The Okrug Governor’s press-service informs:

The meeting of the Autonomous Okrug Government, chaired by Governor of Ugra, was held today in Khanty-Mansiysk.

One of the first issues of the agenda was the consideration of draft law on the budget of the Khanty-Mansiysk Autonomous Okrug for 2007. The First Deputy Chairman of the Government Vera Dyudina said that next year the budget of Ugra would still be socially-oriented. Its greater part will be expenses for the increase of the population’s life quality and level. This part of the budget was called by specialists "the budget for citizens" and it makes 57,2 % of all the expenses. The second part is called "the budget of the future" and over 20 % of the Okrug budget will be spent for the region’s development. Besides, next year it is planned to increase expenses for safety and development of Ugra economy. Vera Dyudina said that the chief financial document of the Okrug is expected to amount to 92 billion 175,5 million rubles by revenues next year. The expenses are expected to amount to 104 billion 581 million rubles. The deficit amounts to 12 billion 405,5 million rubles.

The members of the Government also discussed the annual results of the implementation of the Okrug program "Improvement of traffic safety" until 2010. As a result of the held events in 2005 in comparison with 2004 the number of people who suffered while accidents decreased by 108 people. Altogether, the number of people who perished grew by 9 % and made 341 people. The main reason of that is considered the non-observance of traffic rules by drivers and increased number of inexperienced drivers. Totally 3020 accidents happened in Ugra what is by 12 % less than in 2004.

Besides, the members of the Government adopted in the first reading the draft law on the program of the state support for the agribusiness industry of Ugra till 2011 and draft law on the budget of the Okrug Foundation of compulsory medical insurance for 2007. 2 billion 783,7 million rubles are expected to spend for the state support of the Okrug agribusiness industry while the near 5 years. Subsidies will be paid for the development of farming, manufacturing agricultural products, breeding stock, improvement of soils fertility, staff training, research activity.

The revenues part of the budget of the Okrug Foundation of compulsory medical insurance is planned in the amount of 5 billion 198 million 939 ths. rubles. Over 3,5 billion in the revenues structure will be payments of the single social tax. In accordance with the Tax Code for the calculation of the single social tax, paid to the territorial foundations, the rate 2 % is applied. As the Executive Director of the Khanty-Mansiysk Okrug Foundation of compulsory medical insurance Andrei Patrikeev said, the prognosis of the finances which come as the single social tax, is based on the data of the Okrug Division of Federal Tax Service.
