The Okrug Governor’s press-service informs:
The 350-th anniversary of the National financial
control of Russia was celebrated in Ugra.
Chief Federal inspector of Ugra Alexander Titov said
the national financial control is an integral part of the country’s
system, obligatory condition for the normal functioning of the whole
financial and credit system as one of the features of safety and
economic independence of the State. The national control is the
guarantee of financial resources protection and their target-oriented
use.
Leader of the territorial division of the Federal
Service of the Financial and Budgetary Control in the Khanty-Mansiysk
Okrug Valeri Krainov said that the system of financial management and
control in Russia is rather long. In Ancient Russ when there were formed
principalities the system of financial control was formed as well to
control payment of taxes, dues and the officials were appointed to
control the "budget". Later in March of 1656 the Boyar Duma adopted
Decree of the Treasury Control which made a start to the national
financial control in Russia. At present in the country there are is
President’s financial control, Parliamentary control (Control Chamber of
the RF and regional control bodies) and internal control, headed by the
Finances Ministry of the RF. In 2005 the Russian Financial Control
Division made 21 ths. inspections and found violations for the amount of
150 billion rubles what is almost 16 % of the federal budget expenses.
Making an accent that "the bodies of financial
control make very great job for the Okrug and Russia on the whole", the
leader of the Ugra Governor’s Administration Viktor Krivykh awarded
employees of the control chamber, finances department, federal division
of the financial control in the Khanty-Mansiysk Autonomous Okrug on
behalf of the head of the region. Alexander Titov and Speaker of the
Duma Vassili Sondykov also participated in the awarding ceremony. The
best specialists were awarded with the national awards, Letters of
Gratitude signed by the Chair of the Okrug Parliament.

In the framework of the State Council Presidium

presentation stands of constituent entities of the Urals Federal
District.

meeting agenda, held yesterday in Kurgan, President of Russia Vladimir
Putin viewed the presentation stands of constituent entities of the
Urals Federal District.
Governor of Ugra Alexander Filipenko told about the
healthcare and implementation of the "Health" priority national project
in the Khanty-Mansiysk Autonomous Okrug to the President. He told about
concrete figures and examples. The system of healthcare in Ugra has been
formed for the last ten years from almost zero. For this period of time
the Government of the Autonomous Okrug managed to create a new
infrastructure of the whole system and to make high-quality medical
equipment available.
In Ugra there are being realized 6 programs of the
population’s health preservation and strengthening. Besides the planned
expenses for the existing programs it was decided to spend 3 billion 917
million 757 ths. rubles from the regional budget to implement the
national project for 2006-2007.
8 laws including the Law on the population’s life
quality were adopted to realize the Priority national project "Health"
in Ugra.
For the last 10 years 39 medical facilities have been
constructed and 70 facilities are under construction.
The UNICEF gave the status "Hospital which is kind
towards a child" to 15 hospitals of Ugra.
There is a unique subdivision of the Okrug clinical
hospital – consultative and diagnostic policlinic on board a steamer "Nikolai
Pirogov". While the navigation period specialists of the policlinic
examine 50 ths. people from remote localities. Besides, surgery
operations are made on board a steamer including endoscopic operations
on the abdominal region.
To create equal conditions of providing the
population with the high-quality medical aid the system of healthcare
was organized by the de-central principle. In its structure there are
three zones of rendering specialized medical aid in the towns of
Khanty-Mansiysk, Surgut and Nizhnevartovsk.
In the Okrug there are 6704 doctors including 25
doctors of medical sciences, 138 candidates. 1554 doctors of the highest
qualification, 42 honored doctors of the Russian Federation, 86 doctors
who made an excellent contribution to the healthcare of the RF.
President said that such great success, achieved by
Ugra, is the consequence of the well-thought national policy in the
sphere of healthcare, improvement of the population’s life quality what
contributes to the growth of life quality and social optimism.

Issues of inter-budgetary relations between the
federal center and Khanty-Mansiysk Autonomous Okrug were discussed while
the working meeting in Kurgan by Governor of Ugra Alexander Filipenko
and Deputy Minister of Finances of the Russian Federation Anton Siluanov.
The Deputy Minister noted the special significance
and contribution of the Khanty-Mansiysk Autonomous Okrug into the budget
of the Russian Federation which makes it possible to plan the stable and
dynamic development of all the spheres of life in the State, successful
implementation of priority national projects.

On October 2 it was held the working meeting of
the Governor of Ugra Alexander Filipenko and Minister of Information
Technologies and Communications Leonid Reyman.
The talk was about cooperation in the formation of
the digital TV broadcasting system in the Khanty-Mansiysk Autonomous
Okrug. Governor told Minister about the work done in this sphere, and
said that the presentation of the first stations of digital TV
broadcasting will take place in the capital of Ugra in the mid of
October while the conference "Digital television in Russia".
Leonid Reyman expressed the desire to be present at
the event.

The implementation of the "Healthcare" priority
national project and development of the healthcare system in the
Khanty-Mansiysk Autonomous Okrug was discussed at the working meeting of
the Governor of Ugra Alexander Filipenko and Minister of Healthcare and
Social Development Mikhail Zurabov in Kurgan.
The interlocutors discussed the possibility to get
federal quotas by the top medical institutions of the Autonomous Okrug
for rendering highly-technological medical aid to people of other
constituent entities of the Russian Federation.
Minister said that the well-planned activity is being
done in Ugra on the implementation of the priority national project "Healthcare
And the Autonomous Okrug can serve as an example for
many regions of Russia in this regard.
