The Okrug Governor’s press-service informs:
On October 6 it was held the meeting of the
headquarters at the Okrug Government on coordination of the "Development
and modernization of the housing and communal services of the
Khanty-Mansiysk Autonomous Okrug-Ugra" in 2005-2012 program
implementation.
The members of the headquarters, leaders of the
housing and communal services sector, mayors of the Okrug municipalities,
representatives of the JSC "Ugra-Consulting" participated in it.
The key moment of the meeting was the presentation of
the housing fund reconstruction of the municipality "the city of Surgut’.
In opinion of Deputy Director General of the JSC "Ugra-Consulting"
Alexander Melnik the main goal of the project is to attract off-budget
money. One of the solutions of the pilot project is to reconstruct
housing and to attract credit money. A representative of the "Ugra-Consulting"
told about peculiarities of the present project: "it consists of two
stages, the first stage – construction of housing for commercial housing
and for social rent. We intend immediately divide tenants of social rent
and owners. The second part of the project – to demolish existing
5-storeyed buildings and to construct 16-storeyed houses on their place
and the apartments in them will be sold".
Alexander Melnik said "the infrastructure should be
created to determine and regulate the housing market, to be responsible
for attracting investments for the reconstruction - on the one hand, and
to give support and assistance to alliances of housing owners in the
reconstruction of capital repair".
In opinion of the First Deputy Chairman of the Okrug
Government Vyacheslav Novitski "it is one of the approaches to solve
this complicated problem, which takes place in each municipality".
Besides, while the meeting there were considered
issues of the location of stations and polygons of the hard domestic
sewages utilization in the Okrug in 2006-2012, application of lower
rates for Ugra housing and communal services organizations and
enterprises’ profit tax.
