The Okrug Governor’s press-service informs:
The
Deputy Chairman of the Government of the Khanty-Mansiysk Autonomous
Okrug-Ugra on issues of the construction complex Yuri Pechenov signed
the Protocol of Intentions with the leaders of the "Eric van Egeraat
Associated Architects" (EEA company) Eric van Egeraat.
Signing the document took place while the meeting of
the Dutch architect with Governor of Ugra Alexander Filipenko. On the
eve Eric van Egeraat made a tour around the town of Khanty-Mansiysk. He
viewed the historic sights of the town, modern buildings, got acquainted
with the town-planning project. The architect admitted that the town,
located in the picturesque area, produced great impression on him
especially the landscape from the hill to the river and town. In Eric
van Egeraat’s opinion, in the town-planning as in architecture the old
and new should not contrast with each other. The historic and modern
buildings are valuable and it is very important for urbanists to
preserve the balance where modern and historic buildings will make an
accent on advantages of each other. The interlocutors shared the same
opinion that the area near the Palace of Sports will be suitable for the
construction where there is a wonderful view to the Irtysh river and
hills, covered with the forest.

Filipenko told the guest that the town of Khanty-Mansiysk as other towns
of the Autonomous Okrug are located on the area of the new development.
It caused the architectural image of the towns. "While the last 10-12
years we have actively tried to change the principles of the towns
formation. We try to develop the whole social sphere for Man to satisfy
his needs of studying, learning, having medical treatment, having a rest,
attending cultural facilities here not only in Moscow or other cities.
The construction of new facilities is made at the modern high level",-
said Alexander Filipenko. Governor expressed confidence that the
participation of the Dutch company in the construction of new facilities
in Khanty-Mansiysk will bring something new into its architecture and
beauty.

In the Khanty-Mansiysk Autonomous Okrug in the
framework of the priority national project "Available and comfortable
housing – for the citizens of Russia" there is a sub-program "Available
housing for the youth".
This year over 1 billion 300 million rubles were
spent for its implementation from the budget of Ugra. About 95 million
rubles are expected to be spent to fulfill obligations for young
families in the framework of the Governor’s program "Available housing
for a young family".
"Solving the housing problems of the youth is one of
the key factors of the Okrug attraction for young specialists", - said
the Deputy Chairman of the Okrug Government on issues of education,
science and external relations Elena Chepurnykh. To create all the
conditions for young specialists to stay in the Autonomous Okrug, to
improve their housing conditions young specialists working in the
budgetary institutions and organizations of the agribusiness complex,
are granted the state support as subsidies for the first fee of the
purchased housing, in case of the uninterrupted seniority, childbirth or
adoption of a child. Young specialists and young families can get the
soft mortgage loan, in the framework of the Okrug housing sub-program.
In the region with the optimal level of unemployment
the labor market has been formed which is represented with a wide range
of specialties. Elena Chepurnykh said that the prospects, connected with
the implementation of the big project "Ural Industrial – Ural Polar" are
obvious for the further development of staff potential. In this regard,
the work was started on the level of the Government and Department of
Education of the Khanty-Mansiysk Okrug aimed at improving the system of
the staff training at the Ugra educational institutions and attracting
young specialists from other regions. Of course, it will make it
necessary to solve additional issues to provide the youth with available
conditions not only for the work but also for the residence. Today the
leaders of the region undertake concrete steps in this regard. From this
January in Ugra in the framework of the sub-program "Available housing –
for the youth" 797 subsidies in the amount of over 270 million rubles
have been granted and until September 1 - 2049 certificates more to get
such financial compensation. Until the end of this year the participants
of the sub-program will get about 500 certificates additionally in the
amount of 1 245,0 million rubles.

Russia in the Urals Federal District Petr Latyshev thanked Governor of
Ugra Alexander Filipenko for good organizing and holding the Final
competitions of the I Summer Sports Competitions of Russia’s Youth.
"The Competitions have become a parade of
achievements in the sphere of physical culture and sports of the region,
promoted to finding the talented sportsmen from all over Russia for the
participation in the XXIX Summer Olympic Games – 2008 in Peking".

The world-famous jazz musician, arranger and
composer Grigori Fain will present his solo concert on September 25 to
people of the Ugra capital and participants of the Jubilee X
International Festival of TV programs and TV films "Golden Tambourine".
His improvisations for the music by D. Gershvin,
K.Porter, D. Ellington, O. Patterson will be included into the concert
program, which will take place at the Concert and Theatre Center of
Khanty-Masiysk.
The founder and president of the club "Friends of
Jazz", founder of the orchestra "Olymp" Grigori Fain has been working in
the orchestra of Oleg Lundstrem for many years. He was the participant
and winner of many contests and festivals, has tours all around the
world.
The fan of jazz in the Ugra capital know him – in
2001 Grigori Fain as the Guest of Honor of the "Golden Tambourine"
Festival performed at the Awarding Ceremony and held the master-class
for students of the Center of Arts for Gifted Children of the North.
The world-famous musician will participate in the "Golden
Tambourine-2006" as a member of the Jury.
