The Okrug Governor’s press-service informs:
The preliminary results of the Okrug social and economic development in
2006 were summed up.
As it
is noted in the report by the Economic Policy Department, the activity
of the Ugra Government in the sphere of the population’s social
protection was aimed at increasing the quality of citizens’ life. There
are 33 independent and self-sufficient institutions and 27 branches
engaged in the work with families and children in the system of the
Okrug social protection. 36 institutions are engaged in providing social
services to old people and disable people. This year almost 200 ths.
people were rendered social services. Special attention was paid to the
rehabilitation work at the centers of temporal residence and urgent
social support. The additional social services including paid services
will be provided in the future.
The
activity of the cultural institutions in 2006 was aimed mainly at
preserving the cultural heritage in the region ad developing its
cultural potential, providing the availability of the access to culture
institutions for all the categories of the population. At present in the
Okrug there are 249 libraries, 214 culture and leisure centers, 39
museums, 6 professional theatres. The problem of the technical and
material base of rural centers of culture is very serious.
The
network of sports facilities is being expanded, new forms of
organizing studies of physical culture and sports are applied. In the
Okrug there are about 2 ths. sports facilities, including 7 stadiums for
1500 spectators, 9 sports palaces, 77 swimming-pools. The carrying
capacity of the sports facilities is 47 ths. people. In 2006 sportsmen
of Ugra participated in 260 All-Russia and 90 international
competitions and over 100 sportsmen won the medals.

According to the information, provided by the Economic Policy
Department of the Autonomous Okrug the amount of investments to the
fixed capital due to all the sources of financing is expected to be
amounted to 257,6 billion rubles in 2006.
The
growth is 2,2 %. The predominant position of the organizations of the
fuel and energy industry is preserved. The investments in the oil
production are expected to grow by 2-4 % on average. In connection with
the necessity of compensation of used facilities and production rate
decline of the wells.
In
connection with the realization of the priority national projects in the
Autonomous Okrug tempos of investing into agriculture, healthcare,
housing construction are expected to grow in comparison with the
previous years. The key source of investments into the fixed capital is
own money of enterprises, which make about 65 % in the total output.
Budgetary funds are mainly spent for financing social facilities and
housing programs of the Autonomous Okrug. In 2005 the quota of the
budget in the total amount of investments was about 17 %. In 2006 it
will make about 20 % in connection with the realization of the priority
national projects in the Autonomous Okrugin the framework of the
Regional target-oriented program “Cooperation”. According to the
assessment of experts, investments will be increased in the structure
of borrowed funds mainly due to credits.
The
output of the works, implemented under the contract agreements, will
make 106 % in comparable prices to the level of the previous year. Due
to all the sources of financing 900 ths. sq.m are expected to put into
operation. About 50 % of the area of dwelling houses, put into
operation, come to private property what is stipulated by the
activation of the population in the construction of housing at the
expense of people’s own funds and loans.
According to the results of 2006 the tax-payers of Ugra are expected to
transfer over 3 trillion rubles of the Russian Federation (except
payments to off-budget funds) what is by 35 % more than last year. The
quota of the Autonomous Okrug in the total amount of tax payments to
the budgetary system of the country is 17,4 %.
The
general position on the Okrug consumer market is still stable and
characterized with the optimal level of the goods and commodities. The
turnover of retail trade has grown by 16 % for the year, the amount of
paid services for the population – by 8,5 %.

According to the preliminary assessment the gross regional product will
make 103,9 % to the level of the previous year in 2006.
In
the industrial production of the Autonomous Okrug the positive dynamics
of the growth is preserved. The output of the industrial production this
year amounts to 1887,8 billion rubles, index of the industrial
production to the level of the previous year – 103,6 %. Such data are
given in the analytical report of the Okrug Economic Policy
Department.
Economy of Ugra greatly depends on the situation in oil production and
about 94 % of all the production come to it. Oil production in 2006 is
expected in the output of 278 million tons, gas – 29,4 billion cubic m
what is 103,8 % and 106,9 % to the level of the previous year
respectively.
Enterprises of electric energy of the Autonomous Okrug will generate
67,2 billion Kw/h of energy what is 101,7 % in comparison with the
previous year.
The
agricultural products will be produced for the amount of 4,35 billion
rubles or 106,2 % in comparison with the previous year. The potatoes
will grow by 8,1 %, vegetables by 8 %, milk by 0,5 %. |
