The Okrug Governor’s press-service informs:
Governor of the Khanty-Mansiysk Autonomous Okrug
Alexander Filipenko is awarded with the title "Governor - defender of
the population’s social interests". Such a decision was made by the
Board of the Council of social teachers and social workers of Russia.
Presidents of the Chvash Republic and Tatarstan Republic, governors of
the Moscow Oblast, Samara and Kemerov Oblasts have also been awarded
with this title.
The creation of the effective system of Ugra social
support, application of innovation technologies are merits of the
Governor who has been the leader of the region for many years already.
The advanced experience of the social sphere development of the
Khanty-Mansiysk Autonomous Okrug is widely used by other regions of
Russia. "The system of social protection and support in the
Khanty-Mansiysk Autonomous Okrug is the example of professional care
about the population and qualified assistance to its unprotected
categories" - is said in the letter of congratulations.
The presentation of achievements of Ugra in the
sphere of social support of the population will be held at the end of
November in Moscow in the framework of the Second All-Russia Congress of
social teachers and social workers.

Governor of Ugra Alexander Filipenko is awarded
with the honorary badge of the Russian Committee of War and military
service veterans and Jubilee medal "50-th anniversary of the All-Russia
public organization of war and military service veterans". The
awards on behalf of the Russian Committee of War and military service
veterans were given to Governor on November 13, 2006 by the ataman of
the Regional public organization "Ob-Irtysh Cossack unit of the
Khanty-Mansiysk Autonomous Okrug" Nikolai Kiose.

The implementation of the priority national
project "Available and comfortable housing" in some municipalities of
the Autonomous Okrug was discussed today at the meeting, chaired by
Governor of Ugra Alexander Filipenko.
In his report the Mayor of Nizhnevartovsk Boris
Khokhryakov said that at present about 18 000 ths. families need in the
improvement of housing conditions. In the town it is necessary to
construct over 1 million sq. m of housing to solve this problem. This
year it is planned to put into operation over 800 ths. sq.m of housing.
The program of mortgage housing crediting is actively realized in
Nizhnevartovsk. 545 trilateral agreements have been concluded on
compensation of the bank interest rate. The eastern district is expected
to be constructed in the town with the total area of 400 ths. sq.m.
Boris Khokhryakov said that for the last three years the tempos of the
construction in Nizhnevartovsk have become more intensive by twice.
Alexander Filipenko said that together with the positive dynamics in the
housing construction today the parameters of the provision of people
with housing do not correspond to the required tempos of construction.
Governor said that the leaders of Nizhnevartovsk should involve
investors more actively to the housing construction and other spheres
and also to use the budgetary funds more effectively and timely.
According to the data, given by the mayor of
Khanty-Mansiysk Valeri Sudeikin at the meeting, this year it is expected
to put into operation 70 ths. sq.m of housing. The implementation of the
priority project is being made in some directions: resettlement of
citizens from old and phenol houses, providing the participants of the
federal programs, young specialists, young families, representatives of
the indigenous peoples with housing. The incomplete spending of
budgetary funds for the realization of these two sub-programs is
connected with the insufficient offer on the housing market, in the
Mayor’s opinion. 846 applications were submitted to the Okrug mortgage
agency from citizens who wished to improve their housing conditions.
Over 400 trilateral agreements have been concluded on compensation of
the bank interest rate. Governor said that in Khanty-Mansiysk it is
necessary to build not less than 100 ths. sq.m per year to solve the
problem effectively. Alexander Filipenko recommended the mayor of the
town to undertake measures to demolish old and shabby houses which are
in no one’s property, and also to speed up the process of settlement of
several constructed houses.
Mayors of Raduzhny, Nizhnevartovsk District and
Surgutski District reported at the meeting about the results of the
implementation of the national project "Available and comfortable
housing" in the municipalities.
