The Okrug Governor’s press-service informs:

The body responsible for the control in the sphere of education of the Khanty-Mansiysk Autonomous Okrug was founded in the structure of the executive authorities of Ugra.

The relevant decree was signed by Governor of Ugra Alexander Filipenko. Natalia Strebkova was appointed the acting director of the division. For a month she was tasked to submit proposals about the structure and list of staff members to the Government of the Okrug and jointly with the director of the Education and Science Department she should prepare proposals about cancellation or incorporation of changes to the laws, which had been adopted before and regulate the activity of the Department.

The foundation of the Okrug division on control was caused by serious changes which occurred in the sphere of education. Thus, institutions of primary and secondary professional education were transferred to the regional level of the management what caused the necessity in the realization of new functions and orientation of the higher education system on the regional labor market. Besides, several innovations were applied in the sphere of then Okrug education (new system of labor payment, public-state management, transfer to a new basic curriculum and etc.). The control body is aimed at increasing the efficiency of spending the budgetary means in the system of education, to eliminate the contradiction in organizing the system of the state power in the sphere of education management when administrative and control functions combine in one body of the management.

The key directions of the division’s activity are licensing of the educational activity, certification and accreditation of the educational institutions, certification of higher professional education, monitoring of educational systems of various level.

Taking into account the goals, faced by the educational institutions, the administrative reform, held on the federal level, authorized this control body as a separate structure.

Such separate bodies are created in 12 constituent entities of the Russian Federation. At present they will be formed in eight constituent entities additionally.

On September 30 the pennant with the emblem of the "Golden Tambourine" International Festival of TV films and TV programs was mounted on the top of the mountain Cho-Oyu (Nepal). The unusual gift in honor of the tenth anniversary was given to the festival by the combined team of mountaineers of the Chelyabinsk Oblast. The expedition consisted of its leader Gennadi Kirievski, Alexander Ovchinnikov, Valeri Rogozin, Vladimir Lutsenko, Alexei Bolotov, Anton Lomovskikh, Dmitri Frolenko and made a start on September 3. The official logo of the TV festival was placed on the equipment of each participant of the mountaineers’ expedition.

The director of the festival "Golden Tambourine" Lyubov Korneeva was informed that conquering one of the most difficult 8 ths. Himalayas mountains - top of the mountain Cho-Oyu, took place on the last day of September at 11.25.
