The Okrug Governor’s press-service informs:
Today in Khanty-Mansiysk the International
conference "Digital Russia today and tomorrow" will be opened.
Over 150 representatives of mass media and
telecommunications divisions from the Belgorod, Voronezh, Chelyabinsk,
Tyumen Oblasts, Yamal and also from the Krasnodar and Stavropol Krais,
Moscow, St.Petersburg, Kursk, Yekaterinburg came to Ugra.
Representatives of federal public authorities, UNESCO, European
media-group, National association of TV and radio broadcasters,
companies-producers of digital equipment arrived at Ugra as well.
The conference agenda includes the discussion of the
draft concept of the Federal target-oriented program "Development of TV
and radio broadcasting in the Russian Federation (2007-2015)", experience exchange on the development of digital television in other
countries and Russian regions, presentation of the digital television
development program in Ugra, acquaintance with the latest technical
innovations in this sphere.

Filipenko is going to participate in the conference.

The student of the Khanty-Mansiysk boxing school
Maxim Koptyakov won the silver prize at the World Students’ Boxing
Championships in the weigh category of under 69 kg. The President of the
Russia’s Students Boxing Federation Nurulla Sattarov informed about that.
In his letter for the Governor of Ugra Alexander
Filipenko the President of the Federation wrote:
"I am confident that the students’ boxing of the
Khanty-Mansiysk Autonomous Okrug will make many other steps on the way
to leadership in Russia and in the world. I would like to believe that
the best from our youth are students, brought up in the spirit of sports
competition will successfully work for the benefit of our Motherland’s
prosperity".

The fact of the transfer of Ugra television to the
digital format of broadcasting marks the revolutionary step in the
system of the mass communications.
"The fact of the transfer of Ugra television to the
digital format of broadcasting marks the revolutionary step in the
system of the mass communications", - said Governor, Chairman of the
Okrug Government Alexander Filipenko at the International conference "Digital Russia today and tomorrow" in Khanty-Mansiysk.
"For the first
time in Russia we apply in practice the most advanced technologies of
scientists and designers from many countries in this sphere".
One year ago it was signed the Agreement on
Intentions between the Government of the Autonomous Okrug, Ministry of
Culture and mass communications, Ministry of Information Technologies
and Communications of the Russian Federation and National Association of
TV and radio broadcasters. To implement this agreement and program "Development of the DVB digital television broadcasting system in the
Russian Federation" it was developed the Regional program to transfer
the existing network of television and radio broadcasting signals
distribution to the digital format. The expected term of the program
implementation is three years. The existing network of coverage of TV,
RV, TF "Ugoria" will be completely reconstructed while this time.
As a result, it will increase the amount of "social" free high-quality TV programs for the Okrug population and will provide
them with an opportunity of watching them at federal highways. The
All-Russia channels "The First channel", "Russia+Region-Tyumen+Ugra", "NTV",
"Culture", "Sports", state regional TV channel "Ugra", military and
patriotic channel "Zvezda" and children’s channel "Detski" are expected
to be broadcast in all the populated localities free of charge.
Besides, the population will be offered a range of
various paid TV channels.
In experts’ opinion, the program implementation will
make it possible to reduce expenses for electric energy by twice, to
save the frequency resource, to reduce the expenses for servicing the
network "Ugoria" and guarantees high-quality services in the sphere of
television, radio and telephony to the population.
"The implementation of the target-oriented program of
the satellite network reconstruction", - said Alexander Filipenko, -
Will serve the basis for creating the developing recouping branch of the
market economy in the Autonomous Okrug, which will perform commercial
and also social goals what is very important".
Governor of Ugra also said that such a rapid
development of digital television in the Autonomous Okrug and some other
constituent entities of the Russian Federation today faces the objective
necessity of forming the legislation on the federal level which would
regulate this process. First of all, laws about television and licensing
this kind of activity are needed.
