The Okrug Governor’s press-service informs:
On November 16 the events, devoted to the 75-th
anniversary of the justice system of the Khanty-Mansiysk Autonomous
Okrug, were held.
"We jointly solve the common key task - to provide
the citizens’ rights and justice. You are the second after the God are
entitled to determine what is good and what is bad. Only courageous
people can bear such responsibility to solve the fates of people", -
said Governor Alexander Filipenko to the employees of the Ugra court at
the meeting, devoted to the 75-th anniversary of the justice system of
the Khanty-Mansiysk Autonomous Okrug.
Professional and human features of the
representatives of the third power play an important role in the
society’s life which is wished to be seen civil, - said Governor. In his
opinion the court of Ugra does a difficult job according to the law and
their own conviction and that makes it efficient. Alexander Filipenko
awarded the best employees.
Yulia Vdovina, Valentina Ostapenko and Lyudmila
Khlynova were awarded with the title "Honored Lawyer of the
Khanty-Mansiysk Autonomous Okrug-Ugra". Valeri Gorlenko, Evgeniya
Didkovskaya and Tatyana Ushakova were given the Governor’s Certificates
and Letters of Gratitude to Nadezhda Rostovschikova, Nadezhda Olkova and
Nadezhda Kuklina.

On November 15 in Surgut it as held the symbolic
ceremony of putting into operation the two-level road junction on
crossing the streets of Aeroflotskaya and Nefteyugansk highway and road
Surgut-Airport.
Governor of Ugra Alexander Filipenko, Mayor of the
city Alexander Sidorov, leaders and representatives of the team of the
General Subcontractor - JSC "Specialized Division’ participated in the
ceremony.
The works were done in the shortest possible time -
as a rule it takes three years to do that but Surgut builders fulfilled
their obligations and accomplished their work for a year. The
construction was financed from the Okrug budget through the
interregional program "Cooperation". The cost of the works amounted to
over 2 billion rubles.
"I express my sincere gratitude to road builders for
such a high-quality work", - said Alexander Filipenko at the ceremony. "This
junction can help to increase the carrying capacity of this important
highway. Surgut is a transport hub in Ugra- here the highways from South
to North and from East to West are crossed. Therefore such great amount
of funds was spent from the Okrug budget. But much work should be done
in this regard. Highways are not just roads for us which connect
populated localities. These are arteries which give a new impulse into
the development of new localities and municipalities. The creation of
the new road infrastructure will finally lead to the economic and social
development".
Then at the office Governor of Ugra awarded the best
builders with Letters of Gratitude and Diplomas.

Yesterday on November 15 in Nizhnevartovsk with
the participation of Governor, Chairman of the Government of the
Khanty-Mansiysk Autonomous Okrug Alexander Filipenko it was held the
ceremony of signing the agreement on the creation of the joint venture "Ugra-gasopererabotka".
It was signed by Executive Director of the TNK-BP German Khan and
President of the JSC "SIBUR-Holding" Alexander Dyukov.
In their opinion, the main goal of the joint venture
is to process associated petroleum gas, extracted at the fields of
TNK-BP and other oil companies of the Nizhnevartovsk District. It is
created and based on the Nizhnevartovsk and Belozerny gas-processing
plants and infrastructure on associated petroleum gas transportation to
these plants.
TNK-BP is obliged to provide the delivery of
associated petroleum gas to these enterprises for a long term and after
that both companies will process raw materials and finally TNK-BP will
get 100 per cent of dry cycling gas and SIBUR-Holding - 100 per cent of
liquid products of gas processing.
"The joint venture provides an ideal opportunity for
the TNK-BP to make the basis of the associated petroleum gas processing
development at the Nizhnevartovsk region", - said German Khan. "The
activity of the joint venture will provide the effective use of the
associate gas and will promote to the decrease of flared gas".
Alexander Dyukov also gives much significance to the
creation of the joint venture: "The wide fraction of light hydrocarbons,
produced while the associate gas processing, is the main raw material
for petroleum chemistry. As a result of the joint venture we get
guaranteed supplies from the reliable partner and additional work for
our business".
Governor of Ugra stressed the social significance of
this project: "Today’s decision about the creation of the joint venture
is principal and gives prospects. It is a very important project.
Uniting efforts and opportunities of two serious partners makes us
confident that the process of collection and utilization of associated
petroleum gas will be more productive in our region. It will lead to
solving ecological problems in the region, development of petrochemical
and gas chemistry. And what is the most important - to the minimization
of flared associated petroleum gas amount".
Mayor of Nizhnevartovsk Boris Khokhryakov and Mayor
of the Nizhnevartovsk District Boris Salomatin are thinking about their
prospects in the creation of the joint venture.
The joint venture intends to start its activity from
January 1, 2007. Two years later, as the leaders of the companies
assured everybody, the flaring will be eliminated in the Nizhnevartovsk
District. |
