Today the jubilee X Okrug scientific and practice conference, devoted to the ways of realization of oil, gas and ore potential of Ugra was opened in Khanty-Mansiysk.

Addressing to the participants of the conference Governor Alexander Filipenko said about the significance of this forum for further economic development of the Autonomous Okrug and Russia on the whole.

"I was and I am the opponent for those who says that West Siberia is already in the past regarding this development", - he said.

Governor assured that Ugra oilmen who will provide the well-being of the country for many years, after the serious crisis which happened while the reforms only now the oilmen return to the parameters of oil and gas-bearing strata production performance efficiency what 20 years ago was the norm. He expressed confidence that the adopted measures in the Okrug, building the new system in exploration and production of hydrocarbon raw materials will make it possible for the near five years to achieve the indicators, expected in the Okrug social and economic development plans. Researches, new methods in research works, aimed mainly at increasing the competitive ability of Siberian oil are very important. The increase of sold attraction of fields is also impossible without serious research basis.

Alexander Filipenko said that including the topic of solid minerals to the agenda of the traditional conference is very appropriate. From simple understanding that the Polar Ural and adjacent areas of Ugra are possessed of great reserves of coal, iron ores, ores of colored metals and geologists start their exploration. The concept of the Ugra social and economic development till 2020 stipulate the decrease of the oil industry quota into the total output of the regional product by twice while preserving the output of the production. The prevailing quota will come to the branches of industry not connected with raw materials, mainly to electric power engineering, where the growth by twice is planned. Therefore the special attention will be paid to the development of coal production. Alexander Filipenko with satisfaction reminded the recent words said by President about the necessity of a wider application of this alternative source of fuel.

Governor in detail told about the significance of the project "Ural Industrial - Ural Polar" for the future development of Ugra and Urals region, having said that while the development of projects he puts the task of careful attitude to this unique region for explorers of the subsoil, ecologists and industrialists.

"We should determine the areas where we won’t come into", - the places of relic species of fish reproduction and relevantly the areas where we shall work very carefully, observing the most rigid ecological standards. It is necessary to create the effective ecological audit for that.

Alexander Filipenko wished the participants of the conference fruitful work and creative success.

While a week representatives of the ministries and institutions of the Russian Federation, oil-producing, geological and prospecting companies, research institutes will discuss the problems connected with oil, gas and ores. The results of the conference will become a new material for the work of the Ugra Government to increase industrial potential of the energy heart of Russia.

Governor, Chairman of the Government of the Khanty-Mansiysk Autonomous Okrug-Ugra Alexander Filipenko is awarded with the medal "For merits in the development of the Russian tourism" and annual International prize - 2006 "Leaders of the tourist industry".

The awarding ceremony will be held on November 24, 2006 at the legendary Moscow restaurant "Yar". The Chair of the Jury, Executive Director of the JSC "Agency of the Informbank" Mikhail Nesterenko informed about that to the press-service of the Okrug Governor.

About 5 ths. young Ugra people are trained at the higher educational institutions of St. Petersburg.

On November 8 the youth leaders among students - people of the Khanty-Mansysk Autonomous Okrug gathered with the support of the Representative office of the Autonomous Okrug in the northern capital and founded the Youth association "Fellow-countrymen of Ugra". The public association intends to help students in solving social, legal, health-improvement and cultural problems.

"How wonderful could St.Petersburg be, we are strange here and many fellow-countrymen have problems", - stressed in his comments the member of the Organizing Committee Nikita Ilyin. "For example, with the residence in the hostel, with the arrangement of documents, support of health, leisure, temporal employment. People appeal to us for help- from breaking a washing-machine to the accommodation in the hostel".

The youth association does not have a legal status. In the near future - the adoption of the charter and holding a series of fellow-countrymen’s meetings at all the higher educational institutions of St.Petersburg. the total founding conference of Ugra students is expected to be held on December 13.
