The Okrug Governor’s press-service informs:

Today in the Ugra capital it was held the interdepartmental coordination meeting of territorial federal executive bodies, executive and local authorities, leaders of law-enforcement bodies of the Autonomous Okrug. The meeting was chaired by Governor of the Khanty-Mansiysk Autonomous Okrug and plenipotentiary representative of Russia’s President in the Urals Federal District.

It was discussed the efficiency of the work and measures of the coordination and interaction of law-enforcement bodies to prevent crimes, to strengthen the struggle with criminality in the Autonomous Okrug, in accordance with the Address of Russia’s President to the Federal Assembly, Protocol of Coordination meeting, chaired by Prosecutor General this July. Petr Latyshev said in his speech that such meetings are held in all the constituent entities of the Russian Federation and the final meeting will take place on November 21 and will be chaired by President Vladimir Putin. He called upon for the objective and self-critical analysis of the situation, proposed to incorporate necessary amendments into the activity of those who is responsible for public order protection in the Okrug, having determined exactly the role and place of the municipalities, the public.

Governor of Ugra Alexander Filipenko noted that in the Autonomous Okrug much attention is paid to the preventive measures against offences. But nevertheless no stabilization of the situation was achieved and the answer to the question about the reasons should be found in professionalism, interests and coordinated actions of all bodies – responsible for this work. In his assessment, to achieve the goals we need the public assessment of the law and order violation, formation of negative attitude in consciousness of people regarding the lifestyle of those who do make friends with moral and law. It is impossible to achieve serious success if to base on only the administrative power, without the formation of citizens’ public position. The work, based on the "fact" is the struggle with the temporal results, therefore representatives of public authorities, those are engaged in the formation of the public opinion – starting from school and finishing with mass media – we should pay much more attention to this component of the preventive activity. The level of detected crimes should grow otherwise the citizens and especially youth have an incorrect understanding about behavior in public places. The video control equipment will be installed in the Okrug in the future but the presence of persons on duty is more effective, in Governor’s opinion.

Governor paid attention of the law-enforcement bodies officials to the necessity of the order on the consumer markets and said that there is no need in unorganized trade in streets in Ugra as there are many places and areas in the Okrug for that to control sellers and goods.

Speaking about the realization of the program on support to order in the Autonomous Okrug, Alexander Filipenko said that life makes corrections and makes us invest not in the material base which is developed enough, but into work with people to achieve maximal results. The main thing is to determine priorities and to be concentrated on that all the efforts and reserves.

Finishing the meeting, Petr Latyshev paid attention to the necessity of individual preventive work regarding crimes as many offences have the nature of the recidivism. Having noted that the Okrug authorities support the law-enforcement bodies, the plenipotentiary representative required the mutual necessary support.

The interdepartmental coordination meeting made a decision where all the relevant tasks on development and realization of additional measures, aimed at supporting the public order in Ugra, were proposed to the structural bodies of the Autonomous Okrug.

The Government of Ugra incorporated amendments into the Okrug law "On program of the Khanty-Mansiysk Autonomous Okrug "Realization of the priority national project in the sphere of healthcare" in 2006-2007.

The First The proposals are aimed at further improvement of the material and technical basis of employees of healthcare sphere via the system of extra payments to the medical staff of feldshers’ stations, doctors, nurses of the ambulance. In 2006 60 246 ths. rubles are expected to be spent for this purpose and 175 170 ths. rubles – in 2007. 13 900 ths. rubles have been already spent from the Okrug budget in 2006 and 64 883,7 ths. rubles are planned to be spent next year. The system of Governor’s grants is being developed to support perspective projects in the sphere of healthcare. 30 million rubles will be spent for that next year.

The members of the Government incorporated amendments into the Okrug program "Social and economic development of indigenous peoples of the North". The draft law states the prolongation of the program until 2007. The financing will amount to 240 million 538 ths. rubles. As the Deputy Chairman of the Autonomous Okrug Government, responsible for issues of the Northern indigenous peoples Alexei Ovsyannikov, it will not provoke the increase of the total financing for the program. Money will be sent to finish the construction of the facilities for receiving and processing wild nature products (berries, mushrooms, fish) in Khanty-Mansiysk, Kyshik, Lempino, Mezhdurechenski. Besides, it is planned to reconstruct the ethnographic outdoor museum "Torum Maa" in Khanty-Mansiysk and to construct the Center of Northern indigenous people’s culture in Nyagan. The program also states the governmental support , aimed at expanding the possibilities of aboriginals in getting education, protection of their habitat and traditional lifestyle.

At the meeting it was also considered the information about the implementation of the Okrug program "Development and modernization of passenger motor transport in the Khanty-Mansiysk Autonomous Okrug".

The members of the Government also discussed the information about the "free-barrier environment" of the vital activity of disable people, living in the Okrug. It was prepared by the Department of Labor and Population’s Social Protection in accordance with the request of the Okrug Prosecutor’s office which found while the inspection some violations of disable peoples’ rights for the use of benefits, provided by social infrastructure. For example, there are no rampants, platforms in many medical institutions of the Okrug, drug stores, sports facilities, culture institutions, banks, post offices. Governor of Ugra Alexander Filipenko tasked the executive bodies to submit agreed concrete proposals on the development of the program "Formation of free-barrier environment for disable people and other low-mobile groups of the population of the Khanty-Mansiysk Autonomous Okrug" in 2008-2012 until December 15.

On November 2 Governor of Ugra Alexander Filipenko held the working meeting about the realization of the project "Ural Industrial – Ural Polar".

There were considered the issues, connected with the registration of the managing company "Corporation "Ural Industrial – Ural Polar" and also the topic concerning the order of the regional concept development, general concept of the project, coordination of the work of clients and executors. "We have productively worked and made the positions of Ugra and Yamal closer to each other about the topics under discussion, for example, creation of the transport corridor with the railway and highway, distribution of the budgetary and attracted from other sources investments", - said the First Deputy Chairman of the Okrug Government Vyacheslav Novitski summing up the results of the meeting. "According to the preliminary assessment, it is possible to attract 3 rubles of private capital per 1 ruble of the consolidated budget".

Specialists will have meetings with Governor once per 1,5-2 months.
