakh, Kondisnki District, Sovetski District, Nefteyuganski District and Khanty-Mansiysk District. 4 cars additionally including one car for reanimation will be supplied in the first half of September.

Vaccines against hepatitis B and roseola were received. Vaccines against flu are delayed.

The events aimed at strengthening the staff of hospitals, increasing their qualification are made according to the schedule. The annual plan on training therapists and paediatricians is executed by 100 % - 145 doctors were trained. The cycle of the primary specialization of general practitioners - 22 persons - will last until December. Medical employees are trained in federal educational centers and also in the Okrug institutions - at the Khanty-Mansiysk State medical institute, Surgut state university.

In the Okrug much work is done to develop and increase the availability of high-technological medical services. For the expired period of 2006 special aid at clinics and hospitals of Khanty-Mansiysk, Surgut, Nyagan was rendered to 7271 patients suffering from cardiologic, oncologic, orthopaedic and neurological diseases/ In the framework of the interregional program "Cooperation" 1559 patients had treatment at hospitals of the Tyumen Oblast. 235 people were treated at top medical institutions of the country - Russian Research center of surgery, Republican children’s clinical hospital, Research Institute of neurology named after N.N. Burdenko, Center of Traumatology and orthopaedy named after G.A. Elizarov - due to the federal quotas for the high-technological medical aid.

For 8 months of 2006 there were 1133 publications in mass media devoted to the implementation of the priority national project in the sphere of healthcare. Issues of healthcare in Ugra were highlighted in press, radio and television of the Okrug and municipalities but also by federal e-mass media and printed mass media - "Medical newspaper", "Russian newspaper", newspaper "Arguments and Facts in West Siberia", journal "Medicine and economics today".

The Days of Russian Literature in the Khanty-Mansiysk Autonomous Okrug are finished.

The program of the final day of the writers’ activities in Ugra was very intensive as the previous week.

Writers had meetings with students and teachers of the Ugra State University and other institutions of the town, discussed the results of the route and creative plans at the meeting at the Okrug House of Writers, participated in the press-conference for representatives of mass media.

The First Secretary of Russian Writers’ Union Board Gennadi Ivanov, co-chair of the Board Stanislav Kunyaev, Secretary of the Board Vladimir Lichutin, coordinator of the Ural Writers’ Association Alexander Kerdan, Secretary of the Khanty-Mansiysk Okrug Organization of Russian Writers’ Union Nikolai Konyaev answered questions of journalists.

While the whole literary route the press paid much attention to the project. Journalists of Ugra in their publications "unlike other regions do not look for sensations, but highlight the events, accompany the writers everywhere, strive to convey the atmosphere of the events" promoted to the fruitful activity of the participants.

The issues of main results of the Days of Russian Literature in the Khanty-Mansiysk Autonomous Okrug, whether the stereotypes in writers’ perception of the life of the oil regions have changed, whether the expected result from meetings with the readers has been achieved, about new works about people of labor became the main topics at the meeting of the leaders of the writers’ delegation and deputies Chairman of the Government of Ugra Sergei Kuchin and Oleg Goncharov.

The delegates expressed their sincere gratitude to the Governor of the Autonomous Okrug Alexander Filipenko for the multilateral support in the implementation of the project, which allowed the Russian Writers’ Union o renew the tradition of the Literature Days after the long interval, caused by many economic, political and ideological changes in the life of the State.

The prospects of the cooperation of the Russian Writers’ Union and Autonomous Okrug in 20072009 - to conduct the All-Russia Festival of Poetry in Ugra, to create the anthology of poetry about the oil region, to organize the All-Russia workshop for young writers in Surgut, to award with the All-Russia literary prize named after D.N. Mamin-Sibiryak in Nizhnevartovsk and etc.

The literary party "Wealth of Earth - Wealth of the Soul" with the participation of masters of art of Khanty-Mansiysk finished the program of the Days of Russian Literature in the Khanty-Mansiysk Autonomous Okrug.
