The Okrug Governor’s press-service informs:
According to the prognosis of specialists by 2019
the number of the population in Ugra will be 1560,4 ths. people.
While the preserving the permanent regime of the
population reproduction and absence of the migration increase the
population will increase by 91,4 ths. people in comparison with the
beginning of 2005. Now in the Okrug there are 1478,2 ths. people.
Experts say that the demographic situation in the Autonomous Okrug at
the beginning of 2006 is positive in general.
Altogether due to the growing total number of the
population, the number of employable age will decrease starting from
2008. At present the program of the Pre-Polar Ural development is being
made which will promote to solving this problem via involving the
economically active population from other regions of the country.
According to the prognosis of Rosstat the expected
life expectancy in the Autonomous Okrug will also grow. By 2015 the life
expectancy among women will be 75,7 years, among men - 64,4 years.
The natural increase of the population in 2005 was
fixed only in 16 constituent entities of the RF including the
Khanty-Mansiysk Okrug. The natural increase of the population of Ugra
last year was 9605 people. The rate of the childbirth exceeds the
mortality rate almost in all the municipalities of the Okrug. The
indicators of the population’s natural increase is expected to remain
positive. Under contemporary conditions the main source of the
population’s formation in the region is not the migration but natural
reproduction.
Comparatively young age of the Okrug people - 32,4
years - provokes high indicators of marriages. The number of marriages,
registered from January to April of 2006, made 4092 what is by 1,2 %
more than for the same period of the previous year. The number of
divorces was 3058 and decreased by 0,9 %. People more often marry in the
age of 18-24 years (16,2 %) and 25-34 years (20,5 %) what testify the
favorable conditions for the demographic development of the Autonomous
Okrug. The coefficient of families is 3 people. Specialists explain that
in the Okrug the “super-young” age structure of the population had been
formed in the Okrug for a very long time which was possessed of labor
and reproductive potential.
The reproductive indicators of Ugra are much better
than in Russia and in most regions. The total coefficient of childbirth
in the country was 1,34 per mille, and in the Autonomous Okrug - 1,53
per mille. In 2005 the total coefficient of childbirth in Ugra (13,8 per
mille) by over twice exceeded the coefficient of mortality rate (7,1 per
mille). The coefficient of mortality rate in Russia was 16,3 per mille.
The quota of children 0-17 years is 26,5% of the
total number of the population, the quota of people older than the
employable age - 8 %. The rest of the population are citizens of the
employable age. So, the structure of the Okrug population is
characterized with prevailing the quota of people younger that the
employable age what can be considered as the process of the forming the
stable permanent population with many-generations structure.
In Ugra as on the federal level the directions of the
demographic policy, aimed at increasing the level of the childbirth and
family strengthening, decreasing the mortality rate, increase of the
population’s life expectancy, forming the permanent population of the
Autonomous Okrug have been realized for many years. So, in 1999 the rate
of babies’ mortality in Ugra was 12,1 per mille for 1000 babies. By the
beginning of 2006 this indicator was decreased by almost 3 per mille.
In the Autonomous Okrug the concept of demographic
policy until 2015 is being realized. At present the Government of Ugra
does work on making amendments to the existing concept, the development
of the program of the demographic development in the Autonomous Okrug
for the long-term prospect (2008-2015) is being planned by the
Government of Ugra. The main goal of the program will become the
increased childbirth rate and decreased mortality rate as a result of
the integrated demographic policy.

The first meeting of the working group of members
of the Public Chamber of the Khanty-Mansiysk Autonomous Okrug was held
in Ugra.
The members of the Chamber from Khanty-Mansiysk and
Khanty-Mansiysk District participated in the meeting. On proposals of
the Okrug Chamber Chair Vladimir Denisov, the forms of the interaction
with the public authorities, public organizations, citizens’ appeals
were discussed. Vladimir Denisov said that the Chamber does not
implement the control functions, it can give recommendations, assessment
of the public authorities activity, participate in the discussions of
socially-important projects and hold their expertise.
At the meeting it was proposed to unite the members
of the Okrug Public Chamber from municipalities. At the first plenary
meeting on October 27 it was made a decision to form five commissions to
work under different directions. The commissions consist of members of
the Chamber living in different towns and districts of Ugra. For quick
and fruitful work it is necessary to unite them in their municipalities.
This idea was supported by the members of the Public Chamber of
Khanty-Mansiysk and Khanty-Mansiysk District. Such unities will be
discussed in other municipalities while the coming trips of the Chamber
Chair. On November 14 the working group will hold the meeting in Surgut
and on November 15 - in Nizhnevartovsk.
