The Okrug Governor’s press-service informs:
Today
it was held the meeting of Governor of Ugra Alexander Filipenko and the
group of foreign investors – Chair of the Directors’ Board of the
company “Dor Chemicals Ltd.” Gil Dankner, Deputy Doctor-in-Chief of the
Israel Medical Institute named after Rabbin Mr. Ziv Rozenbaum and Russia
and CIS Development Business Director of the company “General Electric”
Ruslan Pakhomov.
Gil Dankner who signed yesterday the agreement
between the Government of the Autonomous Okrug and Dankner Group about
development of gas chemical enterprises, informed that in the town of
Pyt-Yakh the land was allocated to construct the plant, to construct a
building, the preparation is being done to create the joint venture. He
thanked Governor for the active support of the company’s activities in
Ugra,
There
were also discussed prospects of the cooperation with the bodies of
healthcare of the Khanty-Mansiysk Autonomous Okrug-Ugra and Ugra
Research Institute of Information Technologies in the field of
telemedicine development, information support to medical institutions,
creation of new medical centers. Governor informed that he had signed
the decree about sending the first group of Ugra medical workers to
Israel for the internship. He considers the cooperation of two countries
in this sphere be useful for the implementation of the priority national
project “Healthcare”.
Gil Dankner reminded about the old idea to hold the
cultural presentation of the Autonomous Okrug in Israel and expressed
hope that it would come true.

Today
in the framework of the III International Investment Forum Alexander
Filipenko discussed the schedule of the activities of the Foreign
Investments Consultative Council with the member of the Unicredit Group
Directors’ Board Willy Hemetsberger.
Representatives of the bank “Austria creditanschalt”,
and Moscow International Bank participated at the meeting.
There
were discussed the issues of the participation of the organizations
which join the trans-European bank system in investing the project of
the Pre-Polar Urals exploration, development of the construction
industry in the Okrug and mortgage crediting of the housing program
including via the unit investment trusts and also in development of
tourism and balneology.
Governor
of Ugra told about long-term agreements, concluded by the Autonomous
Okrug with the World Bank and European Bank of Reconstruction and
Development, about prospects of the Okrug economy diversification.
At the meeting it was made a decision to hold the
presentation of Ugra in West Europe in the 2-nd quarter of 2007. The
meeting of the European investors and leaders of the Autonomous Okrug is
expected to be held in the Austrian capital – Vienna.

On November 22 Governor of the Khanty-Mansiysk
Autonomous Okrug Alexander Filipenko participated in the meeting,
devoted to the implementation of the national project “Available and
comfortable housing to citizens of Russia” in the Urals Federal District.
The meeting was chaired by the First Deputy Chair of
the RF Government Dmitri Medvedev in Yekaterinburg.
Alexander Filipenko informed about the general
demographic indicators in the Autonomous Okrug, and said that the
positive dynamics was connected with the population’s natural increase.
At the beginning of November the population’s natural increase in Ugra
was 8873 people – what is by 7,4 % higher than last year. It caused the
necessity to solve the housing problem. Besides, in the Okrug there are
difficulties with the great number of old and shabby houses. In
Governor’s opinion such peculiarities of the real estate market make
Ugra different from other regions.
Another peculiarity of the implementation of the
national project “Available and comfortable housing to citizens of
Russia” in the Khanty-Mansiysk Okrug is the integrated approach to
solving the goal. While its implementation it was made a decision not to
divide two Okrug big programs, connected with improvement of housing
conditions for Ugra people and modernization of the housing and communal
services system. The program, connected with modernization of the
housing and communal services system, was launched before the national
project realization. “If there are no enough high-quality mechanisms of
heat-, water-supply, energy supply and many other things, it is
impossible to achieve good tempos of the housing construction”, - said
the head of the region.
“For the whole period of the implementation of the
national project “Available and comfortable housing to citizens of
Russia” in Ugra it will be put into operation about 6 million sq.m of
housing”, - said Alexander Filipenko. Such tempos of construction will
allow to provide over 111 ths. people with housing by 2010. 180 billion
rubles are expected to be spent for these purposes, including 67 billion
rubles from the Okrug budget.
This year 940 ths. sq/m of housing are expected to be
put into operation in the Khanty-Mansiysk Autonomous Okrug. For
comparison, last year it was constructed about 580 ths. sq.m. Next year
we plan to construct 1-1,1 million sq.m of housing. “Then 1 sq.m of
housing will come to each inhabitant of the Autonomous Okrug”, - said
Governor.
The mortgage crediting in the Khanty-Mansiysk
Autonomous Okrug made a great progress this year. Alexander Filipenko
said that since the beginning of 2006 over 4,3 ths. credit agreements
for purchasing housing have been concluded in the region and over 10,7
ths. Ugra people have become the participants of the sub-program. Such
tempos of mortgage loans spreading to improve the housing conditions are
stipulated by active work of the Okrug mortgage agency which was founded
less than one year ago.
Having told about the prospects and success in the
realization of the full-scale project in housing construction, Governor
of Ugra mentioned the dependence of the regional construction market.
“Today it is provided by internal resources at the expense of
construction materials production by 25 % not more”, - he informed.
The transfer to production of construction materials which would
satisfy the modern requirements, caused launching new facilities. This
spring in the Autonomous Okrug it was launched the implementation of the
program of small wooden houses by the timber company “Koda Les”. The
project is based on the experience of European countries – Finland and
Germany. It allowed to apply the technology of wooden houses
constructive elements production. Three panel houses with the
application of new technologies were erected in Ugra. Several big
investment projects were in the stage of development. One of them
expects the construction of 300 houses in the city of Khanty-Mansiysk.
