Governor of Ugra Alexander Filipenko participated in the meeting of the Research Council of the Ugra State University, devoted to its fifth anniversary.

The university was founded on the initiative of the Government of the Khanty-Mansiysk Autonomous Okrug-Ugra and was based on the branches of several higher educational institutions which had functioned before. Summing up the results of the university activity, Rector Yuri Reutov made an accent that since 2001 much work had been done on turning the Ugra State University into the university of the innovation type in accordance with the needs of the labor market and priority directions of the social and economic development of the Khanty-Mansiysk Autonomous Okrug.

The number of students increased from 2035 in 2002 to 4760 in 2006. 1104 specialists graduated from the university and now are successfully working at enterprises and institutions of the Okrug.

Since 2005 candidates of sciences in 10 specialties has been started and the amount of research activity at the University increase annually by 2,5-3 times. Memorandums on cooperation have been signed with many higher educational institutions of Russia, West Europe, USA.

In spite of the young age, the Ugra State University gets the public recognition. At the contest, held by the Okrug Chamber of Commerce and Industry "Leader of business in Ugra" the Ugra State University became the winner in the nomination "Educational activities" in 2004 and 2005.

Besides, last year the International Academy of Quality and Marketing and Independent Public Council awarded the University with the Diploma of the contest laureate in the nomination "100 best higher educational institutions of Russia".

In his welcoming speech Alexander Filipenko said: "It is quite obvious that goals which were worded for a young higher educational institution of Russia are implemented in accordance with our schedule. 12 years ago we argued much - whether a university is needed in Khanty-Mansiysk or it is enough to have a university in Surgut? Time and life proved that the university is necessary and we made a correct decision. I repeat once again that education and science are priorities of the policy, implemented by the Government of Ugra. Modern structure of economy is possible only with a high level of the science development and excellent training of specialists in various directions".

Yuri Reutov thanked the head of the region for the permanent support for the university by the Okrug Government. Rector said that the 5-th anniversary is considered by the leaders of the Ugra State University as the staring point on the way to future achievements and as a reason to sum up the intermediate results. The university’s prospects are to create the institute of physical culture and sports and tourism, institute of oil and gas, Institute of rational nature management, opening new specialties, formation of research schools and directions of the activity.

Teachers and employees of the university who made the greatest contribution into becoming and development of the university, were awarded with awards and title "Honored Worker of Higher Professional Education of the RF", Certificates of Honor from the RF Ministry of Education and Science, Letters of Gratitude and Diplomas from the Okrug Governor. The Speaker of the Ugra Parliament Vasili Sondykov awarded teachers with Diplomas of the Ugra Duma and Letters of Gratitude from the Duma Chair.

In accordance with the resolution of the Research Council of the Ugra State University Governor, Chairman of the Government of Ugra Alexander Filipenko was awarded with the title of the Honored Professor of the Ugra State Univerity for a great contribution, made into its organizing and development.

The budget of the Khanty-Mansiysk Autonomous Okrug-Ugra – 2007 was adopted at the meeting of the Ugra Duma in the final reading on November 17.

Before the procedure of the discussion and adoption, Governor, Chairman of the Ugra Government Alexander Filipenko made a speech for legislators. He told about priorities and directions in the activity of the executive body of the state authority for the next year and paid attention of deputies to the goals which are of current interest for the region’s future, in his opinion.

One of the main tasks while forming the budget of the Autonomous Okrug and its realization is considered the balance of revenues and expenses for a three years’ term.

"We should build a chain from all the components of our plans goals", - he said. "The future work with tax-payers working in the Autonomous Okrug is seen very intensive and full-scale – we should achieve the maximal implementation of the tax legislation and to provide payments into the budget. In this regard we should work effectively including all the levels: municipal and regional". Governor said that the Government of Ugra while planning its activity and budget gives priority to the principle of creating the target programs in various spheres of economy and social policy making an accent on the result, aimed at a concrete person.

Another peculiarity of the coming three years is the necessity of activation of the work, aimed at attracting investments to various spheres of economy. "The stable and dynamic development of the whole Autonomous Okrug much depends on it. We should develop a list of preferences for investors, which will allow to provide extra funds to the sphere of petroleum and gas chemistry, timber deep processing, will give an opportunity to apply the advanced technologies in the production".

Concerning the priority national projects in the Autonomous Okrug, Alexander Filipenko said that their realization will not be limited by 2007 but will be continued in the future until achieving the concrete results. He also noted that financial support from the Okrug budget will be rendered to the municipalities which have clear and understandable plans and prospects and terms of their realization. He did not exclude the opportunity of re-distribution of funds to the most successfully working municipalities. Alexander Filipenko named the realization of prospects, aimed at developing the system of education, science and healthcare in Ugra as priorities in the activity of the Autonomous Okrug Government.

Many deputies of the Okrug Duma said the Governor of the Autonomous Okrug made a speech today at the legislative assembly of Ugra about the key goals which will be the essence of the Annual Address.

The meeting of the Observatory Council of the autonomous non-commercial organization "Mortgage agency of Ugra" was held in Khanty-Mansiysk.

The autonomous non-commercial organization "Mortgage agency of Ugra" was founded in December of 2005 to realize the Okrug program "Improvement of the population’s housing conditions" in 2005-2015 in the framework of the priority national project "Available and comfortable housing".

According to the information of the Executive Director of the Agency Anton Ladnov who reported about the key results of the activity, on November 10, 25 ths. citizens were made consultations including 10 375 people were qualified as participants of a subprogram. At present 4039 trilateral agreements on redemption of the bank interest rate have been concluded. The most number of loans among authorized banks were issued by the Khanty-Mansiysk Bank, Sberbank of RF and Zapsibkombank.

Anton Ladnov said that it had been created the mortgage broker company "Capital" with the participation of the mortgage agency and its key goal is to accompany bargains and deals, connected with purchase of housing under construction by citizens. So, the broker company in the near future will make consultations for the population, be engaged in preparing necessary documents for concluding a trilateral agreement, selecting apartments and chhosing the most appropriate mortgage bank product for a client.

The mortgage agency as a main tool of the Okrug program "Improvement of the population’s housing conditions" will bear obligations on payment of the bank interest rate partially while the whole term of crediting of the program participants.
