The Okrug Governor’s press-service informs:
Prospects of the further development of the
customs service and international airports of the Khanty-Mansiysk
Autonomous Okrug were discussed at the working meeting of the Governor
of Ugra Alexander Filipenko and Head of the Regional Border Division of
the Federal Security Service of the RF over the Urals Federal District,
Lieutenant-General Nikolai Kozik and Head of the Urals Customs Division,
Major-General of the customs service Vladimir Sorokin. Both generals
were recently appointed.
In the Autonomous Okrug there are ten airports and
four of them have an international status - in Surgut, Kogalym,
Nizhnevartovsk and Khanty-Mansiysk.
All of them are equipped with border posts for
customs, border examination of passengers, necessary technological
equipment, cars, offices and dwelling premises for the stable
functioning of airports’ international sectors.
The main load of international traffic is given to
the airport in Surgut - for eight months it has served over 40 ths.

international airport in Nizhnevartovsk. The international sector of the
airport in the capital of the Autonomous Okrug - Khanty-Mansiysk is
growing. In August it was opened the flight
Baku-Khanty-Mansiysk-Nizhnevartovsk-Khanty-Mansiysk-Baku which became
popular.
Leaders of the territorial services of the customs
house and border division intend to get acquainted in detail with the
work of all the international airports of Ugra and to render necessary
support, if needed.

The spheres of cooperation concerning the
preparation and organization of credit lines for the implementation of
projects, included into the Okrug program of reconstruction and
modernization of housing and communal services system of the Autonomous
Okrug, were discussed at the working meeting by Governor of Ugra
Alexander Filipenko and top banker of the municipal and ecological
infrastructure unit of the European Bank of Reconstruction and
Development (EBRR) Yevgeni Ofrikhter.
In the interlocutors’ opinion, cooperation will be
made for the benefit of the municipalities - Surgut District, towns of
Megion, Nefteyugansk, Khanty-Mansiysk, Surgut and others. There were
considered the draft credit agreements between the EBRR and the
municipalities and there were discussed conditions of signing the Deed
of guarantees and partial support for the implementation of the projects,
aimed at reconstruction and modernization of housing and communal
services system by the Government of the Khanty-Mansiysk Autonomous
Okrug.

Today the Duma of Ugra adopted two important draft
laws of the Okrug Government for the agribusiness industry of the
Autonomous Okrug. They are about rendering the planned gradual
support to the production of agricultural goods.
The head of the Okrug Agribusiness Complex Division
Lev Kalashnikov told the deputies that in the Okrug several governmental
programs, adopted before, are successfully implemented in the Okrug.
They are aimed at improving the social and economic status of the
village including the target-oriented program "Rural school", special
programs, aimed at improving housing conditions of countrymen and young
specialists, construction of social facilities. The new program "Program
of State Support for commodity-producers in 2007-2011" will promote to
the development of the agrarian sector of the Okrug economy. Some events
will be made including subsidizing the per cent rates for bank loans,
compensation of expenses for manufacture products of cattle-farming,
plant-growing and fishing, purchase of pedigree cattle, from the Okrug
budget and also compensation of 2/3 rate of re-financing of the RF
Central Bank for the use of loans, taken for the renewal, expansion,
modernization of production, support of young specialists and etc. The
total sum of financing the Ugra agribusiness system for the coming five
years will amount to 2 billion 783,7 million rubles.
The deputies adopted the "program of support" in the
first reading, having incorporated their amendments. For five years of
this document implementation the production of milk and meat in the
Okrug should increase by 110 % in respect to the level of 2005,
vegetables - by 105 %, fish - by 160 %. The manufacture of gross
production in the agrarian sector will exceed 6 billion rubles by 2011.
The Duma adopted the proposed by the Okrug Government
draft law about the double increase of subsidizing the production of
milk and meat this year - 57,5 million rubles will be spent for these
purposes what will allow to create the reliable base for the
implementation of the priority national project in 2007.
